Chatbots mainly wait for a user message (or a narrowly configured trigger) and then respond. A proactive AI assistant can also watch authorized events or context, decide that a next step is relevant, and initiate a suggestion or action. The categories overlap: one product can provide a chat interface and proactive notifications, while an “assistant” may remain entirely reactive. Judge the actual triggers, permissions, tools and approval controls rather than the label on the product page.

The core distinction: conversation versus initiative

A chatbot describes how a system communicates. It receives a message, identifies an intent, and returns an answer, asks a follow-up question, routes the request or performs a bounded task. The user normally starts each exchange, although a developer can configure a bot to respond to a particular event.

A proactive assistant describes an additional behavior: the system can initiate contact after detecting a condition that it has been allowed to observe. It might notice an approaching deadline, a failed process, a change in a monitored record or a scheduled time, then suggest or perform an appropriate next step. The initiative can be as simple as a reminder or as complex as a multi-tool workflow.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

These are not mutually exclusive types. A support bot can send a proactive outage notification, and an assistant can answer questions only when prompted. “Chatbot,” “assistant,” “agent” and “agentic AI” are used inconsistently across vendors. AWS distinguishes software agents from agentic AI and notes that proactivity may be present in some software agents; Google Cloud describes assistants as user-facing agents that can act with user supervision. A 2025 ACM survey on proactive systems likewise treats initiative and timing as behavioral properties, not as a single product category.

Chatbot and proactive-assistant behaviors compared

Dimension Chatbot-oriented behavior Proactive-assistant behavior
Who initiates Usually the user, or a specific configured trigger. The system may initiate after detecting a relevant event or condition.
Primary goal Answer a question, route a request or complete a bounded conversation. Advance a goal by suggesting or taking the next useful step.
Timing During a user turn or immediately after a defined trigger. Asynchronously, on a schedule or in response to an event.
Autonomy Often limited to dialogue or predefined flows, although implementations vary. Ranges from a suggestion to multi-step action within configured limits.
Oversight The user directs the exchange. User supervision, permission boundaries and approval of consequential actions remain important.
Evaluation Answer relevance, task completion and successful escalation. Relevance and timing of initiative, false alerts, action quality and user control.

“Usually” and “often” are deliberate. A scripted bot may be tightly constrained, while another chatbot can call APIs, retain context and send an event-driven message. Conversely, an assistant may be nothing more than a conversational helper that waits for prompts. The behavior in the right-hand column is what makes a system proactive, not its marketing name.

What counts as proactive behavior?

Initiating without a new user question

Microsoft defines a proactive message as “any message sent by an agent that isn’t in response to a request from a user.” Its examples include welcome messages, notifications and scheduled messages. That definition is useful because it focuses on who initiated the message, not on whether sophisticated reasoning occurred.

A scheduled reminder is therefore proactive in timing, but it does not automatically qualify as an autonomous agent. It may simply deliver a fixed message at 9 a.m. A monitoring assistant that checks a condition, explains what changed and proposes a repair is more capable, even if a person must approve the repair.

Using a condition, event or schedule

Typical triggers include a calendar time, a new email, a change in a database record, a threshold in a sensor, a failed build, an approaching service-level deadline or a user-defined rule. The trigger can be deterministic, such as “send when the invoice is seven days overdue,” or involve model-based interpretation, such as “flag messages that appear to require an urgent response.”

The system should make the trigger understandable. A useful notification tells the recipient why it arrived, what item or state changed and what action is available. If a message cannot answer those three questions, users are more likely to treat it as noise or mistrust it.

Acting across tools

Proactivity and tool use are separate dimensions. An assistant may proactively suggest opening a ticket but have no ability to create one. Another may create the ticket, assign it and schedule a follow-up. Ask which connected systems the assistant can read and write, whether those permissions are scoped to a workspace or individual, and whether actions are reversible.

A chatbot is not necessarily a fixed-script bot

“Chatbot” once commonly implied a decision tree with canned replies, but current systems can combine natural-language generation, retrieval, business rules, APIs and human escalation. A user-initiated chat agent might search an internal knowledge base, summarize a document or update a record. Those capabilities improve the response but do not, by themselves, make the system proactive.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Likewise, a chatbot can be configured to send a proactive notification. For example, a service bot might message customers when an outage is detected, then wait for replies. The notification is proactive; the subsequent conversation is chatbot behavior. Describing the two aspects separately prevents the common mistake of treating “chatbot” and “proactive assistant” as opposing product classes.

Autonomy is a spectrum, not an on/off switch

The practical question is not whether a product is “autonomous.” It is what the system can observe, decide and do without a person at each stage.

Level What the system does Example Human control to require
Reactive answer Responds only after a user prompt. Explains a policy and links to the relevant form. User initiates and verifies the answer.
Triggered notification Sends a fixed or generated message after a schedule or event. Reminds a project owner that a review is due. Opt-in, frequency controls and a clear reason for the alert.
Suggested next step Interprets context and recommends an action. Proposes a reply when a message appears to need a decision. Review before sending or changing data.
Supervised action Prepares a multi-step operation and waits for approval at a consequential point. Collects incident details, drafts a ticket and asks a human to submit it. Explicit approval, permission scoping and an audit trail.
Bounded autonomous workflow Executes several permitted steps after a trigger, with escalation rules. Detects a failed job, retries it once and alerts an owner if it still fails. Strict limits, monitoring, rollback and a human escalation path.

The higher levels do not eliminate supervision. A system that can send messages, spend money, change records or expose sensitive information should have narrower permissions and stronger approval requirements than one that only drafts text.

How to tell what a product really is

Ignore the headline label and map the product’s behavior with these questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • What starts an interaction? Is it only a user prompt, or can a schedule, event, threshold or model-detected condition start it?
  • What can it observe? List the data sources, retention period and whether access is authorized by the user, an administrator or both.
  • What can it change? Distinguish read-only retrieval from writing records, sending communications, executing code or making purchases.
  • Which steps require confirmation? Find out whether approvals are configurable and whether a user can inspect the exact proposed change.
  • Can actions be undone? Look for version history, rollback, cancellation windows and an exportable audit log.
  • How are notifications controlled? Check opt-in status, quiet hours, channel preferences, rate limits and an easy way to pause the assistant.
  • Does the message explain itself? The notification should identify the trigger, affected item and available next action.
  • How is performance measured? A useful system is not the one that sends the most alerts; it is the one that produces timely, accurate initiative with few irrelevant interruptions.

Concrete examples

Question-answering support bot

A customer asks, “How do I reset my password?” The bot retrieves the approved instructions and offers an escalation if the steps fail. It is conversational and reactive. Even if it uses a large language model, it has not demonstrated proactivity because no event caused it to initiate contact.

Scheduled reminder

A workspace sends a message every Friday to people with incomplete timesheets. The message is proactive because it arrives without a new question. It may be implemented with a simple rule and template; no planning or multi-step autonomy is implied.

Event-driven recommendation

An assistant notices that a contract’s renewal date is approaching, checks the user’s authorized records and proposes a review task. It explains which contract triggered the alert and lets the user dismiss, snooze or assign the task. This combines monitoring, interpretation and a recommendation while retaining human control.

Supervised multi-tool agent

After a monitoring event, an agent gathers logs, summarizes likely causes, drafts an incident ticket and asks an engineer to approve submission. If approved, it creates the ticket and schedules a follow-up. The agent is proactive and more autonomous than a reminder, but the approval boundary defines what it may do independently.

Microsoft’s current agent example

Microsoft describes agents in Copilot Chat as ranging from simple prompt-and-response agents to more autonomous agents. Users can build agents with Copilot Agent Builder; Microsoft directs advanced scenarios to Copilot Studio. This product range illustrates the spectrum rather than establishing a universal definition: not every agent is proactive, and agents in the same product family may have different triggers, tools and permissions.

Microsoft’s administration guidance also describes agents available at no additional cost alongside agents that use metered consumption. Availability depends on licensing and organizational settings, which can change. Check the current Microsoft documentation and your administrator’s policies before assuming a particular agent or billing model is available to you.

Choosing reactive or proactive behavior

When a reactive chatbot is the better fit

  • The user knows when help is needed and can start the conversation.
  • Questions are well defined and do not require continuous monitoring.
  • False alerts would be more disruptive than useful.
  • The data is sensitive and should not be inspected until a user requests help.
  • Actions are low risk and easy for the user to complete manually.

When proactivity can add value

  • A deadline, failure or change can be detected reliably before a person notices it.
  • Users would otherwise have to check several systems repeatedly.
  • The assistant can explain the trigger and offer a concrete next step.
  • Notification frequency, permissions and approval points are configurable.
  • The cost of a missed event is greater than the cost of an occasional false alert.

Proactivity is not automatically better. An assistant that interrupts frequently, acts on incomplete context or cannot be paused may reduce trust and productivity. The right choice depends on trigger quality, consequence of error and how much control users retain.

How to design or deploy a proactive assistant safely

  1. Define the goal and trigger. Write the exact condition that should start an interaction, including timing, data source and exclusions. Avoid vague goals such as “be helpful.”
  2. Inventory permitted context. Record every mailbox, calendar, database, file store or monitoring feed the assistant may access. Grant the least access needed and review it when the workflow changes.
  3. Separate observation from action. Decide which operations are read-only, which produce drafts and which change external systems. Treat sending, deleting, purchasing and publishing as consequential actions.
  4. Set approval boundaries. Require confirmation before irreversible or high-impact steps. For routine low-risk steps, use limits such as allowed recipients, maximum amount, one retry or a specific workspace.
  5. Design the notification. State why the message arrived, what changed, what the assistant recommends and how to dismiss, snooze or open the relevant item.
  6. Provide pause, opt-out and escalation. Users need quiet hours, channel controls and a clear way to stop automation. Define when a human owner is notified instead of allowing repeated retries.
  7. Log decisions and actions. Keep the triggering event, retrieved context, proposed action, approval, result and error. Logs make mistaken actions diagnosable and support compliance reviews.
  8. Test false positives and negatives. Include near-threshold cases, missing data, duplicate events, permission failures and conflicting instructions. Measure whether the assistant stays silent when it should.
  9. Roll out gradually. Start in suggestion or draft mode, review outcomes with a small group, then expand permissions only after the trigger and notification prove reliable.

How to evaluate initiative after deployment

Traditional chatbot evaluation focuses on whether an answer is relevant and whether a task is completed. A proactive assistant needs additional measures:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Trigger precision: the share of initiated messages that users consider relevant.
  • Miss rate: important events that were not detected or not surfaced in time.
  • Timing quality: whether the message arrived early enough to help, without arriving so early that context was unclear.
  • Action quality: correctness of recommendations and successful completion of approved steps.
  • Interruption burden: dismissals, snoozes, muting and complaints about frequency.
  • Control effectiveness: whether users can understand, approve, undo and audit what happened.

Review these measures by workflow and user group. A high average relevance score can hide a dangerous failure mode if a small number of incorrect actions have serious consequences.

Common misconceptions

“Every assistant is proactive.”

No. “Assistant” often describes a user-facing role, not an always-on trigger mechanism. Verify whether the product can initiate contact and under which events.

“Every chatbot follows a rigid script.”

No. Chatbots can use retrieval, generative models and external tools. Their defining feature is the conversational interface, not a particular implementation.

“A notification proves the system is an autonomous agent.”

No. A scheduled or rule-based notification is proactive in timing but may involve no planning or independent action.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“More autonomy means a better assistant.”

Not necessarily. Autonomy is useful only when the assistant has reliable context, appropriately narrow permissions, understandable notifications and a safe recovery path.

“Vendor terminology is a reliable taxonomy.”

No. Product names and documentation change, and the same label can cover very different capabilities. Compare demonstrated triggers, observations, tools, approvals and logs.

Bottom line

A chatbot is primarily a way to converse; a proactive assistant adds the ability to initiate a relevant interaction or action after an authorized event, schedule or detected condition. The two can coexist in one system. To compare products fairly, test who starts the interaction, what the system can observe, what it can change, which actions need approval and how users control interruptions. That capability-and-control map is more informative than any label.
