Browser privacy tools are easiest to understand as a crew with different jobs. A filter-list ad blocker checks requests against rules that people maintain. Privacy Badger watches what third-party code actually does and learns to block trackers. LocalCDN swaps in local copies of certain common libraries. None of them covers everything, and each one answers a different question: “Is this request on a known list?”, “Is this element following me from site to site?”, and “Can this library be served from my own machine instead?”
Why a third-party request is not automatically a threat
When you open a web page, the browser usually loads the article itself from the site you chose. That page may then request fonts, scripts, comment widgets, video players, ads, analytics code, and share buttons from other companies. Each of those outside requests is a third-party request.
The useful distinction is between origin and purpose. Origin is who is being asked. Purpose is why. A font file or a comment box usually exists to make the page work. A script whose main job is to report your visit to an advertising network exists to follow you. Privacy tools mostly care about purpose, which is why a blanket “block everything from another company” approach breaks so many pages.

In one front-page load of an Inquirer-owned news site recorded on September 5, 2026, the author of an article published by Stimmie that month counted 29 requests to Inquirer-owned hosts and 54 requests to third-party companies. That is one page, one load, and one reporter’s count. It shows how many outside connections a single page can make, not how typical sites behave.

Meet the crew: three tools, three jobs
The list follower: filter-list blockers
A filter-list blocker, the category most people mean when they say “ad blocker,” compares requests and page elements against rules kept in maintained lists. EasyList is one of the best-known examples. When a request matches a rule, the blocker stops it or hides the element on the page.
The weakness is timing. A list can only name trackers that someone has already identified and written a rule for. If a tracker is newly introduced, or an existing one changes its address or pattern, it may pass through until the list is updated. The blocker is also not judging behavior, so a request that is not on the list is not thereby shown to be harmless.
The detective: Privacy Badger
Privacy Badger takes a different approach. Instead of relying mainly on a fixed list, it observes how third-party domains behave across the sites you visit, and it learns to block the ones that appear to track you. The Electronic Frontier Foundation (EFF) describes it in its project documentation this way: “Privacy Badger is a browser extension that automatically learns to block hidden trackers.”

Two further behaviors are worth knowing. According to the same EFF README, “Privacy Badger sends the Global Privacy Control signal to opt you out of data sharing and selling, and the Do Not Track signal to tell companies not to track you.” Both are signals sent to sites. A signal states your preference; it does not force a company to honor it. Privacy Badger also replaces some blocked widgets with click-to-activate placeholders, so a social or video embed does not load until you choose to load it.
Because it learns over time, Privacy Badger is not a complete list of blocked domains you can read ahead of time. Its protection grows as it observes more behavior, and a tracker it has not yet seen is not yet blocked.
The local-copy specialist: LocalCDN
LocalCDN is narrower. Many sites load popular JavaScript and CSS libraries from content delivery networks (CDNs). LocalCDN can recognize certain supported libraries at specific versions and serve a local copy in place of the CDN request. The request to the outside server is replaced, not merely blocked.

The key limit is coverage. LocalCDN handles only the libraries and versions it supports. A library it does not recognize, or a version that does not match, will load normally. It should not be understood as a tool that removes every CDN request or every third-party connection.

These tools are not interchangeable rivals. They can run side by side, but each one’s effect should be judged on its own terms.
What none of these crewmates can do
Privacy extensions have a defined scope, and it is smaller than many readers assume.

- They do not stop a first-party site, the one you are actually visiting, from seeing your activity on its own pages.
- They do not hide your IP address from the sites you connect to.
- They do not make you anonymous. A site where you are logged in knows who you are regardless of which extension is running.
- They do not guarantee that all tracking stops.
A VPN is a different layer. It changes the network route your traffic takes, which addresses the IP question, but it does not block trackers inside a page. The two can be used together, and they answer different questions.

Browsers also changed how they cache shared resources. According to Chrome for Developers, Chrome’s HTTP cache partitioning began in Chrome 86. Before partitioning, a library cached while visiting one site could be reused when visiting another, which let a shared CDN file act as a cross-site signal. Partitioning reduces that cross-site reuse.

A library request can still be a normal part of how a page loads. Partitioning simply removes one route by which cached files could be reused across unrelated sites.

When blocking breaks something
Blocking is a tradeoff. A tracker and a feature can share the same domain, so a rule that stops one may stop the other. When a page misbehaves after you turn on a blocker, work through these checks in order:
- Confirm the problem is caused by the extension. Reload the page with the extension paused for that site, if your browser offers that control. If the page works, the extension is the likely cause.
- Identify the broken element. A missing login form, a video that will not play, or comments that do not appear each point to a different request being blocked.
- Decide whether the site is worth an exception. For a site you trust and need, an exception is a reasonable choice. For a site you visit only occasionally, reloading it when needed may be enough.
- Remember that LocalCDN substitution depends on a suitable local copy. If a library it does not support is failing, LocalCDN is not the tool to fix it.
What the reported counts do and do not show
Stimmie’s 2026 article also reported EasyList daily commit counts for September 1 to 7, 2026: 174, 149, 138, 178, 173, 187, and 185. These are the repository’s commit counts as reported by the author, averaging about 169 per day across the week. They show how actively the list was maintained that week. They do not measure how much tracking the list blocks or how good the list is.
Choosing your setup
- If you mainly want known ad and tracker domains blocked with predictable rules, a filter-list blocker is the core tool.
- If you want protection that adapts to trackers a list has not caught yet, add Privacy Badger and expect its protection to build over time.
- If your concern is the shared library requests that load from CDNs, consider LocalCDN, and accept that it covers only the libraries it supports.
- If your concern is your IP address or network location, use a VPN, understanding that it does not block trackers inside pages.
- If your concern is what a site knows about you when you are logged in, no browser extension resolves that.
Each crewmate covers a different task. Running the right combination matters more than choosing one tool to do everything.
