Plant-based school meals can work well when districts develop recipes students will choose, check each menu against the nutrition standards that apply locally, and measure full service costs—not just ingredient prices. There is no evidence here that plant-based meals are universally cheaper or more expensive. The useful comparison is how each candidate meal performs on nutrition, student acceptance, cost, and kitchen fit.
Start with the school meal standards that apply
“Plant-based” describes a menu approach, not a nutrition result. Build meals to the requirements for your jurisdiction and program, then assess the actual foods and nutrients in each menu. In the United States, USDA says local schools develop menus within federal nutrition standards while taking student tastes and preferences into account. Its April 24, 2024 announcement described standards emphasizing fruits and vegetables, whole grains, and balanced nutrients, with flexibility for preferences including cultural and religious considerations.
That announcement also described phased implementation: easier use of protein-rich breakfast foods, including tofu, starting in fall 2024; initial standards changes beginning in fall 2025; and sodium reduction and full added-sugar implementation by fall 2027. These are the dates in the 2024 announcement, not a substitute for checking current USDA guidance or the rules in force for a particular school year. USDA’s Menu Planner for School Meals provides technical resources and notes that the page is under revision.
Design for taste before putting a recipe into rotation
Students are more likely to choose meals that feel recognizable, satisfying, and appealing. Treat plant protein as part of a complete dish rather than an isolated substitute: for example, build around familiar seasonings and formats, and make sure the meal includes the components required by the applicable standards. Tofu is one example of a protein-rich ingredient USDA identified as supporting vegetarian diets; it is not, by itself, a complete menu plan.

Use local menu development rather than assuming one recipe will suit every school. USDA’s guidance points to methods such as student taste tests, student advisory committees, farm-to-school activities, and salad bars. These are options to consider, not guarantees of acceptance or reduced waste.
- Choose a familiar starting point. Adapt a dish students already recognize, then determine which plant proteins and other ingredients fit its flavor and service style.
- Check the recipe against local requirements. Review meal pattern compliance and nutrient totals before judging the dish by its label or main ingredient.
- Test with the students who will eat it. Record response to taste, appearance, portion, and serving format; use feedback to revise the recipe.
- Evaluate it in service. Track selections, consumption, and plate waste once it appears on the menu, not only during a tasting.
- Confirm repeatability. Check that the kitchen can prepare and serve the recipe consistently with its staff, equipment, procurement, and schedule.
Check nutrients menu by menu
A 2025 study in Nutrition Research and Practice evaluated 626 elementary-school menus from Seoul, South Korea: 313 plant-based menus and 313 regular menus. Under the study’s South Korean reference standards, plant-based menus averaged 614.82 kcal and 26.71 g protein, compared with 626.74 kcal and 29.88 g in regular menus. The plant-based menus averaged more calcium and iron, but less thiamine and vitamin C. The comparison is specific to the schools, menus, and standards studied; it is not a forecast for US menus or other school systems.

Its authors reported shortfalls on some measures, including energy, vitamin A, thiamine, riboflavin, and vitamin C. These findings illustrate why a menu should be analyzed for relevant nutrients instead of assuming either that plant-based meals are deficient or that the label proves adequacy. They are not targets for another jurisdiction.

Compare full costs, not just food prices
The available evidence does not support a universal claim that plant-based school meals cost less or more. A district’s result depends on its recipes, local prices, procurement terms, staffing, kitchen capacity, student participation, and waste. Compare candidate meals using local operating data.

USDA’s School Nutrition and Meal Cost Study covers operations, nutritional characteristics, meal costs and revenues, participation, dietary intake, satisfaction, and plate waste. Its resource page does not establish a plant-based-versus-conventional cost result. A 2023 Public Health Nutrition paper on menu optimization used Boston Public Schools data from school year 2018–2019 to examine nutrition, cost, consumption, and environmental impacts together; those historical, local data do not establish current costs elsewhere.

For each proposed meal, collect the same measures under comparable service conditions. Ingredient cost alone can miss labor or waste; a low-cost recipe may perform poorly if students do not select or eat it. Likewise, a popular meal still needs to meet the standards that apply to the school.
