e-Abiana is Punjab, Pakistan’s government system for digitizing the assessment, billing and collection of Abiana—the water charge paid by irrigators—along with related fines. The Punjab Information Technology Board (PITB) developed it with the Punjab Irrigation Department. First agreed in October 2020 and inaugurated in April 2021, the initiative was rebranded as the Irrigation Revenue Collection System (IRCS) in 2023; PITB still refers to IRCS as also known as e-Abiana.
What e-Abiana does
Abiana is the water charge collected from farmers by Punjab’s Irrigation Department. e-Abiana was designed to move that process from manual billing and collection to a digital system. The launch-period announcement said the project would collect water payments and fines through e-Pay Punjab, with the stated aims of improving transparency and making revenue collection easier.
At the time of the October 2020 agreement, Punjab Irrigation Minister Mohsin Khan Leghari described almost PKR 4 billion per annum as the calculated amount of Abiana collected in Punjab. That is a historical estimate reported with the project’s launch announcement, not a current collection figure.

| October 20, 2020 | PITB and the Punjab Irrigation Department signed an MoU to initiate e-Abiana as a digital mechanism for water-payment collection and fines through e-Pay Punjab. The Punjab Portal reported the agreement and quoted Punjab’s Provincial Minister for IT and Higher Education, Raja Yasir Hamayun, describing the project’s intended transparency and collection benefits. | April 22, 2021 | PITB reported that Chief Minister Sardar Usman Buzdar inaugurated the system. PITB described automated digital billing as replacing the older manual collection process. PITB launch announcement |
| July 2, 2021 | PITB listed e-Pay Punjab, JazzCash, EasyPaisa, bank over-the-counter service and ATMs as payment routes for farmers. This is a 2021 list, not confirmation that each option is available now. PITB payment notice |
| January 2, 2023 | PITB said the first phase had concluded and the initiative was rebranded as the Irrigation Revenue Collection System (IRCS). The notice also reported that training on the upgraded module had been completed in all divisions across Punjab. PITB training and rebrand notice |
| August 23, 2024 | PITB held a progress review of IRCS, also known as e-Abiana, and discussed a crop-based water-rate assessment system. PITB IRCS review notice |
| February 6, 2025 | PITB reported the successful development and deployment of the crop-based assessment system. The meeting also discussed timelines for some dashboards; the notice does not establish that every dashboard was then complete. PITB project review notice |
How e-Abiana relates to IRCS
The names describe the initiative at different points in its development. PITB reported in January 2023 that the first phase of e-Abiana had concluded and the work had been rebranded as IRCS. Its 2024 notice explicitly called IRCS “also known as e-Abiana.” Later updates therefore describe continued development under the IRCS name, rather than a separate consumer payment product.

Crop-based rate assessment
The 2024 review discussed a crop-based approach to assessing water rates, and in February 2025 PITB reported that the assessment system had been developed and deployed. This update concerns the assessment capability; it does not, by itself, establish current bill amounts, the rate formula for an individual farmer, or completion of every related dashboard.
Payment options: what current official guidance confirms
PITB’s July 2021 notice named e-Pay Punjab, JazzCash, EasyPaisa, bank counters and ATMs. The current e-Pay Punjab guide lists eAbiana as a fee paid by farmers to the Punjab Irrigation Department for water revenue collection, but it does not confirm that all of those older payment channels remain available. Check the current government payment instructions before choosing a channel or assuming a particular option will work.

Where the service applies—and what is not established
The documented system is for Punjab, Pakistan; the available official notices do not support extending its coverage or payment methods to other provinces. PITB’s 2023 report of training across all Punjab divisions documents that training effort, not guaranteed present-day availability at every location.
