It was a historical promotion—not a confirmed current offer—and a CRTC comparison listed no data with the plan.
What did Petro-Canada’s $15 prepaid plan include?
MobileSyrup reported on January 15, 2018, that the promotional plan had returned for $15 CAD. Its stated core allowances were 100 nationwide minutes and unlimited text. The CRTC’s historical plan comparison likewise listed 100 Canada-wide minutes and unlimited Canada-wide text for Petro Canada Mobility, with no data offered (CRTC Exhibit 2; MobileSyrup report).
Picture messaging was reportedly excluded
MobileSyrup said the text allotment reportedly did not include picture messaging. That is an attributed report about the 2018 offer, not a verified current tariff or guarantee about any later service.
The plan did not list data
The CRTC’s historical comparison says no data was offered with Petro Canada Mobility’s listed $15 prepaid plan. That answers whether the plan had data as recorded in that comparison; it does not establish the terms of any current or successor offer.

Was the $15 plan available in 2018, or is it available now?
The matching MobileSyrup story described the promotion as having returned on January 15, 2018. The CRTC table is also historical, not a live offer listing. The available sources do not confirm that the plan—or a successor with the same price and allowances—is currently available. Treat the $15 figure and included services as historical terms, not an offer you can rely on today.
How did activation work according to the 2018 report?
MobileSyrup said customers could bring a device or choose a prepaid option, order a SIM card, and activate or register the account online. Those are the report’s historical setup instructions; they do not verify that the same SIM, device compatibility, or activation process applies now. The report did not name supported phone models.

How does this compare with occasional-use plan rules?
The CRTC’s low-cost and occasional-use guidance describes regulatory expectations for certain plan categories; it is not evidence that the Petro-Canada promotion was equivalent or remains available. Its postpaid occasional-use description sets a maximum of $15 per month and calls for at least 100 anytime outgoing Canada-wide minutes, unlimited incoming calls and SMS, 250 MB of data, and no data overage fees. Its prepaid occasional-use description sets a maximum of $100 per year, with the rate plan and add-ons required to remain in effect for at least 365 days (CRTC low-cost and occasional-use wireless service plans).
In a separate historical account, the CRTC’s 2021 policy records a then-current $15 Freedom Mobile plan with 100 outgoing Canada-wide minutes, unlimited incoming calls, unlimited incoming and outgoing SMS and MMS, and 250 MB of data; speeds were throttled after that allowance, with no data overage fees. This is dated context, not a current competitor comparison or a description of Petro-Canada’s offer (CRTC Telecom Regulatory Policy 2021-130).
