Four PDF tool setups can merge, split, rotate, or extract pages without sending your file to the publisher’s processing servers: PDFgear’s browser tools, PDFgear’s installed apps (which have one online exception), PDF24 Creator on Windows, and PDFsam Basic on Windows, macOS, or Linux. A fifth option, Preview on Mac, appears in only one vendor how-to, so it is covered below as a lead rather than a verified recommendation.
“No upload” can mean three different things
Many articles treat “offline,” “in the browser,” and “we delete it afterwards” as the same promise. They are not. Each describes a different path for your file, and the difference matters most when the document is a contract, a tax form, or a scan of identity papers.

The third model is still a file leaving your device. Deletion limits how long the server keeps it; it does not change the fact that it was sent.

PDFgear browser tools
PDFgear says its browser tools use JavaScript to process PDFs directly in the page, and that files stay on the device without being uploaded. The tools it lists include split, extract, crop, delete, and add-page operations. According to PDFgear, the browser tools keep working offline once the page has loaded. Treat that as the company’s description of its workflow; it is not an independent test or a security certification.

PDFgear installed apps
PDFgear’s merge documentation says its apps run on Windows, Mac, iPhone, iPad, and Android and process files locally on the device. After you install the app and save your files locally, you can merge offline. The exception matters: PDFgear’s optional AI summaries and question-and-answer features use online processing, so using them sends document content to a server. Feature availability also varies by platform, so check that the specific function you need exists in the version on your device.
PDF24 Creator
PDF24 Creator is free desktop software for Windows. PDF24 describes it as working offline, with files remaining on the PC and not uploaded. The product page lists merging and splitting, inserting, removing, extracting, rotating, and reordering pages, document conversion, previews, an integrated viewer, and importing from a scanner or camera. The official page showed version 11.30.1, released 2026-04-21. PDF24’s manual states there is no Mac version.

OCR needs one extra step. The manual describes local OCR controls, but language files are downloaded on demand by default. If you want OCR to work without a connection, install the language files locally using the procedure in the manual before you rely on it.
PDFsam Basic
PDFsam Basic is a free, open-source desktop application for Windows, macOS, and Linux. Its operations are merge, split, mix, rotate, and extract pages. The publisher says everything runs locally, so files are never uploaded and no internet connection is needed. The download page showed version 6.0.5 when checked on 2026-10-07. Open-source code can be inspected by anyone, which is useful, but it is not the same thing as an independent security audit.

Preview on Mac: a narrow lead
PDFgear’s offline merge guide lists Preview as a way to combine PDFs on a Mac without going online. That is a third-party vendor’s how-to, not Apple’s own documentation. Apple’s Preview documentation was not reviewed for this article, so the exact operations and privacy behaviour of Preview are not confirmed here. If Preview is the tool you already have, it is worth trying, but verify the steps against Apple’s current support material before you rely on it for sensitive files.

What local processing does and does not promise
A file that never leaves your device removes one exposure: the publisher’s servers never receive it. It does not make the document safe by itself. The vendor statements above are product claims, and none of them covers every network request your operating system, cloud sync client, or installed add-on might make. Nothing here measures how often online PDF services are misused, so the case for local tools rests on keeping control of the file, not on a statistic.

- Vendor privacy statements describe the app’s own processing, not your whole system.
- Output files are saved wherever you tell the tool to save them, including folders that sync to a cloud service.
- A connected feature, such as an AI summary, can change the data path in the middle of an otherwise local workflow.
- Encryption in transit and automatic deletion protect a file that has already been uploaded; they do not make the upload unnecessary.
A check before you process a sensitive file
- Decide which model you need. If the file must stay on the device, use a desktop tool or a browser tool and avoid PDF24 Online Tools.
- In PDFgear’s apps, do not use AI summaries or Q&A on documents that must stay local.
- In PDF24 Creator, if you need OCR without a connection, install the language files locally first using the manual’s procedure.
- Choose an output folder that is not synced to a cloud service, unless that sync is acceptable for the document.
- To confirm that a task runs locally, turn off your network connection and run it once. If it completes, the step does not need connectivity; if it fails, the tool needs a network for that step.
- Confirm the version you have. PDF24 Creator’s official page showed 11.30.1, and PDFsam Basic’s download page showed 6.0.5 on 2026-10-07. Newer builds may change features or settings.
The practical rule is simple: a tool that works with your network disconnected is the strongest local option available, and a tool that depends on uploading is a separate decision that deserves a separate check.
