A PDF can open in a reader and still be rejected by a converter because opening and processing are different operations. One possible cause is the document’s security settings: a reader may display the file while a service refuses to convert it because a permission is restricted. An owner password and an open (user) password are different credentials, and a file that opens without a prompt may still be encrypted and permission-controlled.
Why a PDF can open but fail to convert
A PDF reader’s ability to display a document does not establish that another application is allowed or able to transform it. PDF security can include permissions governing operations as well as passwords used to open or control the document. A viewer may show the content while a converter rejects the requested operation.
This is a documented behavior for Adobe PDF Services, not a universal rule for every converter. Adobe says that, except for specified cases, Acrobat Services cannot process a PDF when any permission is set to false and returns an HTTP 400 error. That code identifies a request failure; by itself, it does not show that the PDF is corrupt. Adobe PDF Services security documentation

Owner password versus open password
The PDF security model distinguishes an owner password from a user password, commonly called the open password. The user password is used to open a protected document. The owner password is associated with owner-level control, including setting or controlling permissions; the two credentials are not interchangeable. PDF Reference, Third Edition

A PDF can also be encrypted without requiring a password prompt. The qpdf manual explains that an empty user password can be used to retrieve the encryption key. A conforming reader can then open the document while still enforcing its permissions. That is one reason a file may appear freely openable yet remain restricted for a conversion task. qpdf manual: Encryption
How to diagnose the converter error
- Record the exact error and converter version. Check the vendor’s documentation for the reported wording and for supported passwords, encryption, permissions, and PDF versions. Without the product name and message, a permissions issue is a possible explanation, not a confirmed diagnosis.
- Inspect the PDF’s security settings. In a trusted PDF reader, open its security or permissions panel and look for an open password, restrictions on operations, or both. The panel name and location vary by reader.
- Confirm authorization with the owner. Ask whether the requested conversion is permitted. If it is, request the appropriate credentials or an owner-approved copy whose permissions allow the operation.
- If using Adobe PDF Services, check its documented policy. A 400 error may occur when a relevant permission is set to false, subject to Adobe’s stated exceptions. Adobe also describes password-handling and protection-removal options for circumstances where the password is known and the document owner has authorized the action. - If permissions do not explain the failure, investigate other possibilities. Unsupported encryption or PDF features, malformed structure, or a converter-specific limitation may also be involved. The error and product documentation are needed to narrow those down.
Why a converter may enforce restrictions a reader appears to bypass
The ISO PDF specification distinguishes successful opening and decryption from how a conforming reader should treat permissions. It says: “Conforming readers shall respect the intent of the document creator by restricting user access to an encrypted PDF file according to the permissions contained in the file.” In other words, access to display content and permission to perform a transformation are not necessarily the same thing. Permission enforcement can vary by application and operation. Check the specific converter’s documentation rather than assuming that one service’s refusal describes all PDF tools. If conversion is authorized, also verify that the output retains any content and properties you need, such as forms, signatures, accessibility features, or security settings; preservation depends on the particular workflow.
