If PayPal Credit was declined at checkout, first check the available credit shown in your PayPal account and whether a recent payment or pending order is affecting it. A decline does not reveal one definite cause: PayPal also lists identity-verification mismatches, possible account closure, and purchases for which Credit is unavailable. If you meant that a new application was denied, that is a separate decision.
Start by identifying what was declined
A PayPal Credit decline means the Credit line was not available for that transaction. It is different from a general PayPal payment failure, such as a linked card being rejected by its issuer or a PayPal account needing verification. If the message appeared while you were applying for PayPal Credit, use the application-denial guidance below instead.

PayPal says the PayPal Credit digital line and PayPal Credit Card are issued by Synchrony Bank. For an existing account, PayPal’s US help page identifies several possible transaction-decline causes, but it does not provide a way to infer the exact reason from the decline alone. Review available credit and recent payments
Sign in to PayPal and check the Credit account’s balance, credit limit, and available credit. A payment you just made may not yet be reflected: PayPal says it can take several business days for a payment to appear in available credit. If the purchase exceeds the credit currently available, wait for the payment to post or choose another payment method.

Look for a pending purchase
A seller’s unprocessed purchase can continue to affect available credit. Contact the seller to ask whether the order is still being processed or can be canceled. PayPal says a canceled pending order should be removed from the account within 30 days. If it remains after cancellation and appears to be affecting a later purchase, call the number on your monthly statement.
Check for an account-closure notice
Review the latest billing statement, especially the “Important Account Information” section, for a notice that the account was closed. If you find one, use the contact information on the statement to ask about the account’s status rather than assuming the checkout error is temporary.

Make checkout details match your PayPal account
PayPal says a purchase may need further verification. Check that the name spelling, phone number, email address, and billing address entered at checkout match the details on your PayPal account. Use the billing address associated with the account; it can be different from the shipping address.

Understand when Credit may not be available
PayPal says that, depending on the circumstances or type of purchase, you may be unable to use your credit limit even when PayPal is offered at checkout. Its help page does not enumerate every purchase type affected. If your available credit and account details look correct but Credit is still unavailable for that transaction, try another payment method available to you.
A request for a higher credit limit is not a guaranteed or immediate fix. PayPal’s US guidance says customers can request an increase by calling the number on the statement, subject to a period after opening the account when a request cannot be made. Approval and timing are not assured. An approval to make an over-limit transaction does not itself increase the credit limit.

If the decline is for a regular PayPal payment
When the error concerns PayPal generally rather than the Credit line, follow the general payment troubleshooting path. PayPal lists a bank or card issuer decline, an expired card or outdated billing address, an account limitation, a security check, an unconfirmed email or bank account, or a card that needs confirmation as possible causes. Follow any confirmation or limitation prompt, check recipient details if relevant, or choose another payment method. PayPal: Why was my payment declined?

PayPal says it does not receive the card issuer’s reason for a decline. Check that the card is open and unexpired, the billing address matches the card statement, and the purchase is within the card’s available credit or spending limit. Contact the issuer for the specific reason. PayPal: Why was my credit or debit card declined?

If a bank payment was returned
A returned bank payment is not the same as a declined PayPal Credit purchase. PayPal lists insufficient funds, a closed bank account, or incorrect or mismatched bank details as possible causes. Confirm that the bank account is active and confirmed, correct any negative PayPal balance, and consider another payment method while resolving the bank issue. An application decision is separate from a decline on an existing Credit account. PayPal UK’s FAQ says an unsuccessful application is communicated by email with more information. It also says an applicant declined during checkout may still use PayPal with a debit or credit card. - Available credit seems too low: Check the account balance and recent payments; allow several business days for a payment to appear.
- A canceled order is still affecting credit: Ask the seller about the order; if it remains after cancellation and appears to affect another purchase, call the statement number.
- Checkout details do not match: Correct the name, phone, email, or billing address to match the PayPal account and complete any verification prompt.
- Credit is unavailable only for this purchase: Use another available payment method.
- A card or bank was declined: Follow the relevant issuer or bank troubleshooting steps rather than treating it as a Credit-line decision.
- The account may be closed: Check the statement’s “Important Account Information” and contact PayPal using the statement number.
