Correctional Service Canada (CSC) is set to distribute paper straws in federal prisons as harm-reduction supplies for people inhaling powdered drugs or vapour from heated substances, according to a September 27, 2026 report. The stated aim is to reduce equipment-related harms—not to make drug use safe. The report does not establish a start date or list of participating institutions, and it concerns federal prisons, not every jail in Canada.
What CSC is reported to be distributing
The September 27, 2026 report says CSC confirmed that paper straws would soon be distributed in federal institutions. The supplies are intended for inhaling powdered substances or vapour from heated substances. The report describes CSC’s stated rationale as reducing nasal cuts or tears associated with improvised or plastic devices, and lowering infection risks linked to sharing equipment.
The report reproduces CSC’s description of its approach: “The CSC stated that its health services include ‘harm reduction measures’ designed to prevent and minimize ‘harms related to substance use.’” The immediate coverage cites CSC confirmation and photographs of a staff memo circulated on social media; the original memo was not located as a public CSC document.

Paper straws may reduce some risks associated with harder, sharper or improvised devices, and supplies can reduce the need to share. These are specific harm-reduction aims, not evidence that this reported distribution has been evaluated for outcomes.
Does a paper straw make drug use safe?
No. A paper straw does not eliminate nasal injury or infection risk, and it does not prevent overdose or protect against unknown drug contents. The report says the memo acknowledges that overdose and toxicity risks remain. CATIE also describes the drug supply as unpredictable.

Equipment is only one part of risk. These supplies do not establish what substance someone is using, its strength or contents, or whether it could cause an overdose. The reported rationale is to reduce certain harms associated with equipment—not to remove the broader risks of substance use.

Is this new, and which prisons are covered?
The report is about CSC’s federal institutions. Provincial and territorial correctional facilities are separate jurisdictions, and the report does not establish that they are included.

Nor is this evidence that CSC had never provided safer-snorting supplies before. In a 2022 response to the Correctional Investigator, CSC said its Overdose Prevention Services had implemented tools that included safer-snorting supplies. That response does not identify those supplies as paper straws or say they were available at every institution. The newly reported distribution appears to be an expansion or broader distribution, but its exact relationship to the earlier service provision is not established.
What the available CSC survey tells us
CSC’s 2022 National Health Survey offers context, not a current measure of prevalence or an evaluation of the reported paper-straw distribution. In 2024, CSC published findings from 1,404 federal-prison participants:

- Among the 260 participants who reported snorting, 45% said they never used a previously used device or tool, and 46% said they never passed on their equipment after use.
These are respondents’ self-reports about their experiences, not proof of how often sharing occurs across prisons today or of whether paper straws change health outcomes. See the Correctional Service Canada’s 2022 National Health Survey findings.
What is still unknown about the rollout?
The September 27 report gives no official start date or institution-by-institution list. The public sources described here do not verify a complete rollout schedule. The report indicates that distribution is forthcoming, but it does not settle when it begins or where it will be available.
