Pakistan’s 43 Software Technology Parks (STPs) are a PSEB-managed network of workspaces for IT and IT-enabled services businesses. The Pakistan Software Export Board (PSEB) says the network contributes more than $100 million a year to IT exports. That figure describes the parks’ reported contribution—not Pakistan’s total ICT exports, which reached $3.38 billion in the first nine months of FY2026, according to the Economic Survey of Pakistan 2025–26 as reported by the Associated Press of Pakistan (APP).

What are Pakistan’s 43 Software Technology Parks?

Software Technology Parks are facilities intended to give IT and IT-enabled services (ITeS) businesses a place to operate, with supporting infrastructure. PSEB describes them as providing an enabling environment that can include incubation centres, training spaces and high-speed internet. The network is associated with Pakistan’s Ministry of Information Technology and Telecommunication (MoITT) and is managed through PSEB.

In a report published on 13 February 2025, APP said the network then comprised 43 parks across Pakistan, including in Tier-II and Tier-III cities. PSEB’s infrastructure page reports the same network size and more than 1.9 million square feet of space. These are facilities for businesses; the number of parks does not mean that every IT company in Pakistan is located in one.

How many companies and workers are in the STPs?

PSEB’s infrastructure page lists 357 IT and ITeS companies, more than 18,000 professionals and 20% female participation across the 43-park network. APP’s February 2025 account rounded the company count to more than 350 and reported the same employment and women’s participation figures. The count of registered firms nationally is a separate measure, not an STP tenant count.

Does Pakistan really earn $100 million from these parks?

PSEB’s infrastructure page attributes more than $100 million annually in IT exports and $15 million in domestic revenue to the STPs. The $100 million is therefore a reported annual contribution from this particular network. The page does not specify a measurement period or methodology, so it should not be read as an independently audited total or as the entire country’s IT export earnings. Domestic revenue is a separate figure from export earnings.

What is Pakistan’s total ICT export value?

For July–March FY2026, ICT export remittances were $3.38 billion, up 19.7%, according to the Economic Survey of Pakistan 2025–26 as reported by APP. This is a national, nine-month figure covering a much broader sector than the STP network; it is not directly comparable to PSEB’s annual STP contribution.

The same report put freelance exports at $856.3 million for July–March FY2026, compared with $567.5 million in the corresponding period a year earlier. Because the figures are reported separately and the report excerpt does not clarify whether freelance exports are included in the ICT remittance total, they should not be added together.

Pakistan’s stated $15 billion annual IT-export figure is a policy goal being pursued by PSEB, not achieved export revenue. APP also reported that 34,420 IT and ITeS companies were registered with the Securities and Exchange Commission of Pakistan (SECP) by March 2026. That national registration count is distinct from the companies hosted in PSEB parks.

Why do reports give different STP totals?

The 43-park figure is an earlier network snapshot, reflected in APP’s February 2025 report and PSEB’s infrastructure page. A later APP report on FY2026 developments says PSEB managed more than 50 STPs, hosting over 350 companies and more than 18,000 professionals. The counts refer to different reporting points, so 43 should not be presented as the latest known total. PSEB’s page retains the detailed 43-park breakdown, while the later report gives a newer, less specific count.

How do STPs differ from Special Technology Zones?

Software Technology Parks and Special Technology Zones (STZs) are not interchangeable labels. The STP figures above describe PSEB’s network and reported contribution. STZs are a separate initiative announced by the Special Technology Zones Authority (STZA), with a policy framework for licensed technology companies and a focus on activities such as business process outsourcing, IT, high-tech production, research and development, skills and knowledge products.

On 16 August 2024, the Government of Pakistan’s Press Information Department announced four new STZs. The release cited 1.4 million square feet of space, capacity for more than 50,000 professionals and export potential exceeding $350 million annually. Those capacity and export figures were announced potential, not demonstrated operating results. The release also stated that licensed technology companies could receive 10-year income-tax and customs-duty exemptions under the policy. Eligibility and tax treatment depend on current rules and licensing; companies should confirm the terms with STZA before making investment decisions.

What was announced for Islamabad and Karachi IT parks?

APP’s 13 February 2025 report described proposed IT parks in Islamabad and Karachi. Its figures were projections, not evidence of completed construction, jobs created or exports delivered.

Project as described by APP in February 2025 Planned area Reported cost Projected jobs Possible annual export increase
Karachi IT Park 1.12 million square feet $186 million 13,400 $90 million
Islamabad IT Park 720,000 square feet $88.4 million 7,500 $70 million

These project estimates should be kept separate from PSEB’s reported exports for existing STPs and from national ICT remittances. The figures describe expected scale and possible impact as reported at the time; they do not establish later delivery or actual export gains.
