Pakistan is building toward connected government services under a shared digital identity, but the official material available through September 28, 2026, does not establish a single nationwide “super app” with a confirmed launch date and complete feature list. The work is spread across legislation, identity and data-exchange platforms, service-integration efforts, and existing apps. Pak App already handles some transactions; other services have been described as planned or piloted, not confirmed as universally available.
Is Pakistan launching one app for all government services?
The government’s stated direction is to let people access connected public services using a digital identity. That does not mean all services are already inside one app. The current picture is a distributed e-government ecosystem: different programs are building the legal framework, identity verification, data exchange, and service connections, while Pak App already offers selected transactions.
On July 27–29, 2026, Pakistan Digital Authority (PDA) releases described coordination with NADRA on digital identity, data exchange, cloud infrastructure, and governance. Prime Minister Shehbaz Sharif said the intended end state is access to public facilities under one digital ID “at one place.” His examples included document verification, banking services, health, and transfers. This describes a national vision, not a published guarantee that every service is live in one application.
What are the main parts of the e-government effort?
| Program or platform | What it is intended to do | What is established |
|---|---|---|
| Digital Nation Pakistan Act 2025 | Provide the legal and institutional basis for digital transformation, including Pakistan Stack and data-exchange layers. | On January 28, 2025, the Press Information Department said both houses had approved the bill. The announcement described mobile access to government services and documents as part of the broader direction. |
| DEEP | Support selection, digitization, workflow improvement, API enablement, and integration of citizen services. | On May 18, 2026, Pakistan Single Window (PSW) and the National Information Technology Board (NITB) signed a memorandum of understanding covering this work. An MoU describes cooperation; it is not proof that all targeted services have been integrated. |
| Nishan Pakistan | Offer a unified identity-verification platform intended to standardize secure verification across Pakistan’s digital ecosystem. | NADRA announced the platform on February 10, 2026. The announcement establishes its intended role, not a complete list of services or a nationwide app launch. |
| National Data Exchange Layer (NDEL) | Enable data exchange between government services and support connected digital transactions. | Associated Press of Pakistan reported on November 3, 2025, that a pilot was planned for December. The cited account does not establish the pilot’s later operational status. |
| Pak App | Provide access to selected digital services and transactions. | NITB reported that PKR 1.96 billion was deposited into the national exchequer during August 2026 through Pak App transactions for vehicle token tax, transfers, and registration challans. This is a reported transaction total for that month, not a measure of all government services available in the app. |
Which services are mentioned, and can you use them now?
Official descriptions name several categories, but they do not establish that each is currently available to every user through one app. The distinction between an existing Pak App function and a planned or pilot service matters when deciding whether you can complete a task from your phone.

| Service | What the cited material says | Availability established? |
|---|---|---|
| Vehicle token tax, transfers, and registration challans | NITB attributed Pak App’s August 2026 reported transaction proceeds to these categories. | Yes, these are reported as Pak App transaction categories; the cited material does not specify province-by-province coverage or every supported transaction. |
| Electricity-bill payment | Included in the NDEL portal described by Associated Press of Pakistan in November 2025. | Not established as a live nationwide service in that account; it was described in connection with a planned pilot. |
| ID-card renewal | Also named as a planned NDEL portal service. | Not established as currently available through the proposed portal or as part of one nationwide app. |
| Academic-degree verification | Named among the services in the planned NDEL portal description. | Not established as currently available through that portal. |
| Document verification, banking-related services, health, and transfers | Named by the prime minister as examples of facilities intended to be accessible under one digital ID after full implementation of the national digital vision. | These are stated as intended future access, not a confirmed live feature list for a single app. |
For a specific task such as renewing an ID card or paying an electricity bill, the available descriptions are not enough to confirm that the service is live for your location. The NDEL account reported a plan for a portal and pilot; it did not verify subsequent rollout or coverage. The clearest current transaction evidence in the cited material is NITB’s report about selected Pak App vehicle-related payments.
When will the super app launch?
No definitive nationwide launch date is established in the cited official material through September 28, 2026. The November 2025 report said an NDEL pilot was planned for December 2025, but that is a dated plan for a pilot, not confirmation of a full launch. The later DEEP agreement and PDA releases show continued integration and coordination work; they do not announce a date when all services will be available in one app.

The timeline helps explain why reports may use “super app” as shorthand even while the underlying work remains distributed:
- January 28, 2025: The Press Information Department said both houses had approved the Digital Nation Pakistan Bill 2025 and described Pakistan Stack, data-exchange layers, and mobile access to government services and documents.
- November 3, 2025: Associated Press of Pakistan described a planned NDEL pilot and an “Asaan Khidmat” initiative intended to digitize 150 federal services.

- August 2026: NITB reported PKR 1.96 billion deposited into the exchequer through Pak App transactions for vehicle token tax, transfers, and registration challans.
- September 28, 2026: The government described a National Digital Masterplan organized around digital governance, digital economy, and digital society.
What remains unclear for users?
The public descriptions establish the direction of travel and name several components, but leave practical questions unanswered. The cited material does not provide a complete, definitive feature list for a single app, confirm a final nationwide launch date, or guarantee coverage in every province. It also does not establish that every listed service is already accessible through Pak App, NDEL, or one shared login.

- 20GB of 5G | 4G LTE high speed internet Europe SIM valid for 30 days.
- Easy to use: Plug in and use, no need for activation. Tethering capable.
- Plan refillable, sim card rechargeable!
- Your device must be unlocked
- Tri-cut SIM will fit every model of cellphone. All SIM size available, including standard/micro/nano SIM
The official releases discuss identity, APIs, data exchange, infrastructure, and governance. They do not provide a complete independent security audit or privacy-impact assessment for a single super app. That is a limit on what can be concluded from these announcements, not evidence that a specific vulnerability exists.
For now, treat Pakistan’s “super app” as a developing government-services ecosystem: Pak App has reported use for selected transactions, while the broader one-ID, interoperable-service experience remains an implementation goal rather than a fully documented nationwide product.
