Pakistan’s September 2026 fuel-relief scheme offers targeted support to selected vehicle users. As of October 2, press reports said talks with the IMF over the scheme’s duration and cost remained unresolved; those details were attributed to unnamed sources, not announced as a formal IMF decision.
Why does the IMF oppose broad fuel subsidies?
The IMF argues that broad energy-price subsidies can benefit higher-consuming households more in absolute terms, impose substantial costs on public finances, and weaken the price signals that encourage efficient energy use. In its March 28, 2026, staff-level agreement announcement, the Fund stated: “Moreover, energy price subsidies should be avoided, given their regressivity, high fiscal costs, and distortionary impact.” Read the IMF statement.
That position was paired with support for targeted, sustainable assistance to households affected by food- and fuel-price volatility. In other words, the policy distinction is between suppressing prices broadly and helping identified vulnerable people directly.

What is Pakistan’s fuel-relief scheme?
On September 14, 2026, Pakistan’s Economic Coordination Committee (ECC) announced targeted relief for specified vehicle categories. The government’s announcement set these benefits and restrictions:

The announcement restricts the scheme to non-commercial users and one vehicle per user or owner. It assigns digital administration to the Fuel Pass System and says the ECC approved Rs 75 billion for implementation. That figure is an approved allocation, not a verified final expenditure. What happened with Pakistan’s earlier fuel-price support?
The IMF’s April 23, 2026, country report recounts that Pakistan raised fuel prices on March 7, then temporarily delayed further increases by subsidizing oil marketing companies. The report puts that temporary subsidy at 0.1 percent of GDP and says it was unwound on April 3; an 80-rupee-per-litre diesel levy reduction remained temporarily. Will the IMF allow the scheme to continue?
There was no publicly established final decision on continuation in the material available as of October 2, 2026. The Express Tribune reported that Pakistani authorities and IMF staff remained at odds over fuel-sector issues, including the scheme’s duration and cost, and that IMF staff questioned whether its cost could exceed the government’s estimate. Dawn separately reported that IMF staff wanted Pakistan to accelerate work on targeted gas support, and that a move toward direct cash transfers faced data and ownership obstacles. These details, too, were attributed to sources rather than presented as a published IMF decision. Dawn reported gas-sector circular debt of Rs 3.6 trillion in the context of that debate; the figure is the newspaper’s reporting, not an IMF-verified statistic. Read Dawn’s report.
The Finance Ministry said on September 22 that petroleum pricing policy is part of the IMF program framework, including alignment of domestic prices with international prices through regular adjustments.
