Pakistan’s Frequency Allocation Board (FAB) has awarded Rohde & Schwarz (Pvt) Ltd. a contract for equipment at a new spectrum-monitoring station at FAB headquarters in Islamabad. The Pakistan Public Procurement Regulatory Authority (PPRA) record lists three digital RF receivers/analyzers and four RF sensor systems, with training, a one-year warranty and ten years of hardware and software after-sales support. The procurement is intended to strengthen monitoring and help detect interference; it does not establish that interference has already fallen.

What is FAB doing to monitor 5G spectrum in Pakistan?

FAB manages radio-frequency allocation and monitoring in Pakistan. The agency says its work includes assigning frequencies and monitoring radio use to detect unauthorized wireless stations and interference among operators. Its new Islamabad station award adds receiving and sensing equipment to that monitoring capability.

The contract was signed on August 21, 2026, for an awarded amount of Rs. 196,308,167, according to the PPRA contract record. The record shows a tender value of Rs. 260,000,000 as well as the lower awarded amount; these are distinct procurement figures.

What equipment did FAB buy?

The PPRA record divides the Islamabad station procurement into two lots:

#1 Best Overall
EMF Meter,Advanced GQ EMF-390 Multi-Field Electromagnetic Radiation 3-in-1 EMF ELF RF meter, 5G Cell Tower Smart meter Wifi Signal Detector RF up to 10GHz with Data Logger and 2.5Ghz Spectrum Analyzer
  • Multiple high sensitivity sensors installed for detecting Power line, Smart meter, Cell phone, Microwave etc.
  • Identify/recognize the common possible sources, such as Power line, Cell Tower, Microwave, Static etc.
  • Safety suggestion lets you understand current situation instantly.
  • Detects 5G network signal and RF up to 10Ghz
  • Built-in RF Spectrum analyzer and GQ RF Browser for real time RF monitoring.
Lot Quantity and equipment What the record establishes
1 Three digital RF receivers (analyzers) The equipment category and quantity for the station; detailed technical specifications and supported frequency ranges are not stated in the cited contract record.
2 Four RF sensor systems The equipment category and quantity for the station; detailed technical specifications and supported frequency ranges are not stated in the cited contract record.

Receivers/analyzers and sensor systems are the two categories named in the award, but the public record does not describe their detailed detection, analysis or coverage capabilities. It therefore does not support claims about specific 5G bands the equipment can monitor or how much territory the Islamabad station will cover.

How could the upgrade help detect mobile-network interference?

Spectrum monitoring lets a regulator observe radio-frequency activity and investigate reports of interference or unauthorized use. In practical terms, stronger monitoring capability can help FAB identify activity that warrants investigation. The procurement record describes an intended capability, not measured results after installation: it does not show that interference has been reduced or eliminated.

FAB’s official FAQ defines a frequency assignment as “Authorization given by an administration for a radio station to use a radio frequency or radio frequency channel under specified conditions.” That definition helps explain the regulator’s role: operators’ use of radio frequencies is governed by specified conditions, and monitoring is one way to detect potential non-compliance or interference.

Does the award cover a nationwide monitoring-network rollout?

The PPRA record confirms a contract for the new station at FAB headquarters in Islamabad. PhoneWorld reported on October 2, 2026, that the procurement is part of a wider upgrade of FAB’s regional monitoring network, with equipment intended for strategic locations and improved geographic coverage. That broader framing comes from secondary reporting; the cited award record does not list other sites, a national rollout schedule or a completion date.

AURSINC TinySA Ultra+ ZS406 Spectrum Analyzer, 4.0" Touchscreen 100kHz-5.4GHz Handheld Frequency Analyzer with 32Gb Card, 2-in-1 Signal Generator MF/HF/VHF UHF Input, HW V0.4.6, 2025 Upgraded
  • Upgraded TinySA Ultra+ ZS406: Built on the latest HW V0.4.6, the AURSINC TinySA Ultra+ ZS406 features a 4.0 inch 480*320 touchscreen display for intuitive operation. It comes with a pre-installed 32GB micro SD card for convenient on-site data storage and sharing, and a built-in 5000mAh rechargeable battery that delivers at least 3 hours of continuous operation on a full charge
  • Wide Frequency Range & Adjustable RBW: Covers a measurement range of 100kHz to 5.4GHz, with Ultra mode extending up to 6GHz. Switchable resolution bandwidth from 200Hz to 850kHz enables fast and accurate measurements; the 200Hz minimum RBW clearly separates adjacent signals and supports SSB two-tone intermodulation testing. It includes a 0–31dB input step attenuator and displays up to 450 points for gapless full-band coverage
  • 2-in-1 Analyzer & Signal Generator: Doubles as a signal generator when not used for spectrum analysis. It outputs MF/HF/VHF sine waves from 100kHz to 900MHz, UHF square waves from 800MHz to 4.4GHz, and mixed signals from 4.4GHz to 5.4GHz. Why is 5G spectrum planning relevant?

Pakistan’s 2023–24 government yearbook lists bands being considered for future Next Generation Mobile Services (NGMS)/5G auction planning: 700, 1800, 2100, 2300, 2600 and 3500 MHz, as well as millimeter-wave ranges. This is planning context, not evidence that an auction has been completed or that these bands currently have particular license allocations. Monitoring matters as spectrum use develops, but the yearbook does not link a specific band to the Islamabad equipment award.

What do earlier monitoring figures show?

A Government of Pakistan yearbook reported 3,124 monitoring cases to the Pakistan Telecommunication Authority (PTA) in FY 2019–2020. Of these historical cases, 549 concerned observed licensee or non-licensee violations or unauthorized spectrum use, while 2,575 were interference complaints from licensed private and government wireless operators. These figures indicate the kinds of issues monitoring has addressed; they are not a baseline for measuring the new contract’s impact.
