Pakistani hackers claimed to have breached several Indian websites in May 2025, but the available reporting does not establish that they took control of all the systems named. Armoured Vehicle Nigam Limited (AVNL) took its website offline for an audit after a claimed defacement; claims involving other sites and data access were disputed or lacked independent confirmation. A website outage, a changed public webpage and theft from an internal network are different things.
What was reported in May 2025?
The claims surfaced around 5–10 May, during the India-Pakistan military and information confrontation that followed the 22 April Pahalgam attack. Reporting described a mix of a website being taken offline, alleged access to information and social-media claims naming additional targets. Those reports do not establish a single confirmed campaign that successfully controlled every site listed.
| Target or group of targets | What was reported | What the report does—and does not—establish |
|---|---|---|
| Armoured Vehicle Nigam Limited (AVNL) | On 6 May 2025, Hindustan Times reported that AVNL took its website offline for a thorough audit after Pakistan Cyber Force claimed to have defaced it with a Pakistani flag and tank image. | The audit action and the group’s claim were reported. Taking a website offline does not, by itself, confirm the extent of access, a deeper network compromise or data theft. |
| Military Engineer Services (MES) | Hindustan Times reported that the MES website could not be accessed. Akashvani reported an allegation that the group gained sensitive MES data. | Website inaccessibility and an allegation of data access are not proof that information was exfiltrated. The reporting cited here does not establish what, if anything, was taken. |
| MP-IDSA | Akashvani reported an allegation that the group obtained sensitive information. A DRDO clipping compilation dated 6 May 2025 quoted two senior MP-IDSA officials categorically denying that the institute’s website had been hacked. | The access claim was contested by officials. The sources cited here do not independently confirm a compromise or data theft. |
| BJP, Hindustan Aeronautics Limited (HAL), Border Security Force (BSF) and UIDAI | Associated Press of Pakistan named these among sites allegedly hacked during the operation. | This is a Pakistani state-media account of claims, not independent confirmation that these organizations’ systems were breached. |
| BJP, HAL, UIDAI, Indian Air Force and Maharashtra Election Commission | Recorded Future described posts and screenshots alleging compromises of these targets as material circulating in an influence operation. | The assessment describes the claims and their information-operation context; it does not verify that every named target was compromised. |
Did Pakistan Cyber Force take over Indian government websites?
“Take over” is too broad for what the reporting establishes. Pakistan Cyber Force claimed to have defaced AVNL’s site, and AVNL’s audit-related takedown was reported. For the other targets, the evidence described here consists of allegations, reports of an inaccessible site, official denials or claims repeated in media and social posts. It does not support saying that the group took control of all the named websites.

A defacement means an attacker has altered or replaced content visible on a public website. It can indicate unauthorized access to that web-facing service, but it does not automatically show access to an organization’s internal systems, databases or accounts. Likewise, a site being offline may reflect a defensive shutdown or an availability problem; it is not proof that an attacker controlled the system.

Claims of stolen data need separate evidence
Claims that sensitive information was accessed or stolen are more serious than a visible webpage change, but they require evidence beyond a social-media post or a site outage. The cited reporting does not establish that passwords or personal information were leaked in these incidents. In particular, the possible compromise of personal information was not established in Hindustan Times’ AVNL coverage.
Was the Pakistani government behind the alleged attacks?
The sources cited here identify Pakistan Cyber Force as the name used by the group making claims; they do not prove that the Pakistani government directed or controlled it. A threat-actor label, national branding or a claim posted during a political confrontation is not sufficient evidence of state sponsorship. Attribution would require additional technical or official evidence not established in this reporting.
What is known about India’s response?
Government of India material identifies the Indian Computer Emergency Response Team (CERT-In) as the national agency designated to respond to cybersecurity incidents. That role provides a formal incident-response and coordination channel, but the material cited here does not supply a complete public forensic account for each alleged May 2025 target. It therefore cannot settle, site by site, whether data was accessed or who was responsible.

The strongest specific public reporting in this account is that AVNL took its website offline for an audit after a defacement claim. Allegations about MES and MP-IDSA require caution, particularly because MP-IDSA officials denied a website hack. Wider lists circulated in Pakistani media and social posts should remain attributed claims, not a confirmed inventory of compromised Indian systems. The available evidence does not establish a comprehensive takeover, confirmed password leak or Pakistani state direction.
