Pakistan’s Pakistan Telecommunication Authority (PTA) set an upfront initial fee of USD 140,000 for a nationwide mobile virtual network operator (MVNO) license. Applicants may pay in U.S. dollars or Pakistani rupees; for a rupee payment, the amount is converted at the National Bank of Pakistan’s Telegraphic Transfer (TT) selling rate on the day before payment. The fee is separate from annual license fees and other recurring contributions.
What the USD 140,000 fee covers
The USD 140,000 amount is the initial fee for a nationwide MVNO license under PTA’s policy framework. It is due upfront; it is not a fixed rupee price. If paying in Pakistani rupees, the payable amount depends on the NBP TT selling rate prevailing on the day before payment. Applicants should therefore confirm the applicable rate and payment instructions when arranging payment rather than rely on a static conversion.
PTA announced that it was inviting applications on June 24, 2026. The announcement directs interested entities to the MVNO License Template for eligibility criteria, application procedure, and licensing obligations. The announcement establishes that applications were invited, but does not establish how many were submitted or whether any licenses have since been awarded.

An MVNO provides mobile services without its own frequency spectrum assignment, using commercial agreements with licensed mobile network operators (MNOs). Under PTA’s announcement, licensees may offer services under their own brand through agreements with licensed MNOs. Receiving a license does not itself establish that an applicant has secured a host-MNO agreement or launched service.

Recurring fees and contributions are separate
The initial USD 140,000 fee is only one part of the financial obligations described in the policy framework. The framework also specifies recurring charges based on revenue from licensed services, subject to stated deductions and payment conditions.
| Obligation | Rate and calculation basis |
|---|---|
| Annual license fee | 0.5% of annual gross revenue from licensed services for the relevant financial year, less inter-operator costs and specified PTA/FAB-mandated payments. |
| USF contribution | 1.5% on the stated licensed-services revenue basis after specified deductions. |
| R&D contribution | 0.5% on the stated licensed-services revenue basis after specified deductions. |
The policy includes conditions governing deductions of certain mandated payments, so these rates should not be applied to an assumed revenue base without checking the framework’s calculation rules. They are ongoing obligations, distinct from the upfront license fee.

License duration and application requirements
The announced license period is 15 years, subject to applicable regulatory terms and conditions. PTA’s announcement points applicants to its MVNO License Template for detailed eligibility and application requirements. Those requirements should be checked directly in the template; the announcement alone does not establish an applicant’s eligibility or guarantee approval.
