Pakistan is reportedly planning to procure 25–26 liquefied natural gas (LNG) cargoes for delivery from November 2026 through February 2027. The figure is a reported plan, not a confirmed booking: the October 2 reports say approvals were still pending, and no final schedule or supplier-by-supplier allocation has been published.
What Pakistan is reportedly planning
ProPakistani and Raised by Numbers reported on October 2, 2026, citing unnamed sources, that the government plans to arrange 25–26 LNG cargoes for the four-month winter period. The title figure of 26 is the upper end of that range, not confirmation that exactly 26 cargoes have been contracted. ProPakistani and Raised by Numbers describe a proposal in progress, rather than an official approval notice or published procurement schedule.
The reports say the intended supply mix would combine long-term arrangements with Qatar and other friendly countries and purchases on the spot market. They do not identify suppliers for individual cargoes or state how many would come through each route.

What the reported spot-price target means
The reports put the planned spot-market target at $26–$27 per million British thermal units (MMBtu). That is a price target attributed to the reports, not an awarded price, a confirmed purchase, or an established cap. The sources do not publish finalized price terms for the plan.

How it compares with the previous winter
The two reports say Pakistan State Oil and Pakistan LNG Limited imported 36 cargoes during the previous winter, attributing that figure to sources. On that reported comparison, the proposed 25–26 cargoes would be fewer. The figures alone do not establish how much gas will be available: the reports do not provide a like-for-like breakdown of cargo volumes, delivery timing, or the long-term and spot shares for the two winters.
What may change in LNG terminal access
The reports say the government is considering regulatory changes that could let private power producers import LNG independently and give third parties access to unused terminal capacity. These are proposals under consideration, not rules shown to be in force.
For context, a Planning Commission paper describes two LNG terminals at Port Qasim and includes historical capacity estimates. Those dated planning figures do not establish how much terminal capacity is currently available for this winter’s reported plan. What procurement records show—and do not show
A September 2026 Public Procurement Regulatory Authority record lists a Pakistan LNG Limited spot LNG tender as closed and identifies meeting a demand-supply gap as its purpose. It provides evidence of a procurement mechanism used to address supply needs; it does not confirm that the reported 25–26-cargo winter plan has been approved or purchased. In a January 6, 2026 statement, the Ministry of Energy (Petroleum Division) said Qatar negotiations had concluded to divert surplus cargoes to international markets while respecting contractual obligations. That earlier decision offers context for changing supply needs, but it does not specify the sources or terms of the winter procurement now being reported. Ministry of Energy (Petroleum Division).

As reported on October 2, the Petroleum Division was preparing a summary for the Cabinet Committee on Energy, with final approval still to be sought from the federal cabinet. The cited reports do not provide an official confirmation of approval, a final procurement schedule, contracted volumes, named suppliers, or finalized price terms. Until those details are published, the cargo count, sourcing mix, price target, and terminal-access changes should be treated as reported plans or proposals—not settled procurement facts.
