Pakistan and China have identified AI, cloud computing, cybersecurity, research and skills development as possible areas for expanded cooperation under CPEC and the Shanghai Cooperation Organisation (SCO). As of September 2026, official statements describe platforms and proposals—not a delivered AI system, confirmed technology transfer, funded digital corridor or measured result.
What is Pakistan-China AI cooperation under CPEC 2.0?
It is a mix of existing cooperation channels and proposed initiatives. In an 11 August 2026 consultation, Pakistan’s Ministry of Planning said Planning Minister Ahsan Iqbal proposed learning from Chinese experience in innovation, automation and robotics through collaboration with Chinese counterparts at the National Center of New Manufacturing. The consultation, hosted by the CPEC Secretariat, focused on business-to-business (B2B) and industrial cooperation. The ministry framed CPEC 2.0 as emphasizing industrialization, competitiveness, productivity and closer business partnerships; it did not identify a particular AI advance, model or transfer agreement. Named channels and potential areas
In remarks at an SCO Ministerial-Level Closed-Door Meeting on Digital Economy Cooperation in Urumqi on 14 September 2026, Iqbal cited the CPEC Joint Working Group on Information Technology and Industry and the China-SCO Pakistan Artificial Intelligence Application Cooperation Centre as cooperation platforms. The ministry said these could support further work in AI, cloud computing, cybersecurity, research and skills development. A digital connectivity and compute corridor
Iqbal proposed an SCO Digital Connectivity and Compute Corridor linking stronger cross-border fibre connections and resilient networks with data centres, satellite connectivity, and interoperable cloud and computing resources. This is a ministerial proposal, not evidence that construction, financing or procurement has been approved or completed. Sovereign AI and governance principles
Iqbal also supported an SCO Sovereign AI Infrastructure and Governance Framework and called for privacy, cybersecurity, accountability, transparent data access and respect for national sovereignty. These are stated priorities and proposals; the cited remarks do not establish that SCO members adopted a binding framework.
The ministry said Pakistan highlighted the Digital Nation Pakistan Act 2025, the Pakistan Digital Authority and the National AI Policy as national steps toward digital public services, data-informed policymaking and responsible AI. These references describe Pakistan’s policy framing, not proof that the proposed regional infrastructure or cooperation has already produced those outcomes. Has China’s AI cooperation with Pakistan started?
Officials have described cooperation mechanisms and areas of interest, but the cited material does not establish a completed AI deployment or a specific Chinese technology transfer. The August CPEC consultation discussed learning from Chinese innovation, automation and robotics without naming a system or transfer. The September SCO remarks identified platforms and proposed regional infrastructure, but did not report a completed corridor or adopted governance framework.

A Pakistan-China joint statement dated 26 May 2026 said Pakistan supported China’s initiative to establish a World Artificial Intelligence Cooperation Organization and would work with China on global AI governance and international cooperation. What CPEC figures do—and do not—show
The CPEC Secretariat’s report on its 92nd Progress Review Meeting, held on 31 August 2026, provides broader context for CPEC, not evidence of AI investment or impact. It said Phase II would promote cooperation in industry, agriculture, minerals, technology, human-resource development and B2B partnerships. The same report cited approximate Phase I totals and agricultural training activity:

How to judge the announcements
The official material is useful for understanding what governments have proposed and which cooperation channels they have named. It does not independently verify technical capability, project delivery or impact, and it supplies no AI-specific outcome statistic or independent evaluation of the named platforms. Ahsan Iqbal said in the ministry’s 14 September 2026 release: “He said that the success of SCO cooperation should ultimately be measured through tangible outcomes, including faster trade, stronger industries, better public services, skilled people and wider digital opportunities.” That is a stated standard for future success, not an assessment that those outcomes have already been achieved.
