Public records describe Pagan’s Motorcycle Club as having formal bylaws and a chapter-and-national leadership structure, but they do not provide a complete, authenticated rulebook confirmed as current and uniform across all chapters. A New Jersey investigative report describes rules about protecting club colors and reporting arrests within 24 hours; federal court filings separately allege violent discipline in particular cases. Those allegations are not proof that every member follows or enforces the same rules.
What rules do public records describe?
The clearest detailed account of rules comes from a New Jersey State Commission of Investigation (SCI) report. It is the commission’s account of club guidelines, not a club-published current constitution. A federal complaint describes formal bylaws and a hierarchy, but likewise is not an authenticated, current rulebook issued by the club.

How is the club described as being organized?
A federal complaint describes chapter officers—a president, vice president, sergeant at arms, and secretary/treasurer—and a national leadership council referred to as the “Mother Club.” This is the government’s description in a complaint, not a current constitution published by the club. The New Jersey SCI account places the chapter president in a role connected to the reported arrest-notification and colors rules.

How do recruits become full members?
The SCI’s Annual Report 51 describes traditional rules requiring recruits to complete a lengthy “prospecting” phase before becoming full members. The same report says investigators learned of incidents in which individuals reportedly paid $600 to $1,000 to obtain membership. That figure describes reported incidents, not an official membership fee, a verified standard, or current practice. The report therefore does not establish one universal path into membership.

What happens if a member breaks the rules?
A federal complaint alleges that violence was used to discipline members for rule violations, using the reported term “regulation.” It states: “The practice of committing Pagan-sanctioned acts of violence against its own members in retaliation for breaking the Pagans’ rules is known within the organization as ‘regulation.’” That is the government’s allegation in a complaint, not a neutral club-issued definition or a judicial finding that the practice is universal.
A federal indictment and a U.S. Department of Justice (DOJ) release describe a specific alleged assault against an associate for breaking rules. The DOJ cautions that “[t]he charges and allegations contained in the complaints and indictment are merely accusations, and the defendants are considered innocent unless and until proven guilty.” Allegations in criminal proceedings should not be treated as convictions unless a court record establishes that outcome.

- Public records describe formal bylaws and a chapter-and-national leadership structure, but do not supply a complete, authenticated current rulebook.
- The detailed account of colors, arrest reporting, and drug-sale bylaws comes from a New Jersey investigative report; its contents should not be generalized into a claim about every chapter today.
- The prospecting account is described as traditional, while the report’s accounts of exceptions prevent treating it as a fixed universal process.
- Federal filings describe or allege violence in particular cases. They do not establish that all members commit crimes or that every rule is enforced the same way.
