A delivery can happen on time and still be missing from a report if the handset recording it has not synced by the reporting cut-off. In a DEV Community post, Serguey Shinder describes how offline records from rural routes arrived after an early-morning report was built, making completed deliveries look absent and prompting unnecessary redelivery requests. The account illustrates why operational reports need to show both when an event happened and when its data reached the system.
What happened to the morning delivery report
Shinder says the organization built a daily report at 5 a.m. from the previous day’s proof-of-delivery records and sent it to depot managers by 8 a.m. A delivery counted as on time when the handset recorded a signature or photograph within the customer’s delivery window.
According to the account, the handsets could store records without a signal and upload them when connectivity returned or after the device was docked. Some rural routes were out of coverage for hours. When a van’s records arrived after the report had been built, deliveries already completed could be absent from the report. Customer-service staff then requested redeliveries for parcels that had, in fact, been delivered. These timings and outcomes are Shinder’s account; the source does not independently validate them.

The key distinction is between event time, when the delivery took place, and arrival time, when its record reached the reporting system. Shinder says the records contained the correct delivery times, but the system did not store when it received them. A report reader therefore could not tell whether a low count reflected missed deliveries or records still in transit.

A report built at a fixed time can consequently measure two things at once: operational performance and the speed at which evidence becomes available. Shinder put it this way: “A report with a fixed cut off had been measuring how quickly our data travels as well as how well our drivers worked, and it presented the two as a single number.”

- Record both timestamps: retain when the delivery occurred and when its record was received.
- Show completeness at report time: display what share of expected records had arrived when the report was built, so managers can interpret an early count in context.
- Label report status: mark the report provisional for 48 hours and final afterward. That 48-hour window was the organization’s choice in this account, not a general threshold.
- Check pending uploads before follow-up: defer redelivery requests while a van’s handset still held unsent records.
- Escalate prolonged silence: open a depot ticket when a handset had sent nothing for six hours.
These are controls described in the post, not a universal standard or independently tested prescription. The useful principle is to make data arrival visible and avoid treating an incomplete snapshot as a settled result.

What to check when a report may be incomplete
If an operational report depends on records uploaded from devices that can be offline, evaluate the reporting workflow against these questions:

- Does each record preserve both event time and receipt time?
- Can report readers see how complete the expected data was at the cut-off?
- Is a provisional result clearly distinguished from a finalized one, and is the correction process clear?
- Can downstream workflows see whether relevant uploads are still pending before they trigger actions?
- Is there a defined escalation when a device stops sending records?
The post does not compare software vendors or technical architectures. These questions follow from the failure and controls it describes; they are a way to assess whether a reporting process can distinguish work not done from evidence not yet received.
