Intel had reason to hope when it named Lip-Bu Tan CEO in March 2025: he brought semiconductor operating experience and a history with the company at a moment of severe strategic uncertainty. But the appointment was a chance to reset, not evidence that Intel’s product and foundry challenges had been solved.
Why Intel’s CEO appointment mattered
Intel announced on March 12, 2025, that its board had appointed Tan chief executive, effective March 18. The appointment followed Pat Gelsinger’s departure in December 2024, amid layoffs, a deepening downturn and questions about whether Intel could remain independent. In that setting, choosing a leader with semiconductor experience was a credible reason for cautious relief.
Tan had led Cadence Design Systems as CEO and had previously served on Intel’s board. He was returning to a company whose problems were not confined to one product or one business line. At the time of the announcement, David Zinsner remained executive vice president and CFO, while Michelle Johnston Holthaus remained CEO of Intel Products.

What Intel said Tan needed to fix
Intel’s announcement described a broad mandate: improve execution, rebuild product leadership, advance the foundry strategy and begin restoring investor confidence. Board chair Frank Yeary framed the challenge as serving customers well in two roles—as a products company and as a foundry.

“The board is confident that under Lip-Bu’s leadership, we will take the steps needed to deliver for our customers as a world-class products company and as a world-class foundry.”
That pairing is important. Intel needed to make competitive products while also persuading customers that its manufacturing business could be a dependable foundry. Naming an experienced semiconductor executive made sense against both needs; it did not make either one easier by itself.

Why Tan’s background made the choice reassuring
Running Cadence gave Tan experience in the semiconductor ecosystem, while his earlier Intel board service meant he was not arriving without prior exposure to the company. That combination offered a plausible basis for understanding both the industry and Intel’s organizational challenges. Intel’s announcement quoted Tan saying, “I am honored to join Intel as CEO,” and tied his focus to the same priorities the board had set out.
The relief, then, was about the fit between the moment and the person chosen. After a destabilizing leadership exit and a period of uncertainty, the board selected someone with relevant industry experience and familiarity with Intel rather than presenting the appointment as a purely symbolic change.

Why the appointment was not proof of a turnaround
A CEO change cannot, on its own, repair process technology, restore product competitiveness, improve manufacturing economics or rebuild customer trust. Those outcomes depend on execution over time. Intel’s own announcement described the work ahead, not results already achieved.
Later company communications offer evidence of how Intel framed the reset, not independent proof that it had succeeded. In September 2025, Intel described leadership changes as supporting a stronger core product business, a trusted foundry and an engineering culture. Its 2026 proxy said the board worked closely with Tan from the start of his tenure to align priorities, clarify strategy and reinforce an engineering-centric, customer-focused culture grounded in performance and accountability.

What would show whether the reset is working
The appointment is best judged against the problems Intel identified and the evidence those problems require—not against the announcement itself.

- Foundry execution: whether the foundry strategy develops into a trusted service for customers, alongside Intel’s products business.
- Engineering culture and accountability: whether the stated emphasis on engineering, performance and accountability is reflected in decisions and delivery.
- Customer and investor confidence: whether confidence improves as Intel demonstrates progress, rather than merely because a new CEO was named.
These are demanding proof points, but they clarify why the appointment could feel encouraging without warranting certainty. Tan’s background made him a credible choice for Intel’s reset; the company still had to earn confidence through performance.
