According to OpenBot’s own documentation, the gateway evaluates policy, writes an audit row, and only then calls the Bot’s computer when the decision is to forward the action. A refused action is never forwarded, and the refusal names the rule that caused it. The project documents this sequence; the documentation is the source for the behavior described below, and it does not show that every deployment follows the sequence in every path.
The order of operations
OpenBot describes its gateway as the single route for Bot tool calls. The OpenBot repository summarizes the design as a decision boundary: the gateway resolves the target, decides against policy, records an audit row, and then either acts or refuses. The more detailed browser-action sequence appears in the OpenBot architecture documentation, which lists five steps:
- Resolve the target from a server-held snapshot or the request subject.
- Evaluate the current action policy.
- Write an audit row for the decision.
- Call the computer only when the decision forwards.
- Write a second audit row if a forwarded action fails.
The repository puts the principle in one sentence, which is the clearest statement of the ordering:
“The gateway is the only way in: it resolves the target from a server-held snapshot, evaluates the policy, writes the audit row, and only then calls the computer.”

That quotation comes from the OpenBot repository documentation. The materials do not identify an individual author or speaker for it, so cite it to the project rather than to a named person.
What the first audit row actually records
Because the first row is written before the computer is called, it records a decision: the gateway looked at the request, checked it against policy, and chose to forward or refuse it. It does not record that the action worked. The architecture allows a forwarded action to fail, and that failure produces a second row. A reader reviewing logs should therefore read the first row as “this was permitted to proceed” and the second row, if present, as “the forwarded action did not complete.”

What happens when policy refuses an action
The documented refusal path is short:
- The refusal is logged as a decision before forwarding is withheld, so the attempt still leaves an audit row.
- The computer receives no forwarded call for that action.
- The gateway names the rule that refused the action, which is the detail an operator needs when deciding whether the rule is too strict or the request was out of scope.
How the policy decides
The architecture describes a fail-closed policy with three properties:
- Deny rules are evaluated before allow rules.
- If no policy exists, nothing is permitted.
- If a rule is broken, the gateway refuses rather than opening access.
The inputs a policy can evaluate, as listed in the architecture documentation, include the tool and intent; the Bot and actor identifiers; browser page and element details; keyboard input; the command; file details; the MCP server, tool and effect; and the initiator. A rule written against any of these fields can refuse an action before the computer sees it.

Where the computer sits
The repository describes a separate computer for each Bot, with its own browser and workspace, and says browser and file actions reach that Bot-specific container. This is the deployment model the documentation describes. It should not be generalized to every integration or infrastructure setup without checking the configuration you are running.
What the documentation does not establish
- The sources describe intended architecture and behavior. They do not report a test of a running installation or a set of failure-injection results.
- The documentation does not establish that every possible execution path in every deployment passes through the gateway in this order.
- No version number or release date appears in the material reviewed for this article, so the behavior should be checked against the version you run.
- No independent statistic or measurement of audit completeness is published in the project’s repository or architecture documents.
Verifying the sequence in your own installation
If you are relying on the audit trail for oversight, check the behavior directly rather than assuming it:
- Submit one action that policy should allow and confirm that its audit row carries a timestamp earlier than any effect on the Bot’s browser or workspace.
- Submit one action that a deny rule should refuse and confirm that the row records the refusal, that no forwarded call follows, and that the response names the rule.
- Cause a forwarded action to fail in a controlled way and confirm that a second row appears after the first.
- Remove or break the policy in a test environment and confirm that the gateway refuses rather than permits.
Keep the results with the policy version you tested. A passing check on one configuration does not transfer automatically to another.
