OpenAI announced two distinct Ohio developments connected to its Stargate infrastructure effort: a SoftBank–OpenAI data center project in Lordstown and a later, much larger planned campus at PORTS-Pike in Pike County. The official announcements cited here do not establish Foxconn’s role in either project, so the headline’s Foxconn claim should not be treated as confirmed.
What Stargate is—and how Ohio fits
OpenAI announced Stargate on January 21, 2025, as a new company that intended to invest $500 billion over four years in U.S. AI infrastructure, with $100 billion intended for immediate deployment. OpenAI named SoftBank, OpenAI, Oracle, and MGX as the initial equity funders. In that announcement, OpenAI assigned SoftBank financial responsibility and OpenAI operational responsibility. These were announced intentions and roles, not evidence that the full investment had been spent.
Ohio entered the picture through separate announcements at different times. OpenAI’s September 23, 2025 update named Lordstown as one of two SoftBank–OpenAI sites. A later federal announcement described planned power generation and a data center development at the Portsmouth Site in Pike County; NVIDIA subsequently identified OpenAI as the customer for computing capacity at that project. They should not be described as one Ohio site or one announcement.

Lordstown: the SoftBank–OpenAI announcement
On September 23, 2025, OpenAI said SoftBank and OpenAI had broken ground on an advanced data center design in Lordstown and that the site was on track to become operational in 2026. That was the forecast made at announcement time; the available announcements do not establish that Lordstown began operating.

- Dimensions: 4.6 x 4.6 x 1.3 in. | Airflow: 26 CFM | Noise: 17 dBA | Bearings: Dual Ball
OpenAI said the Lordstown site and a second SoftBank–OpenAI site in Milam County, Texas, could scale to 1.5 GW over 18 months. It did not assign that entire figure to Lordstown alone. Nor should the broader portfolio figures OpenAI gave for its five newly announced sites, its Abilene flagship, and ongoing CoreWeave projects be read as Lordstown capacity: OpenAI described that wider group as nearly 7 GW of planned capacity and more than $400 billion in investment over three years.
PORTS-Pike: a separate development in Pike County
The Portsmouth Site, also referred to as PORTS-Pike, is in Pike County, not Lordstown. On March 20, 2026, the U.S. Department of Energy described a separate planned development there: SB Energy planned 10 GW of power generation, including 9.2 GW of natural gas generation, to connect to the grid and power a planned 10 GW data center development. DOE said construction was expected to begin in 2026. Those figures and timing describe plans, not delivered generation or an operating data center.

DOE’s announcement also described at least $4.2 billion in planned grid work with AEP Ohio. NVIDIA repeated a commitment to at least $4.2 billion in regional grid infrastructure in its later announcement. This is a planned infrastructure commitment, not a report that the work or spending is complete.

What NVIDIA said about the computing capacity
On August 17, 2026, NVIDIA identified OpenAI as the customer for 8 IT-GW at PORTS-Pike under a 20-year lease. NVIDIA said SB Energy would build, own, and operate the data center. The announced 8 IT-GW comprises an initial 4.25 IT-GW and an option for the remaining 3.75 IT-GW; NVIDIA expected capacity to come online in phases beginning in 2028.

- Compatible with all 19” racks and cabinets to hold various IT, network and other equipment.
- Dimensions: W 19" x D 10" x H 2U per shelf ; 2 Shelves as set
- This Vented Center Weighted Mounting Rack Shelf fits the mounting posts in different deepth from 75 mm to 125mm.
- Max Weight Capacity: 110 Pounds; Center weighted.
- Slotted Venting to Improve Air flow and Help Prevent Overheating of Your Equipment
The power-generation figures and the computing-capacity figures use different measures. DOE’s 10 GW refers to planned generation and a planned data center development; NVIDIA’s 8 IT-GW refers to customer computing capacity. They are not interchangeable figures and do not, by themselves, establish how much usable computing capacity will be delivered at a given time.
How the two Ohio projects compare
| Project | Location | Announced roles | Capacity figures | Timing stated in announcement |
|---|---|---|---|---|
| Lordstown | Lordstown, Ohio | OpenAI and SoftBank announced the project. The supplied official announcements do not establish Foxconn’s role. | Up to 1.5 GW of potential scale across Lordstown and Milam County together over 18 months; Lordstown’s individual capacity was not stated by OpenAI. | OpenAI said in September 2025 that Lordstown was on track to be operational in 2026; that was a forecast, not confirmation of operation. |
| PORTS-Pike | Portsmouth Site, Pike County, Ohio | DOE described SB Energy’s planned generation and data center development and grid work with AEP Ohio. NVIDIA later identified OpenAI as customer and SB Energy as builder, owner, and operator. | DOE described 10 GW of planned generation, including 9.2 GW of natural gas generation, for a planned 10 GW data center development. NVIDIA described 8 IT-GW of customer capacity: 4.25 IT-GW initially secured and an option for 3.75 IT-GW. | DOE expected construction to begin in 2026. NVIDIA expected phased capacity to come online beginning in 2028. |
Is Foxconn part of Stargate in Ohio?
The official OpenAI, DOE, and NVIDIA announcements cited here do not identify Foxconn as a participant in the Lordstown project or PORTS-Pike development. They establish a SoftBank–OpenAI announcement for Lordstown and a distinct Pike County project involving SB Energy, AEP Ohio’s planned grid work, and NVIDIA’s later description of OpenAI’s customer capacity. Without a direct company or transaction announcement establishing Foxconn’s role, it would be inaccurate to present a Foxconn–SoftBank collaboration in Ohio as confirmed.

What the announcements do—and do not—show
These announcements document project plans, stated partner roles, and forecasts. They do not independently verify that projected capacity has been delivered, that spending has occurred, or that a particular number of jobs or local economic benefits has resulted. OpenAI CEO Sam Altman said in the September 2025 announcement, “AI can only fulfill its promise if we build the compute to power it.” The Ohio projects are part of that stated infrastructure ambition, but their announced targets should remain distinct from completed outcomes.
