Yes. A late-2024 internal OpenAI strategy document said the company would begin evolving ChatGPT into a “super-assistant” in the first half of 2025. That is evidence of a plan, not a promise that a complete, universally available personal assistant would ship by a fixed deadline. OpenAI released several features aligned with the vision, including broader ChatGPT search and computer-use capabilities, but the available evidence does not show that every part of the vision was completed.

What OpenAI meant by a “super-assistant”

In ChatGPT: H1 2025 Strategy, a late-2024 internal strategy document, OpenAI described its mission as introducing “the whole world to an intuitive AI super assistant that deeply understands you and is your interface to the internet.” It said the first half of 2025 would mark the start of an effort to make ChatGPT an assistant that “knows you, understands what you care about, and helps with any task that a smart, trustworthy, emotionally intelligent person with a computer could do.”

The document presented ChatGPT as more than a question-and-answer chatbot: it listed roles such as tutor, advisor, collaborator, translator, entertainer, companion, and analyzer. The intended assistant would be personalized and broadly capable, with everyday usefulness as well as expertise in areas such as coding. Those descriptions express product ambitions; they are not independent measurements of performance or reliability.

Was it an official roadmap or a leak?

Evidence of internal intent

The document was an internal OpenAI strategy, later made public through discovery in the U.S. Department of Justice’s Google antitrust case. It was partly redacted. Its wording makes the first-half-of-2025 timing and the super-assistant goal explicit, so it is meaningful evidence of what OpenAI planned to pursue.

Not a delivery guarantee

An internal strategy document is not the same as a public product specification or binding launch commitment. “Start evolving” describes the beginning of a direction, not a claim that all promised abilities would be finished by June 2025. The document does not establish that ChatGPT would achieve persistent personal understanding, work on every platform, reliably perform any computer task, or possess complete emotional intelligence by that point.

Which steps toward the vision arrived?

OpenAI released features and product changes during 2024 and 2025 that fit parts of the strategy. Their arrival shows progress toward the broader direction, but none by itself proves that the entire super-assistant vision was complete.

Search became more widely available in supported regions, while the roadmap pointed toward a simpler product experience. The roadmap was not proof that the consolidation was already finished.
July 2025 OpenAI said Operator had been fully integrated into ChatGPT as ChatGPT agent. The computer-use work became part of ChatGPT under the agent experience.
August 2025 OpenAI said it was optimizing ChatGPT around helping people accomplish what they came to do, rather than maximizing time spent or clicks. The stated product objective was consistent with an assistant focused on completing useful tasks; it did not certify that all the earlier strategy’s goals had been met.

Did ChatGPT become a true personal assistant by 2025?

The strongest supported answer is: OpenAI began building in that direction and shipped some aligned capabilities, but the evidence does not establish that ChatGPT became a fully realized, universal personal assistant by a single 2025 deadline. Search addressed access to information; Operator and later ChatGPT agent addressed computer-use action; and the model roadmap pointed toward a more unified product. These are components of the ambition, not proof of every implied capability.

In particular, the strategy document’s language about deeply understanding a user and helping with any task should be read as aspiration. The materials described here do not establish that ChatGPT consistently remembered personal context, reliably completed arbitrary tasks, or was available on every device and in every region.

How to interpret the headline

“OpenAI planned to evolve ChatGPT into a super-assistant in 2025” is accurate. “OpenAI launched a complete super-assistant by 2025” goes beyond the evidence. The distinction matters: the first describes a documented strategy and a staged product direction; the second implies a finished capability the public record summarized here does not demonstrate.
