OneMain Financial has documented historical customer-information exposures and a separate 2026 breach notification listed by California; the Tower Insurance cyber claim remains unverified in the incident report reviewed. These are distinct records involving organizations in different countries—not evidence that the companies are connected or suffered a shared breach. Public information does not establish what data, if any, was involved in the 2026 OneMain notification or the Tower listing.
What is known about each company’s data record?
| Organization | Evidence and status | What is known about scope |
|---|---|---|
| OneMain Financial (United States) | New York’s Department of Financial Services (DFS) described three historical customer-information exposures in a May 24, 2023 consent order. Separately, California’s Attorney General lists a 2026 OneMain Financial Group, LLC breach notification. | The DFS order describes the earlier incidents. The California listing gives breach dates of May 5 and May 8, 2026, and a report date of September 25, 2026, but the public record reviewed does not specify affected people, data types, or cause. California Attorney General breach list |
| Tower Insurance / Tower Limited (New Zealand) | A threat-research report says an extortion group listed “Tower Insurance NEW” on August 22, 2026. The report labels the claim unverified and says Tower had not confirmed it as of that date. | No verified exposed-record count or confirmed data inventory is provided in that report. It does not settle which legal entity the listing refers to. GalaxyWarden report |
The evidence is not equivalent: OneMain’s older incidents appear in a regulator’s consent order, while the Tower item is a secondary report of an attacker-attributed allegation. A listing alone does not prove unauthorized access or data theft.
What did the New York DFS find about OneMain?
In its May 24, 2023 consent order, New York DFS described three separate events involving customer information. The order also identified shortcomings in vendor oversight and secure application development. These findings concern the historical events below; they do not explain the separate California notification from 2026. New York DFS consent order
Payment processor account-number reuse, 2017–2018
From December 29, 2017, through January 9, 2018, a third-party online debit-card processor gave some customers unauthorized access to other customers’ nonpublic personal information. The order attributed the problem to old account numbers not being purged before they were reused.

Collections law firm email intrusion, 2018
A hacker accessed emails at a law firm handling collections for OneMain for an unknown duration. The emails included customer information.
Loan-document portal issue, 2020
A July 10, 2020 portal software update unintentionally migrated some customers to other account holders’ loan documents, exposing those documents to some customers.
What does California’s 2026 OneMain entry establish?
The California Attorney General’s breach list records OneMain Financial Group, LLC with breach dates of May 5 and May 8, 2026, and a report date of September 25, 2026. The linked sample notice identifies the company and dates. In the rendered public record reviewed, it does not specify how many people were affected, what categories of information were involved, or what caused the event.

That means the entry confirms a listed notification, not the details of a reader’s possible exposure. The older New York DFS events do not fill the gaps in the 2026 notice, and OneMain’s general privacy notice is not an incident report.
Is the Tower Insurance cyber claim confirmed?
No confirmation is established by the cited incident report. GalaxyWarden’s August 22, 2026 report says the Coinbase Cartel extortion group listed “Tower Insurance NEW” and claimed the New Zealand insurer was a victim. The report states the claim was not independently verified and that Tower had not publicly confirmed it as of that date. It does not provide a verified count of affected records or confirmed data categories.
The name also needs care: “Tower Insurance NEW” does not, by itself, identify the legal entity behind the listing. Tower Limited’s privacy statement describes Tower Limited and related companies in Fiji and the Pacific; another insurance services company uses the Tower Insurance name. The materials cited here do not resolve the exact entity. The status after August 22, 2026, is not established by the incident report.
Does either company’s privacy policy show what was exposed?
No. Privacy statements describe types of information a company may collect or share; they do not establish that information was taken in a particular incident.

Information Tower Limited says it may collect
Tower Limited’s March 2026 privacy statement lists possible information including name, date of birth, address, phone and email, IP addresses, bank and payment details, insured assets and cover, health, financial, criminal and insurance history, claims information, and communications. These categories are not a confirmed inventory for the alleged listing. Tower Limited privacy statement
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What was the separate Tower discount case?
In December 2025, New Zealand’s Financial Markets Authority (FMA) reported that Tower Limited admitted misleading customers about multi-policy discounts. It said Tower was ordered to pay a $7 million penalty after more than $11 million in customer overcharges; approximately 61,000 customers and 90,200 policies were affected. The FMA described a failure to reliably deliver advertised discounts, not a data breach. FMA case announcement
Was my information exposed, and what should I do?
The available records cannot determine whether a particular reader was affected. For OneMain, the California public record reviewed does not show the affected count or data categories. For Tower, the reported listing alone cannot establish that a breach occurred or that customer data was taken.

- Check official communications. Look for a notice from the relevant company and check current updates on its official website. For regulatory records, use the California Attorney General’s breach list or the cited New York DFS order as appropriate.
- Verify unexpected messages independently. Do not rely on links or phone numbers in an unsolicited email or text. Find contact details through the company’s official website and ask whether the message is genuine.
- Follow any notice’s specific directions. If you receive a formal notice, use the instructions and contact information it provides after verifying them. Do not assume a generic privacy policy confirms what happened to your information.
OneMain says its security program includes vendor cybersecurity-risk assessments, vulnerability monitoring, incident-response and cybersecurity drills, an annual risk assessment, and an Enterprise Cybersecurity Incident Response Plan. Those are the company’s descriptions of its controls, not proof that no incident occurred. OneMain security information
