Microsoft’s old “unlimited” OneDrive for Business promise is not the storage entitlement businesses should rely on today. Microsoft’s current limits are tied to the user’s license, tenant, and any eligible extra-storage entitlement. Some plans include 1 TB per user, some can be increased, and Microsoft documents a 25 TB per-user ceiling when extra capacity packs are used—not universal unlimited storage.
What Microsoft promised—and what that promise meant
In a November 7, 2014 announcement, Microsoft said the rollout of unlimited storage was beginning for Office 365 Home, Personal, and University users, while “OneDrive for Business customers can expect to see the unlimited storage roll out in 2015.” Microsoft’s announcement records the planned rollout; it does not establish that every business account received the same entitlement or that unlimited storage remains part of current plans.
A November 3, 2014 Microsoft Devices Blog announcement described the offer as “as much as you need.” That language captures the marketing promise at the time, not a present-day contractual guarantee. The current service is described through plan-specific quotas and conditions.

Microsoft says OneDrive is provisioned per user and designed for individual users. It points to SharePoint for broader organizational content management; system backups and departmental or organizational data are not supported OneDrive uses. A SharePoint storage-pool expansion therefore should not be treated as an increase to an individual user’s OneDrive quota.
Why “up to 5 TB” and “up to 25 TB” are not universal limits
Microsoft’s default-storage guidance says most plans have a 1 TB default and that the quota can be raised up to 5 TB depending on the plan and the number of licensed users. The admin setting does not grant capacity beyond a user’s license: Microsoft says a value above that entitlement is rounded down to the entitlement. If an administrator lowers a quota below the amount already used, the user’s OneDrive becomes read-only.

Microsoft’s quota enforcement FAQ describes a separate route for eligible users: OneDrive Extra Storage capacity packs. The listed pack sizes range from 100 GB and 500 GB to 1 TB–6 TB; packs cannot be split among users, and one user’s total cannot exceed 25 TB. The FAQ’s 25 TB figure is a maximum when these packs are used, not the standard quota or an entitlement available to every subscription.

- Check the user’s plan and quota. Compare the assigned license with the user’s configured OneDrive limit and the tenant’s licensing situation. Microsoft’s quota guidance explains how the default and per-user limits work.
- Confirm the data belongs in OneDrive. OneDrive is intended for an individual user’s files. For shared team or organizational content, assess SharePoint instead; its pooled capacity is separate from an individual OneDrive quota.
- Choose an eligible remedy. Depending on the user and tenant, options include moving to a license with a higher entitlement, reducing storage use, or purchasing and assigning a OneDrive Extra Storage pack. Microsoft lists these remedies in its quota enforcement FAQ.
- Review what counts against the quota. Version history, recycle bins, and Preservation Hold libraries count toward storage use, according to Microsoft’s storage FAQ.
What happens when a user exceeds the licensed quota
Microsoft says its enforcement change affects users whose configured OneDrive quota exceeds their license entitlement; it does not say that all OneDrive users are being moved to read-only. For an affected user who is over the licensed amount, OneDrive can become read-only until the tenant resolves the excess—for example, by assigning a higher-entitlement license, reducing usage, or assigning an eligible capacity pack. Check Microsoft’s current enforcement FAQ for the applicable conditions.

Bottom line: unlimited is not the current business-plan standard
The 2014 announcement described a planned unlimited-storage rollout, but it is not proof that every OneDrive for Business customer received the same offer. Today, Microsoft documents storage by plan and user, with conditional increases and separately assigned extra capacity. Check the user’s license and the data’s intended location before treating any storage figure as available to the whole organization.
