If you’re giving up a phone number, replace it in the recovery and security settings of every important account before you lose access to it. A new subscriber may receive the number while an old account still lists it, leaving a route for account-recovery attempts. Where a service supports them, use an authenticator app or security key instead of SMS, and check your recovery details and recent activity.

Why an old number can still open an account

When a phone number is disconnected, a carrier may later assign it to someone else. That change does not automatically update the former subscriber’s settings at email, financial, social, shopping, or other websites. If an account still uses the number for recovery or identity checks, its next owner could receive a verification message or learn that the number is associated with an account.

Princeton researchers Kevin Lee and Arvind Narayanan studied numbers available to new subscribers at two major U.S. carriers. In their 2021 sample, 171 of 259 numbers were linked to existing accounts at popular websites. The project page also reports that 215 of the 259 sampled available numbers had been recycled and were vulnerable to at least one of three evaluated attacks. These are findings from a bounded sample and specific tested services—not the probability that any particular old number is exposed. Princeton’s number-recycling project describes the study and its scope.

The study also observed 200 recycled numbers for one week: 19 still received security- or privacy-sensitive calls or messages, including authentication passcodes and prescription refill reminders. That observation does not mean every reassigned number receives sensitive messages. The project page gives 35 million U.S. phone numbers disconnected annually as context for the 2021 study; that figure is not a current, independently verified annual estimate.

Number recycling is not a SIM-swap attack

  • Number recycling: A former subscriber gives up a number and it is later assigned to another subscriber. Old account records may still point to that number.
  • SIM swap or port-out fraud: Someone fraudulently redirects a current subscriber’s number through the wireless provider. Calls and texts, including SMS verification codes, may then reach the attacker.
  • Privacy exposure for a new subscriber: Messages intended for the former subscriber may arrive at the reassigned number. The Princeton study documented this risk in its limited observation, not as an inevitable result of every reassignment.

Both recycling and SIM-swap fraud involve someone else receiving communications for a number, but they are different events. The FTC’s SIM-swap guidance explains the fraud scenario; the FCC’s 2023 order addresses carrier protections against SIM changes and port-outs.

What to change before giving up the number

Do this while you can still receive messages at the old number. The FTC advises changing the number on file with accounts or services that use it to identify you. A carrier change alone does not alter settings at individual websites.

  1. Start with the email account used to recover other accounts. Replace the old number in its contact, sign-in verification, and recovery settings. Then work through financial accounts and other important services. This is a practical priority order based on the potential impact of account recovery, not a universal ranking published by the sources.
  2. Check each account’s phone-number settings. Look in profile or contact information, two-factor authentication, and account recovery. Remove the old number only after adding and verifying an accessible alternative if the service requires one.
  3. Use a different verification method when available. An authenticator app or physical security key avoids relying on SMS delivery for that authentication factor. Support varies by service; check each account’s security options. The FTC recommends considering an authentication app or security key if you are concerned about SIM swapping. A security key is optional hardware and does not remove a stale phone number from account settings.
  4. Keep a recovery route available. Save backup codes or configure another supported recovery method before removing an authentication factor, so a settings change does not lock you out. Confirm that recovery email addresses and phone numbers are yours and accessible.
  5. Review trusted devices. Remove a phone you are giving away from trusted-device lists. Sign out devices you no longer control.
  6. Repeat for other services that matter to you. Check social, shopping, work, and any other accounts that use the number for sign-in, recovery, or identity checks.

The FTC’s phone-upgrade guidance covers changing the number on accounts and removing personal information from a phone. Its hacked-account guidance includes steps for regaining access and signing out of devices.

If you have already lost access to the old number

If a service will not let you change its settings because it sends a code to the old number, use that service’s official account-recovery process. After regaining access, check that its recovery phone number and email are yours, review recent account activity, and sign out of devices you no longer control. For financial accounts, review activity for transactions you do not recognize. The FTC provides recovery guidance for hacked email and social accounts.

Signs the problem may be a SIM swap

Unexpected loss of phone service or a carrier notice about an unrequested SIM activation can indicate that someone is trying to take control of your current number. Contact your wireless provider immediately to regain control. Once service is restored, change passwords for important accounts and check financial accounts for unauthorized activity. These warning signs and response steps come from the FTC’s SIM-swap advice.

Why carrier protections are not enough

FCC rules address carrier-side SIM changes and port-outs through authentication, customer notices, and account protections. Those measures concern control of a phone line; they do not update the phone number saved in an online account’s recovery settings. You must change that number with each service that still has it on file.
