Yes—some GPUs with less than 24GB of VRAM can run local AI models. Quantization and CPU-plus-GPU inference let software such as llama.cpp work with models that do not fit entirely in graphics memory. But being able to load a model is not the same as getting useful speed, and the available evidence does not show that older-GPU setups match cloud models across common tasks.
Why 24GB is not a universal minimum
A model’s weights take up memory, but the amount needed also depends on its quantization, context length, runtime overhead, and how the system divides work between the GPU and CPU. Quantization stores model weights in lower-bit formats to reduce their memory footprint, often with a trade-off in model quality. A shorter context can also reduce memory use because the model has less conversation or prompt history to process.
llama.cpp’s documentation describes quantization and hybrid CPU/GPU inference. Hybrid inference can offload some model work to the GPU while keeping other work on the CPU, including when a model is larger than the available VRAM. That makes some below-24GB configurations feasible; it does not guarantee a particular model, context length, or speed will be practical.
What changes when a model exceeds VRAM
Capacity is not the same as performance
If the weights and other memory demands do not fit in VRAM, a runtime may be able to use system memory and CPU resources. That can make a model load when it otherwise would not, but the added CPU work and movement of data between memory pools can slow generation. In a Windows Central article dated 25 August 2025, the author described a performance drop in a test on an RTX 5080 when work spilled into system memory. That is evidence about that author’s setup, not a universal slowdown figure for older GPUs.

Context adds another constraint
A model that runs with a short prompt may need more memory as the context grows. The context includes the prompt and conversation history the model can use while generating a response; inference also needs memory for its key-value cache (KV cache), which stores information used during that process. So a card’s VRAM figure alone cannot tell you how long a context it will handle comfortably.
A 12GB card is a concrete example, not a blanket recommendation
An RTX 3060 with 12GB of VRAM is one example of a GPU below the supposed 24GB threshold. Windows Central’s 25 August 2025 article names that configuration as a lower-cost local-AI option. llamaperf also lists user-submitted llama.cpp reports for RTX 3060 12GB systems.

Those reports can help you find examples to investigate, but they are not controlled, apples-to-apples results unless you examine the model, quantization, context, runtime, and hardware configuration behind each one. They do not establish a typical generation speed for a home server. Current used prices, stock, and the condition of available cards are not established by these sources.

- VRAM: Check the memory needed for your chosen model, quantization, and intended context length. Do not treat a model’s ability to load as proof that it will run at a useful speed.
- Software and drivers: Confirm that the exact GPU, operating system, and driver combination works with your inference software. llama.cpp lists CUDA, ROCm, Vulkan, Metal, SYCL, and other backends, but that does not mean every card supports every backend.
- Performance evidence: Look for results using your intended model and workload. Read the configuration behind benchmark reports rather than treating an aggregated headline figure as a promise.
- Power, cooling, and noise: Consider whether the card can be cooled acceptably and run at a noise and power level that suits an always-on server.
- Fit and connections: Check card dimensions, case clearance, power-supply capacity, and required PSU connectors before buying.
- Cost and condition: For a used card, verify its exact VRAM configuration, condition, return terms, and compatibility. A specific price or recommendation cannot be established from the cited sources.
NVIDIA’s developer guidance similarly recommends identifying target VRAM and performance requirements and considering inference backends and deployment options. It is vendor guidance focused on NVIDIA hardware, not an independent comparison across GPU brands.

It may substitute for cloud access in selected workflows, but that depends on the model and what you need from it. Local inference can be useful when offline availability, control over the setup, or keeping prompts on your own hardware matters. Whether it is cost-effective depends on how much you use it and the full cost of the system, including power and any hardware purchase.
The evidence cited here does not establish that older-GPU local models match current cloud models in quality across common tasks. Choose a representative task, try the local model with the context and settings you expect to use, and compare the result with the cloud service you rely on. If quality or speed falls short, a hybrid approach—local inference for suitable tasks and cloud access for others—may be more practical than treating either option as a complete replacement.
