Okta President and COO Eric Kelleher told CRN that managing AI agents had become the top identity-related security concern he was hearing from Okta customers. That is a report of customer conversations—not an independently measured ranking across all organizations or security threats. The concern is understandable: agents can act through accounts, credentials, and permissions, and organizations need to know who owns them, what they can access, and how to shut them down.
What Okta’s COO said—and what “No. 1” means
In an interview reported by CRN, Kelleher said: “Over the past quarter in particular, it really has been made clear to us that this is the No. 1 security threat our customers are concerned about, regarding identity.” He also described agent security as the most important strategic identity need customers were raising.
The scope matters: this is Kelleher’s characterization of concerns among Okta customers, as reported by CRN. It is not evidence that AI agents rank first for every organization, or that they outrank other security threats in an industry-wide survey.
Why AI agents create an identity-security problem
An AI agent is software that can take actions, often by using credentials and permissions to reach applications or data. Once an agent can act on a system, its identity and access become security questions: which agent made a request, whose authority it used, what it was allowed to do, and whether that access is still needed.

Okta’s April 9, 2025 release describes non-human identities as including service and shared accounts, break-glass identities, API keys, access tokens, and automation tools. It identifies risks such as accounts that are not federated, absent multifactor authentication, static credentials that are not regularly rotated, excessive privileges, and potentially large blast radii. These are Okta’s descriptions of non-human-identity risks, not an independent audit of agent deployments.
Agents can make the familiar identity-management problem harder to see: a company may not have a complete inventory, an accountable owner, or a clear record of an agent’s delegated actions. A credential or permission left in place after a task ends can also become standing access—an ongoing capability that is no longer necessary.

What the available statistics do—and do not—show
CRN reported an Okta survey result from 2025: 90% of surveyed organizations said they had deployed AI agents, while 10% said they were confident the agents were properly governed and secured. The report does not state the sample size, field dates, or survey methodology, so these figures should be read as the reported survey result rather than a precise estimate of all organizations.
Other figures in Okta announcements use different sources, dates, and definitions. They should not be combined into a single trend line or treated as directly comparable:

- Okta’s April 2025 release cited research saying 91% of organizations already used AI agents. The release’s cited footnote is the underlying reference; the figure is presented here as Okta-reported, not as independently verified survey data.
- The same April 2025 release cited research saying 10% of organizations had a strategy for managing non-human identities, and cited Cloud Security Alliance and Astrix Research (2024) for the finding that 15% of organizations remained confident in their ability to secure non-human identities.
- Okta’s April 2025 release cited a Deloitte 2024 forecast that half of companies using generative AI would adopt agents in some capacity by 2027. This was a forecast, not an observed 2027 result.
- In a September 2025 release, Okta quoted a Gartner forecast that identity-fabric immunity principles would prevent 85% of new attacks by 2027. This is a forecast reproduced by a vendor, not an established outcome.
- In its September 22, 2026 Blueprint Alliance announcement, Okta attributed to Gartner a forecast that a global Fortune 500 enterprise would average more than 150,000 agents by 2028, and a finding that 13% of organizations believed they had the right agent governance in place. These are claims attributed to Gartner through Okta’s announcement.
- Okta’s June 25, 2026 announcement cited Deloitte for a finding that 85% of healthcare organizations planned to increase agentic-AI investment over the following two years. That describes planned investment, not spending already realized.
Controls to evaluate before deploying agents
Kelleher framed Okta’s approach as extending identity practices to agents. He said, “We’ve promoted agentic identity to be a first-class citizen throughout our stack,” and described discovery, credential vaulting and rotation, provisioning and de-provisioning, and turning agents off when they are not needed. Those are his descriptions of Okta’s product approach. Organizations can use the following questions to assess their own controls, regardless of vendor.
Inventory and accountable ownership
- Can you discover agents that teams have created or connected outside a formal registration process?
- Is every agent associated with a named human owner who is responsible for its purpose, permissions, and continued use?
- Can staff distinguish an agent identity from a person, service account, or other automated process?
Scoped access and credentials
- Can an agent access only the applications, data, and actions needed for its task?
- Can access be time-limited rather than left as a standing permission?
- Are credentials protected, rotated, or short-lived, and can they be revoked without disrupting unrelated identities?
Lifecycle governance and traceability
- Is there a registration and approval process before an agent receives access?
- Are permissions reviewed as the agent’s purpose, owner, or connected systems change?
- Can investigators trace an action back to the agent and the human or system that delegated it?
- Can the organization promptly de-provision an agent when its task ends or its owner leaves?
Monitoring and containment
- Can teams observe agent activity at runtime and identify unusual or unauthorized behavior?
- Can they revoke access or deactivate the agent quickly, and can containment be reversed safely if it was triggered by mistake?
Okta’s product availability and the Blueprint Alliance
Okta’s September 25, 2025 announcement described Okta for AI Agents as a planned offering, with discovery, registration, least-privilege authorization, governance, monitoring, and response capabilities. Its phased timing was a roadmap statement made at that date, not a current availability guarantee.

In a June 25, 2026 announcement, Okta said Okta for AI Agents – Core was generally available for regulated FedRAMP and HIPAA environments. Okta described registration of agents as identities with named human owners, scoped short-lived tokens, lifecycle controls, access reviews, and manual deactivation. The company also said the product was not authorized in Okta for US Military cells. These are vendor-described capabilities and availability boundaries; they should not be generalized to every Okta customer, environment, or product function.

How to compare agent-identity approaches
Product claims are not a substitute for checking how controls work in the organization’s actual environment. A useful evaluation should cover the whole agent lifecycle, not only login or credential storage.

The cited announcements and reporting identify these as relevant control dimensions, but do not provide independent comparative product testing or pricing. They therefore do not establish a vendor winner.
