Yes, an office building can be converted to apartments in Miami, but only after the parcel passes a zoning, building-code, and financial feasibility test. The city or county must allow residential use, the project must be reviewed as a change of use or occupancy, and the building must support safe, code-compliant apartments. National conversion benchmarks run from $100 to more than $500 per square foot (CBRE, 2023); a modeled Miami project reached $81.74 million in total development cost (HR&A Advisors/Build Florida 2030, 2025). Neither figure is a bid for a particular building.

First determine which Miami jurisdiction controls the property

“Miami” can mean the City of Miami, another municipality in Miami-Dade County, or unincorporated county land. Each has its own zoning code, building official, permitting portal, hearing requirements, and interpretations. A property outside the City of Miami is not governed by the city’s Miami 21 code merely because its mailing address says Miami.

  • City of Miami: Verify the Miami 21 transect, zoning atlas designation, overlays, historic status, special-area-plan rules, permitted residential use, density, height, setbacks, parking, and whether a waiver, warrant, exception, or rezoning is required.
  • Other municipalities: Use that municipality’s zoning map and planning department. Its residential-use permissions and development standards may differ from Miami 21.
  • Unincorporated Miami-Dade: Confirm the county district, county development regulations, and the county building official’s process.

Residential use may be allowed by right, or it may require discretionary approval. Do not assume that an office designation automatically permits apartments, or that a vacant office building is “grandfathered” for residential use.

What approvals an office conversion requires

1. Zoning verification before acquisition

Request written zoning verification for the exact folio and confirm the use, density, height, setbacks, parking, loading, open-space, mobility, and landscape standards that would apply to apartments. Check overlays, historic designations, special-area plans, waterfront or environmental constraints, and any pending zoning cases. A zoning map alone is not enough; use-specific conditions can affect the number and type of units that fit.

Ask the planning authority whether residential use is permitted by right and, if not, which approval applies. A waiver, warrant, exception, or rezoning can add design changes, public hearings, legal cost, and schedule risk. Obtain this answer before treating a purchase contract or underwriting assumption as secure.

2. Existing certificates and the change of use

Miami-Dade treats a new use or occupancy as a permit-triggering change. The permit must demonstrate compliance with the Florida Building Code and applicable local, state, and federal requirements. The City of Miami’s conversion materials require the owner to obtain copies of the active building Certificate of Occupancy (CO) and zoning Certificate of Use (CU): “If you are converting, you MUST obtain copies of your current/active Certificate of Occupancy (CO) from the Building Department and your current/active Certificate of Use (CU) from the Zoning Department.”

The existing office CO and CU do not authorize apartments. They establish the current legal condition and help reviewers identify what is changing. The final project needs a new or amended occupancy approval and the corresponding zoning use approval before residents move in.

3. Coordinated design and permit review

Use a Florida-licensed architect and a coordinated team that can test a residential plan before closing or final underwriting. Typical disciplines include structural, mechanical, electrical, plumbing, fire and life safety, and accessibility professionals. The conversion submission must show how the disciplines work together, not just a floor plan with apartment labels.

For City of Miami projects, the building permit is submitted through the iBuild process with ProjectDox plan review. Depending on jurisdiction and scope, reviewers can include building, zoning, fire, public works, transportation, environmental, and other agencies. Miami-Dade requires permits before altering the building or changing its occupancy.

4. Inspections and final authorization

After permits are issued, construction must pass the required trade and life-safety inspections. The owner then obtains the final Certificate of Occupancy or Completion and any new or amended Certificate of Use. Leasing or opening before those documents are issued can create enforcement, insurance, lender, and tenant-protection problems.

How much does an office-to-apartment conversion cost per square foot?

There is no published Miami-wide “typical” conversion cost or success rate. The available benchmarks show why a parcel-specific estimate is essential:

Reference Reported figure What it means
CBRE, 2023 $100 to more than $500 per square foot National office-to-multifamily conversion range; the spread reflects layout, building systems, structure, finishes, and scope. It is not a Miami quote.
Brookings Institution, 2025 More than $300 per square foot in five of six studied cities Average hard-cost finding for the cities studied; regional labor, code, financing, and building differences prevent direct Miami application.
Brookings Institution, 2025 $145 per square foot Lowest recent conversion example identified in its study, not a guaranteed minimum for Miami.
Dade-Commonwealth model, HR&A Advisors/Build Florida 2030, 2025 $81.74 million total development cost A modeled Miami project with its own size, land, design, construction, and financing assumptions; it should not be divided into a generic per-square-foot price.

The Dade-Commonwealth model allocated $50.4 million to hard costs, $10.6 million to soft costs, $3.3 million to financing costs, and $17.5 million to land. The model concluded that public-private participation would likely be needed under the capital conditions it evaluated. Those figures illustrate the importance of land and financing alongside construction; they do not establish what your building will cost.

Build a feasibility budget that can survive underwriting

Start with a concept-level test fit, then obtain a detailed estimate from a Miami general contractor. The budget should separate acquisition and project costs so an attractive construction number cannot hide an uneconomic purchase price.

  • Acquisition, closing costs, existing debt payoff, and required reserves.
  • Selective demolition, hazardous-material abatement where discovered, and temporary protection.
  • Structural repairs or reinforcement, slab penetrations, roof work, and facade repairs.
  • Windows and facade changes needed to provide adequate light, ventilation, weather resistance, or emergency access.
  • Apartment partitions, sound control, doors, kitchens, bathrooms, appliances, and finishes.
  • New plumbing branches and risers, domestic-water capacity, sanitary connections, and venting.
  • Heating, ventilation, and air-conditioning equipment, shafts, controls, and distribution.
  • Electrical service, distribution, meters, unit panels, emergency power, lighting, and communications pathways.
  • Sprinklers, fire alarm, smoke control, fire-rated assemblies, exit signage, and other life-safety work.
  • Elevator modernization or replacement, accessible routes, accessible units, and accessible parking.
  • Parking, loading, bicycle and mobility requirements, curb or sidewalk work, and transportation obligations.
  • Flood resilience, wind-hardening, waterproofing, elevation or equipment protection, and insurance requirements.
  • Architectural and engineering fees, surveys, testing, environmental reports, legal and zoning services, permits, and inspections.
  • Construction-interest carry, lender fees, taxes, insurance, lease-up, marketing, operating deficits, contingency, and replacement reserves.

Model rents, vacancy, operating expenses, taxes, insurance, construction duration, interest rates, and exit value together. Brookings found that 16 of 18 modeled buildings had negative net present value without incentives. A building that can technically receive permits may still fail because the resulting apartments are too few or too small to support the total development cost.

The building characteristics that decide whether conversion works

Floor-plate depth and windows

Offices often have deep floor plates designed around an internal corridor and perimeter workstations. Apartments need usable living and sleeping rooms with natural light and ventilation where required. If only a narrow perimeter band can become habitable rooms, the center may produce corridors, storage, bathrooms, or unusable residual space. A test fit should show net rentable area, not just the gross number of square feet.

Plumbing stacks and wet walls

Bathrooms and kitchens are economical when they can connect to existing stacks and group along shared wet walls. If stacks are sparse or badly located, the project may require new risers, long horizontal piping, slab penetrations, pumps, venting, and extensive repairs below. Confirm pipe capacity, access, and connection points rather than assuming an office restroom core can serve an entire residential floor.

Floor-to-floor height and HVAC distribution

Residential ceilings, ducts, plumbing, sprinklers, electrical pathways, and fire-rated assemblies compete for the space above a finished ceiling. Low floor-to-floor height can force exposed services, reduced ceiling heights, or an expensive redesign. Existing central HVAC may not provide individual apartment control, ventilation, metering, or maintenance access, while window or split-system solutions can create facade and noise issues.

Structure, facade, and windows

Investigate the condition and load capacity of slabs, beams, columns, roof, facade anchors, waterproofing, and windows. New partitions are usually lighter than major equipment, but residential plumbing, tubs, raised floors, rooftop equipment, balconies, or resilience upgrades can change loads. Older facades may need extensive repair before new windows or penetrations are possible.

Egress, fire protection, elevators, and accessibility

An office egress arrangement is not automatically suitable for residential occupancy. Verify exit capacity, travel distances, stair separation, fire-resistance ratings, corridors, doors, sprinklers, fire alarm, smoke control, emergency lighting, and elevator service. Accessibility rules affect the route from site arrival through common areas and the units required by the applicable code. Correcting these items late can consume floor area and contingency.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Parking, flood, and wind exposure

Residential density can increase parking and mobility obligations even when the office had substantial parking rights. Check whether reductions, shared parking, transit provisions, or other local options are available. Miami’s flood and wind exposure can require protection of electrical and mechanical equipment, waterproofing, structural attachment, emergency planning, and insurance that an office budget did not include.

Existing leases and timing

A technically feasible building may be unavailable for years if leases, renewal options, tenant improvements, or lender covenants prevent access. Map every lease expiration, surrender obligation, hazardous-material condition, and utility shutdown before setting a construction start. Carrying an occupied building while approvals proceed can materially change the financing model.

A practical due-diligence sequence

  1. Locate the jurisdiction. Confirm city, municipal, or unincorporated-county authority and identify the building and zoning officials.
  2. Order zoning verification. Record the Miami 21 transect or applicable district, overlays, historic and special-plan status, permitted residential use, density, height, setbacks, parking, and required hearings.
  3. Collect the active CO and CU. Compare the legal existing use, floor areas, occupant loads, and conditions with the proposed residential program.
  4. Commission a test fit. Have the licensed architect place realistic unit types, corridors, stairs, elevators, shafts, trash, mechanical rooms, accessible units, and amenity areas on measured plans.
  5. Audit the building systems. Survey structure, facade, windows, roof, plumbing stacks, electrical service, HVAC, fire protection, elevators, accessibility, flood exposure, and hazardous materials.
  6. Run a code and entitlement strategy. Identify the occupancy classification, fire and accessibility upgrades, zoning approvals, agency reviews, and likely conditions before pricing the work.
  7. Price the concept. Obtain a Miami contractor’s concept estimate with explicit allowances for unknown conditions, escalation, contingency, financing carry, and lease-up.
  8. Stress-test the economics. Vary rents, unit count, construction cost, interest rate, schedule, vacancy, incentives, and exit value. Reject a plan that works only under one optimistic case.
  9. Submit through the applicable portal. For City of Miami work, use iBuild and ProjectDox; other jurisdictions have different portals and review paths.
  10. Build, inspect, and close out. Complete permitted work, resolve every inspection comment, secure the final CO or Completion document and CU, then begin leasing.

Live Local Act and other incentives

Qualifying affordable or workforce-housing projects may receive administrative-approval and zoning incentives under Florida’s Live Local Act and amendments. Eligibility is conditional. Confirm the current statute and local implementation with Miami-Dade or the municipality, including affordability and income limits, required covenants, parcel eligibility, parking treatment, duration of restrictions, and any design or administrative conditions.

An incentive can improve density, approvals, or financing, but it does not cure a floor plate with no viable windows, inadequate plumbing, unsafe egress, or a structural problem. Treat the incentive as an assumption to be documented, not as value available automatically to every office conversion.

Common failure modes and how to avoid them

  • Wrong jurisdiction: A city zoning answer is applied to a county or neighboring municipality. Verify the governing authority and obtain written confirmation.
  • Using the office CO as residential permission: The existing certificate describes the current use. Obtain the change-of-use approvals and final residential documents.
  • Counting gross area as apartments: Deep cores, shafts, stairs, mechanical rooms, corridors, code-required accessible space, and poor window access reduce sellable or rentable area.
  • Pricing finishes before systems: Plumbing risers, electrical service, elevators, fire protection, facade work, and flood measures often dominate the budget.
  • Ignoring parking and mobility rules: Residential use can trigger different requirements even when the office complied under its former use.
  • Assuming a permit guarantees a viable deal: Approval does not ensure enough units, adequate rents, or acceptable financing returns.
  • Underestimating occupied-building risk: Existing leases, shutdowns, asbestos or other hazardous materials, and utility relocations can delay the schedule and consume contingency.
  • Relying on a national benchmark as a bid: CBRE and Brookings figures are comparison points. Use measured plans, local subcontractor pricing, and building-specific investigations for an investment decision.

Who should be on the project team

A conversion normally requires an adaptive-reuse architect, structural, mechanical, electrical, plumbing, fire-life-safety, and accessibility engineers, plus a zoning attorney or land-use specialist when discretionary approvals are possible. Add a surveyor, environmental consultant, permit expediter, Miami general contractor, and lender experienced with construction-to-permanent financing. Confirm each professional’s Florida license, scope, insurance, and availability before relying on a proposal.

Bottom line for a Miami office conversion

Proceed only after three tests pass together: residential use is legally obtainable at the parcel, the building can produce code-compliant apartments with workable light, plumbing, HVAC, egress, accessibility, and resilience, and the rent-and-cost model remains viable after land, financing, soft costs, contingency, and lease-up. Miami has no single standard conversion price or approval timetable. The responsible next step is a jurisdiction-specific zoning verification, active CO/CU review, architect-led test fit, systems investigation, and local concept estimate before acquisition or final underwriting.
