Neither an office campus nor a downtown office building is automatically the better choice. The right site is the one that lets your employees and visitors arrive reliably, supports the work you actually do, fits your full occupancy budget, and remains adaptable as attendance and headcount change. Compare specific buildings and neighborhoods—not labels—using commute data, access requirements, amenities, lease economics, and operating needs.

A 2014 NAIOP study summary found no strong overall tenant preference for downtown versus suburban locations. It did find a preference for amenity-rich, vibrant suburban centers over conventional single-use office parks (NAIOP, 2014). That distinction still matters: a mixed-use suburban center can offer parking and larger floor plates while also providing food, services, and public space.

What the two office models actually mean

Office campus or suburban office center

An office campus usually consists of one or more buildings on a larger, lower-density site. Access is commonly oriented toward driving, with surface or structured parking, internal roads, landscaped grounds, and room for expansion or specialized facilities. Some campuses are isolated office parks; others are part of mixed-use suburban centers with restaurants, childcare, fitness, retail, housing, trails, or public gathering areas.

The label says little about quality. A remote, single-use park and a walkable suburban center have very different effects on commuting, lunch breaks, recruiting, and client visits.

Downtown office building or central business district (CBD)

A downtown building is in a denser central district, often near multiple transit lines, hotels, civic institutions, universities, restaurants, and other employers. Space is generally stacked vertically, with shared lobbies, elevators, loading areas, and structured parking. Centrality can make some meetings and talent pools easier to reach, but employees and visitors may face transfers, traffic, expensive parking, or a longer first- and last-mile journey.

Downtown conditions vary block by block and can change over time. Do not infer current safety, transit reliability, vacancy, or amenity quality from a national narrative. Inspect the exact district at the hours your staff and clients will use it.

The decision in one sentence

Choose the site that minimizes the combined burden of employee and client travel while delivering the space, infrastructure, flexibility, and total cost your operating model requires. A downtown address is useful only when centrality materially improves access to people or institutions you need; a campus is useful only when its parking, space, and infrastructure advantages outweigh the commute and amenity burden.

Start with workforce and client geography

Before touring properties, map where employees, contractors, clients, and key partners live or work. Record expected office days, start and end windows, shift requirements, and acceptable travel modes. Use door-to-door travel time rather than distance to a highway or rail station.

Build a representative commute sample

  1. Export home ZIP codes or equivalent geographic areas for employees, using privacy-preserving aggregation rather than individual addresses.
  2. Group people by team, work schedule, and likely attendance frequency. A three-day-a-week collaboration team has a different location need from a laboratory team that must be present every day.
  3. For each candidate site, measure peak-period driving, transit, walking, cycling, and combined-mode trips. Include parking search time, transfers, station access, and the final walk.
  4. Calculate the share of staff within agreed thresholds, such as 45, 60, or 90 minutes. Set the threshold with employees; do not assume one universal tolerance.
  5. Repeat the exercise for major client and partner origins, visitor arrival times, and recurring meeting patterns.

Commute friction is an employee-experience issue, not merely a real-estate metric. CBRE’s 2026 Americas survey identifies location as the biggest barrier to attendance and points to commute difficulty, access to lunch and errands, and outdoor space as factors in whether an office trip feels worthwhile. Its analysis states: “No amount of workplace investment will offset a long or difficult commute” (CBRE Research, 2026).

Test transportation in both directions

Do not treat “transit-accessible” or “parking-provided” as binary claims. Verify capacity, price, reliability, and the routes your people actually use.

Questions for a campus or suburban center

  • How many employees can reach the site without a car, and is there a dependable shuttle or employer transportation program?
  • Is parking sufficient on the busiest days, including visitor, accessible, electric-vehicle, and contractor spaces?
  • What do permits, daily parking, overflow arrangements, and future rate increases cost?
  • Can pedestrians safely reach nearby food, childcare, errands, fitness, and outdoor areas?
  • How does snow, flooding, extreme heat, or a highway incident affect access?

Questions for a downtown building

  • Which rail, bus, and rapid-transit lines serve the building, and how frequent are they during arrival and departure windows?
  • How many transfers and minutes of walking are required from the most common origins?
  • Is parking available for employees and visitors, at what price, and with what reservation or validation process?
  • How do loading, deliveries, rideshare pickup, bicycles, and accessibility work during peak periods?
  • Are station entrances, sidewalks, and the building lobby usable during weather or service disruptions?

In CBRE’s Q2 2025 Americas office-occupier survey, 53% of respondents said they would reject a building without public transportation access and 52% would reject one without parking. Among respondents with mostly suburban portfolios, 65% said they would reject a building without parking. These are survey results, not universal market thresholds (CBRE Research, 2025).

Compare the actual sites on the factors that decide outcomes

Decision axis Campus or suburban site Downtown building Evidence to collect
Employee and client access Car, transit, shuttle, parking capacity and price Transit lines, transfers, first/last mile, visitor parking Door-to-door trip logs by origin and arrival window
Commute burden Peak highway congestion and internal site circulation Transfers, service frequency, traffic, station and sidewalk access Observed travel times on representative weekdays
Daily amenities On-site or nearby food, childcare, errands, fitness and outdoor space Walkable lunch, services, errands and public space Walking audits at lunch and after work
Hiring and business access Fit with where employees live; room for specialized operations Proximity to talent, clients, institutions and business networks Recruiting pipeline and client-origin analysis
Full occupancy cost Rent, operating expenses, parking, transport, utilities and maintenance Rent, building expenses, parking, transit support, build-out and submarket costs Five- to ten-year cash-flow model
Flexibility and utilization Ability to expand, contract or reconfigure a larger footprint Lease and floor-plate options for uneven attendance and growth Expansion, contraction, sublease and renewal clauses
Work requirements Consolidated space, privacy, specialized infrastructure and adjacency Client meetings, courts, government, universities, transit and urban labor pools Room, power, security, loading and technology specifications
Resilience and experience Weather, road disruptions and dependence on a single access mode Transit outages, building access, district services and current conditions Disruption plan and on-site inspections at multiple times

Model the full cost, not just quoted rent

A lower face rent can become expensive when parking, shuttles, build-out, utilities, or maintenance are added. A higher downtown rent may be offset by lower employee transportation support or a smaller footprint, but that is a hypothesis to test, not an assumption.

Include these cost lines

  • Base rent, escalations, operating-expense pass-throughs, taxes, insurance and common-area charges.
  • Tenant improvements, furniture, cabling, security, laboratory or production infrastructure, and moving costs.
  • Parking leases, validations, employee subsidies, visitor parking, shuttles, transit benefits and bicycle facilities.
  • Utilities, cleaning, repairs, after-hours HVAC, waste handling, loading, storage and specialized maintenance.
  • Technology and resilience requirements, including redundant connectivity, backup power and access-control changes.
  • Exit costs, restoration obligations, sublease costs and the value of unused space under hybrid attendance.

Compare net present cost over the same period and occupancy assumption. Show separate scenarios for current attendance, growth, contraction, and a disruption year. CBRE reported that 77% of respondents in its 2025 survey were considering relocation for a combination of cost, flexibility, employee-experience, or consolidation reasons; that figure does not indicate a preference for downtown or campus (CBRE Research, 2025).

Match the location to the job of the office

Choose campus advantages when the work requires them

A campus can be the stronger fit when teams need contiguous space, controlled access, heavy equipment, laboratories, studios, secure storage, loading, large training rooms, or frequent vehicle movement. Adjacency between departments may reduce handoffs and simplify supervision. Room for expansion can protect a specialized operation from an expensive move.

These advantages count only if employees can reach the site and the campus provides usable daily services. A large cafeteria that closes early does not solve a late-shift food problem; abundant parking does not help staff who cannot drive.

Choose downtown advantages when centrality changes the business

Downtown can be the stronger fit when proximity to courts, government agencies, universities, hospitals, financial institutions, clients, or a dense urban labor pool directly improves revenue, recruiting, or response time. A central location may also support client meetings without requiring visitors to drive between isolated sites.

Measure that benefit. Count recurring meetings, travel hours avoided, roles recruited from central neighborhoods, and partnerships that depend on proximity. “More central” is not itself a business case.

Assess amenities as part of attendance design

Employees experience a location through the entire day. List the services people need before work, during lunch, and after work: food at different price points, groceries, childcare, pharmacies, banking, fitness, outdoor space, medical care, and informal meeting areas.

For each candidate, document walking times, opening hours, weather protection, seating capacity, dietary options, and whether services are available on the days employees actually attend. A conventional office park may require a car for lunch; a downtown district may have many restaurants but limited affordable or quick options. A mixed-use suburban center can combine parking with walkable services, which is why the NAIOP comparison distinguished vibrant centers from single-use parks.

Inspect current downtown conditions instead of relying on reputation

National narratives about downtown recovery or decline are too broad for a lease decision. Cushman & Wakefield describes concerns involving worker presence, public safety, transit services, and lunch options, while CBRE’s 2026 survey reports that some relocating occupiers prefer central business districts when walkability, transit, and proximity to talent are present. Those observations can coexist because conditions differ by city, district, block, and building (Cushman & Wakefield; CBRE Research, 2026).

The same Cushman & Wakefield page reports that daytime office-worker populations in major cities remain more than 60% below pre-pandemic norms. Treat that as the firm’s broad context, not a current city-by-city measurement. For a candidate district, visit at morning arrival, lunch, evening departure, and a less busy day. Check lighting, active storefronts, transit service, street cleanliness, lobby staffing, emergency procedures, and the practical route from stations and parking.

Use a staged site-selection process

1. Define non-negotiables

Write minimum requirements before seeing asking rents: maximum commute burden, transit and parking access, accessibility, security, power and connectivity, floor-plate needs, visitor capacity, expansion rights, and target occupancy cost. Separate true constraints from preferences.

2. Shortlist neighborhoods, not just buildings

Use workforce and client maps to select a small number of districts. Include at least one campus or suburban center and one downtown option when both are plausible. Add a mixed-use suburban center if it could address the weaknesses of each traditional model.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Gather comparable proposals

Request the same information from every landlord: rentable and usable square feet, operating expenses, parking terms, improvement allowance, delivery condition, escalation schedule, renewal and contraction rights, restoration obligations, after-hours charges, loading, signage, security, and estimated move timeline.

Using 2 holes wire tray saves extra space, helps you easily cabling and wire protection. The mesh design is not easy to accumulate dust, but avoids safety accidents caused by messy wires.

4. Run commute and visitor tests

Ask employees to test anonymized representative trips or use scheduled observations. Have clients or staff perform a complete arrival: parking or transit, wayfinding, reception, elevator wait, meeting room, and departure. Record actual minutes and friction points.

5. Score the work fit and experience

Use a weighted score agreed by leadership and employees. A sample structure is 30% access, 25% total cost, 20% work requirements, 15% flexibility, and 10% amenities and resilience. Change the weights if your business has unusual laboratory, client, or security needs. Keep raw measurements alongside the score so a convenient ranking does not hide a fatal constraint.

6. Stress-test the winner

Model a 20% headcount increase, a 30% attendance decrease, a major transit outage, loss of parking capacity, and a shift in client geography. Confirm that the lease and building can handle those cases without forcing another move.

When a third option is better

Mixed-use suburban center

A mixed-use suburban center may offer parking, larger or more flexible floor plates, restaurants, services, outdoor space, and a more varied environment than a conventional office park. It can be a strong compromise when employees are geographically dispersed and a fully central location would create excessive driving or parking costs.

Multi-site or flex portfolio

If teams have different location needs, one address can be an artificial constraint. A primary operations site plus smaller meeting or collaboration space may reduce travel for local teams and preserve specialized infrastructure. CBRE’s 2026 survey describes flex space as part of many occupiers’ responses to uncertain demand (CBRE Research, 2026). Test the additional management, security, technology, and scheduling costs before adopting this model.

Common mistakes and how to avoid them

  • Choosing by label or prestige: Replace “downtown feels better” or “campus is cheaper” with measured travel, cost, and work-fit evidence.
  • Counting only base rent: Add parking, transport, build-out, utilities, maintenance, concessions, and exit obligations in one model.
  • Using straight-line distance: Measure door-to-door peak travel, transfers, parking search, and the final walk.
  • Assuming amenities exist because a map shows them: Verify opening hours, prices, capacity, accessibility, and actual walking routes.
  • Ignoring non-drivers or visitors: Test transit, cycling, rideshare, accessible arrival, and visitor wayfinding separately from employee driving.
  • Trusting a single tour: Revisit at arrival, lunch, evening, bad weather, and a high-attendance day.
  • Signing a rigid lease for uncertain demand: Negotiate expansion, contraction, sublease, renewal, assignment, and termination protections before committing.
  • Using an old city narrative: Confirm current transit, services, safety procedures, vacancy, and street conditions in the exact district.

A practical approval checklist

  • Employee and client origins are mapped with privacy safeguards.
  • Peak door-to-door travel is measured for driving, transit, walking, cycling, and mixed modes.
  • Parking capacity, pricing, visitor access, and overflow plans are documented.
  • Transit routes, frequency, transfer count, and disruption alternatives are verified.
  • Food, childcare, errands, fitness, outdoor space, and accessibility are checked at real operating hours.
  • Five- to ten-year occupancy cost includes rent, expenses, improvements, transport, parking, utilities, maintenance, and exit costs.
  • Space supports collaboration, focused work, privacy, specialized infrastructure, storage, loading, and security.
  • Lease flexibility matches plausible growth, contraction, hybrid attendance, and sublease needs.
  • The district and building have been inspected at the times employees and visitors will use them.
  • Leadership has documented why the selected site improves hiring, attendance, client access, or operations enough to justify its cost.

Bottom-line decision rule

Select the campus when its access, parking, specialized space, and flexibility solve core operating needs without imposing an unacceptable commute. Select downtown when centrality demonstrably improves talent, client, institutional, or transit access and the building meets practical parking, service, and cost requirements. If neither traditional model clears those tests, choose a mixed-use suburban center or a deliberately designed multi-site portfolio. The winning location is the one that performs best for your actual workforce, visitors, work, and lease—not the one with the most attractive label.
