No: the New York City proposal at issue would not ban self-checkout outright. Int. 0729-2026 would require employee supervision and, at covered stores, a 15-item maximum. The City Council lists it as being in committee, so it is a proposal, not a rule currently in force. Walmart separately says customers can choose cashier checkout; its Scan & Go option is for Walmart+ members at participating stores.
What New York City’s proposed self-checkout law would require
New York City Council Int. 0729-2026 was introduced and referred on March 10, 2026. The Council’s record shows its status as “Committee”; it does not list an enactment date or law number. The proposal would regulate self-checkout at specified businesses rather than prohibit the technology. See the Council bill record and introduced text.
Employee supervision and kiosk staffing
A covered store offering self-checkout would have to assign at least one employee to supervise the area while it is operating. In an area with four or more kiosks, the proposal would require one employee for every three kiosks.

Covered businesses would have to establish, implement, and advertise a 15-item maximum for self-service checkout purchases. The bill does not describe this as a ban on self-checkout; it sets an item-count restriction alongside staffing requirements.

Penalties and effective date
The introduced text makes violations subject to civil penalties. It sets a penalty of $100 per employee, with increases for continuing uncured violations up to $1,000 per employee per day. If enacted, the proposal would take effect one year after enactment.
Which stores the proposal would cover
The bill’s definitions limit its reach; it should not be described as applying to every retailer in New York City. A “pharmacy” includes a retail store containing a pharmacy. A “food retail store” includes either of these:

- A store larger than 15,000 square feet that primarily sells household foodstuff for offsite consumption.
- A store larger than 85,000 square feet where at least 10 percent of sales-floor area is devoted to food categories.
The bill defines self-service checkout as an automated in-store kiosk process for scanning, bagging, and paying without human assistance. Whether a particular business falls within the bill’s definitions depends on its circumstances.

No. Walmart’s corporate FAQ says customers who prefer a cashier can use that option. The FAQ also says Walmart+ members can use mobile Scan & Go in participating stores. These are Walmart’s stated checkout options, not a guarantee that every location offers every feature. See Walmart’s “Do I have to use self-checkout?” FAQ.

How Scan & Go works under Walmart’s terms
Walmart’s Walmart+ Terms of Use say members must accurately scan products and complete the transaction through the store’s checkout process. Walmart may conduct an item check and require products to be rescanned or removed. The terms also allow Walmart to change, suspend, or end the feature at its discretion.

The city proposal concerns legal requirements for businesses meeting its definitions. Walmart’s FAQ and terms describe company checkout options. Neither source establishes a universal Walmart self-checkout ban or the checkout policy at every individual store. Store-level practices and Scan & Go availability can vary.
