For U.S. utility-scale electricity, neither nuclear power nor natural gas is a universal winner on cost or reliability. Nuclear tends to generate steadily and has much lower lifecycle greenhouse-gas emissions; gas plants can be dispatched to meet changing demand, but costs depend on fuel prices and plant type. A fair comparison must distinguish new construction from continued operation, combined-cycle plants from combustion turbines, and annual output from availability during a specific high-demand hour.
Is nuclear power cheaper than natural gas?
It depends on what is being compared. A modeled cost for a new plant is not the same as the operating cost of an existing one, and a national estimate is not a project bid. The U.S. Energy Information Administration’s (EIA) AEO 2026 levelized-cost report estimates costs for new resources entering service in 2031 under the AEO 2026 Counterfactual Baseline case. Its estimates vary by region and depend on the case assumptions.
Modeled costs for new plants
Approximate readings from the EIA report’s figure are shown below in 2025 dollars per megawatt-hour (MWh). The regional ranges and averages are model outputs, not guaranteed prices for projects.

| Combined-cycle natural gas | $68–$95/MWh | About $95/MWh | About $78/MWh |
All values in this table are approximate readings of the EIA’s modeled 2031-entry estimates for the AEO 2026 Counterfactual Baseline case, in 2025 dollars per MWh; the report shows regional variation. The simple and capacity-weighted averages use different weighting, so they need not fall within the displayed regional range. See the EIA report for its assumptions and presentation.

Why a new-build estimate cannot answer every cost question
Levelized cost spreads modeled costs over expected generation across a plant’s life. The result is sensitive to financing, construction execution, utilization, fuel-price assumptions, location, tax treatment, and the service the grid needs. A comparison between two proposed projects should align those assumptions rather than treating either estimate as a universal tariff.
For existing plants, the decision is different: compare the costs and risks of continued operation with the costs and consequences of replacement. An existing plant’s original construction spending is not the same question as the full cost of building a new one. EIA describes its Annual Energy Outlook 2026 as alternative-futures analysis, not a set of predictions; natural-gas resource and price assumptions affect the modeled competitiveness of generation technologies.

How much CO2 does natural gas produce compared with nuclear power?
For a lifecycle comparison—not just emissions at the power-plant stack—the IPCC’s 2014 assessment reports much lower median greenhouse-gas emissions for nuclear than for natural-gas combined-cycle electricity. The values are in grams of carbon-dioxide equivalent per kilowatt-hour (gCO2e/kWh), so they cover greenhouse gases expressed as CO2-equivalent, not CO2 alone.

| Nuclear | 12 gCO2e/kWh | 3.7–110 gCO2e/kWh |
| Natural-gas combined cycle | 490 gCO2e/kWh | 410–650 gCO2e/kWh |
These are values assessed by the Intergovernmental Panel on Climate Change (IPCC) in 2014 from the literature, not measurements of every plant or guarantees for a current project. The ranges reflect variation among assessed estimates. The IPCC’s 2014 Working Group III Chapter 7 discusses lifecycle boundaries and emissions sources.

Why methane leakage matters to gas’s lifecycle total
Burning natural gas at a plant is only part of its lifecycle footprint. Methane can escape during fuel production and delivery; the IPCC identifies fugitive methane from the fossil-fuel chain as a major indirect contribution for fossil technologies. As a result, gas’s lifecycle estimate depends in part on supply-chain leakage and on the global-warming-potential method and time period used. Stack-only figures answer a narrower question and should not be presented as lifecycle totals.
Which is more reliable, nuclear or natural gas?
“Reliable” can mean several things: how much electricity a plant produces over a year, whether it can be dispatched when needed, whether it is available in a particular peak hour, or whether the whole grid can meet demand through disruptions. No single one of those measures establishes a universal technology ranking.

Capacity factor measures annual output, not peak-hour availability
Capacity factor compares a generator’s actual output over a period with the output it would have produced if it had run at full capacity throughout that period. EIA reports a 91% average U.S. nuclear capacity factor for 2025 in its U.S. nuclear industry explainer. That annual fleet average shows sustained generation; it does not mean an individual reactor is certain to be operating during a particular peak hour. EIA also publishes U.S. capacity-factor data by generator category in its non-fossil generator table and fossil generator table (2024 data, released October 16, 2025).
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteNuclear output and outages
EIA says U.S. reactors generally operate near generating capacity and typically reduce output for refueling every 18 to 24 months, usually scheduling those outages in lower-demand seasons. Planned refueling and unplanned outages still matter to availability; the average capacity factor alone does not describe either a specific unit’s outage history or its status at a particular moment. EIA explains the measure and refueling pattern in its power-plant generation FAQ.

Natural-gas plants differ by technology and use
“Natural gas” is not one operating profile. EIA distinguishes combined-cycle units from combustion turbines. Combined-cycle plants can serve base and intermediate load; dispatchability, efficiency, and regional use vary across technologies and locations. EIA’s 2024 analysis of U.S. gas-fired generation explains those differences. A single gas capacity factor or efficiency figure would therefore misrepresent part of the fleet.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Can natural-gas plants back up nuclear power?
Gas generation can complement nuclear in a grid portfolio: nuclear can provide sustained output, while dispatchable gas units can be scheduled to respond to changes in demand and generation needs. That is a system-planning role, not a guarantee that a gas plant will be available whenever a reactor is offline. Its contribution depends on the gas unit, fuel availability, transmission, reserves, and conditions elsewhere on the grid.
Whether this combination is useful depends on the service being procured and the rest of the electricity system. Capacity factor and dispatchability describe important plant attributes, but grid reliability also depends on outages, fuel arrangements, transmission, demand patterns, reserves, and other resources. The evidence does not support saying that either technology is always more reliable in every region or operating condition.
What should a fair project comparison include?
Before choosing between a nuclear proposal and a gas proposal, make sure both options are being evaluated against the same grid need and time horizon. Specify:
- Asset status: new construction or continued operation of an existing plant.
- Technology: reactor design or gas generation type, such as combined cycle or a combustion turbine.
- Cost basis: financing, construction assumptions, fuel prices, expected utilization, tax treatment, and location.
- Service required: sustained generation, intermediate energy, or dispatchable output, and when that output must be available.
- Emissions boundary: plant-stack emissions or lifecycle greenhouse gases, including methane in the gas supply chain.
- Local conditions: fuel supply, transmission, water, regulation, and applicable policy assumptions.
National cost and operating data can frame those questions, but they do not substitute for project-specific cost estimates or a local reliability assessment.
