The October 15, 2026 start date for merchant discount rate (MDR) on some UPI payments is still the announced date. Reports on October 8 said the government may postpone it by a few months, with January 2027 discussed, but no official notice changing the date had been confirmed as of October 9. Whatever the timing, the announced framework is narrow: person-to-person UPI transfers stay free, and most merchant payments are not affected.
Is UPI becoming chargeable on October 15?
Officially, October 15 remains the announced start date. Two reports published on October 8, 2026 said the government is weighing a delay. The Times of India, citing a regulatory official and an industry executive, reported that the rollout could be pushed back by a few months, with January 2027 discussed. The Times of India report describes a proposal under discussion, not a decision. Moneycontrol reported the same day that Finance Minister Nirmala Sitharaman said the timing would be left to stakeholders, and that a discussion by the UPI Steering Committee was expected on October 9. The Moneycontrol report carries her remarks.
Treat any January 2027 date as unconfirmed until the Ministry of Finance, NPCI, or your bank announces it. Until then, the October 15 date is the one on the official record.
What the announced framework covers
The fee question is separate from the timing question. The Ministry of Finance’s statement of September 15, 2026 sets out which transactions carry MDR and at what rate. The table below reflects that framework as stated by the Ministry.

| Transaction type | Value threshold | Announced MDR treatment |
|---|---|---|
| Person-to-person (P2P) transfers | Any amount | Free. No transaction, platform, or other charge is imposed on individuals for sending or receiving money. |
| Person-to-merchant (P2M) payments | Up to ₹2,000 | Free of MDR. |
| Specified P2M payments in the general category | Above ₹2,000 | 0.4%, capped at ₹300 for transactions of ₹75,000 or more. |
| Railways, telecommunications, insurance, fuel, and agricultural inputs | Above ₹2,000 | Flat ₹5 per transaction. |
| Mutual funds, securities, stockbrokers, and dealers | Not stated | 0.02%, capped at ₹300. |
| Small merchants in the P2PM category receiving up to ₹1 lakh per month through UPI QR codes | Not stated | Zero MDR on all transactions. |
The category rows are the Ministry’s stated rules. They do not mean that every transaction above ₹2,000 carries the same rate. The Ministry’s statement is the place to check whether a particular merchant type is covered: PIB release PRID 2310586, titled “UPI Continues to Remain Free for Peer to Peer Transactions and 96% of Merchant Transactions.”
Will sending money to someone cost you anything?
No, under the announced framework. Person-to-person transfers remain free regardless of amount, and the Ministry says no charge is imposed on individuals for sending or receiving money. The MDR rules apply to merchant-side payments only, so a friend, family member, or colleague sending you money through UPI is outside the scope of the proposed fees.
Rank #2

Does a UPI payment above ₹2,000 cost the customer more?
The MDR is a charge on the merchant’s side of the payment system. It is not a tax collected by the government or NPCI. The Ministry says banks have been advised to make sure merchants do not pass MDR on to customers, and that UPI application providers may not impose platform or hidden charges.
That is the official guidance, not a guarantee of how every merchant will behave. If a merchant adds a surcharge at checkout after October 15, that would be a merchant decision that the statement says banks should prevent, and it is worth raising with your bank or the merchant if it happens.
Rank #3

- No hidden fees and no long-term contracts
- Mobile card reader that accepts payments anywhere & anytime
- Use the free SumUp App on your smartphone or tablet to start accepting transactions

How the 0.4% rate and ₹300 cap work
For a specified general-category merchant payment above ₹2,000, the rate is 0.4%, but the MDR cannot exceed ₹300. The cap applies to transactions of ₹75,000 or more, and 0.4% of ₹75,000 is exactly ₹300. Below that value, the MDR is calculated at 0.4% of the transaction amount. For example, if a specified general-category payment of ₹10,000 applied, the MDR would be ₹40, borne by the merchant under the framework.
What the Ministry’s percentages measure
The Ministry’s September statement gives three figures that are often quoted without context:

- Ergonomic and cost efficient design
- About 96% of P2M transactions are expected to remain unaffected by MDR.
- About 4% of merchant transactions are expected to attract MDR.
- P2P transactions account for 70% of total UPI transaction value.
These are the Ministry’s own estimates, published in its statement. They are not independently verified figures, and the statement is the only source for them. The 96% and 4% describe the share of merchant transactions, not the share of your own spending.
Where the delay stands
What has been reported
Sitharaman’s remarks, as quoted by Moneycontrol on October 8, 2026: “Deferment of MDR will be handled by the stakeholders. Its on them to decide from when MDR will be levied on UPI transactions.” Her statement leaves the timing to stakeholders. It does not itself confirm a deferral.
Best Value
- An intuitive interface to easily accept payments and manage your sales.
- Strong, reliable Wi-Fi connection. Free SIM card and mobile data so you can process payments anywhere.
- Great battery capability with an additional charging station.
- A truly portable device. Stay in control of your business, wherever you go.

On the likely effect of the fee, RBI Governor Sanjay Malhotra said, as quoted by The Times of India on October 8, 2026: “As of now, we do not see any drop in volumes. And I don’t personally think that a small fee will have a major impact on the volumes.” This is his assessment of the expected impact, not evidence of an outcome.
What is not yet confirmed
- Whether the UPI Steering Committee’s discussion, expected on October 9, produced a recommendation.
- Whether the start date has been moved to January 2027 or any other date.
- Whether any NPCI, Ministry, or bank notice has changed the October 15 effective date.
If the rollout is deferred, the fee framework itself, including the categories and rates above, would not change on the reports reviewed so far. The reports concern timing.
Quick Recap
What to check before October 15
- The Ministry of Finance and PIB releases for any change to the effective date.
- Notices from your bank or UPI app about merchant charges or changes to QR payments.
- Your merchant’s checkout display. If a surcharge appears on a payment you expect to be free, ask the merchant and your bank how it is being applied.
