India’s National Human Rights Commission (NHRC) has taken suo motu cognizance of media reports alleging chemical-burn injuries among workers at bleaching units in Panipat district, Haryana. On 1 October 2026, it said it had issued a notice to the Panipat District Magistrate seeking a detailed report within two weeks. The action is a request for information, not a finding that the allegations have been proved.
What was reported about the Panipat bleaching units?
The NHRC’s 1 October 2026 release recounted a media report carried the previous day. The report alleged that bleaching units in Panipat were operating without a valid Pollution Control Board no-objection certificate (NOC), and that workers were exposed to hazardous chemicals without boots, gloves or other protective equipment. The account named hydrochloric acid and sodium hypochlorite as chemicals reportedly used at the units. It also relayed an allegation that chemical-laden wastewater was discharged into pits without disposal arrangements. How many workers were reportedly injured?
The NHRC said the media report stated that at least 10–12 workers from the units approached Civil Hospital daily with severely injured hands and feet. This is a figure relayed from the media report, not an independently confirmed hospital count or an official NHRC injury tally. What did the NHRC do?
The Commission said it took suo motu cognizance after the media report and issued a notice to the Panipat District Magistrate, seeking a detailed report within two weeks. It said: “The Commission has observed that the contents of the news report, if true, raise serious issues of violation of human rights.” The conditional wording matters: the NHRC was describing the seriousness of the reported claims, not announcing a final determination.
The NHRC release names the District Magistrate as the notice’s addressee. A contemporaneous Hindustan Times report published on 3 October 2026 refers to the deputy commissioner. Neither account establishes that a reply was received or that corrective action had been taken.
