New York Gov. Kathy Hochul declared a disaster emergency on October 5, 2026, as measles cases rose in neighboring states and rural parts of New York. The order, as described by the Associated Press, expands who may administer measles vaccines to include paramedics and midwives, and lets nurses join doctors in ordering tests. The CDC had counted 3,887 confirmed U.S. cases through October 1, 2026; that is a year-to-date count, not a final total for the year.
Why did New York declare a measles emergency?
The emergency declaration responds to measles cases in neighboring states and rural New York, according to the Associated Press. Its reported purpose is to expand access to vaccination and testing as the outbreak situation develops.
The Associated Press reports that the order broadens the pool of people who may administer measles vaccines to include paramedics, midwives and others, and allows nurses, as well as doctors, to order tests. The official executive-order text was not available in the reviewed material, so its precise legal scope, order number and expiration date are not established here.
How many measles cases are in the U.S. in 2026?
The CDC reported 3,887 confirmed U.S. measles cases as of October 1, 2026. Its weekly surveillance page counts cases reported to the agency by Thursday at noon, and states can report on different schedules. Local totals and the national CDC count may therefore differ at a given moment. CDC measles surveillance data

The 2026 figure is a snapshot that can change as cases are reported and confirmed. For comparison, the CDC lists 2,289 confirmed cases for all of 2025. The 2026 count had already passed that completed-year total by October 1, but the two figures cover different periods.
Is this the highest U.S. measles count in 35 years?
The Associated Press characterized the 2026 total as the worst U.S. measles year since 1991, based on CDC figures. That comparison is time-sensitive: it refers to an evolving 2026 year-to-date count, not a finalized annual total. Associated Press report on New York’s emergency declaration

The CDC recorded 1,249 U.S. cases from January 1 through October 1, 2019, then the highest number reported in a year since 1992. That was also an interim October snapshot. The CDC’s completed-year total for 2019 is 1,274, so the 2026 count should not be treated as directly comparable to a full-year historical figure until the year ends. New York was central to the 2019 national surge. Through October 1 of that year, 934 cases—75% of the U.S. total at that point—were associated with outbreaks in New York City and New York State. The CDC reported that 89% of patients nationwide through that date were unvaccinated or had unknown vaccination status; 10% were hospitalized. These are 2019 figures, not a description of the 2026 cases.

The CDC’s review attributed the prolonged 2018–2019 New York outbreaks to a combination of factors: pockets of low vaccination coverage, variable vaccine acceptance, population density and close social networks, and repeated introductions of measles by unvaccinated travelers. The outbreaks lasted nearly a year and threatened the United States’ measles-elimination status, but ended before reaching the one-year threshold. Those historical findings should not be assumed to explain the current outbreak without evidence specific to 2026. CDC’s 2019 report and outbreak analysis
