New York’s amended lawsuit against TikTok alleges that during tests in 2023, the company gave thousands of users, including teens and children, a nonfunctional version of Algo Refresh, a feature meant to reset video recommendations. According to Reuters’ October 7, 2026 report on the newly unsealed pleading, some users believed the reset had taken effect even though their feeds did not change. These are allegations in a lawsuit, not court findings, and TikTok has broadly denied New York’s claims in court filings.
What the amended complaint alleges
The claim sits inside New York’s existing case against TikTok, which the state filed in October 2024. Reuters reports that the amended claims were filed under seal at the end of August 2026 and that a judge later ordered them unsealed. The text of the amended filing was not available for direct review for this article, so the details below rest on Reuters’ account of it and should be read as the state’s allegations.
How the alleged test worked
Algo Refresh is described as a way for people to reset the videos recommended to them, typically to move away from content they find unwanted or potentially harmful. According to the complaint as reported, TikTok ran repeated “ghost” or placebo tests of the feature in 2023. Some users who tried to activate it received a nonfunctional version. Their feeds did not change, while users given the working version saw their recommendations reset.

The stated purpose of the tests
Reuters reports that the complaint alleges TikTok studied how the feature affected time spent on the platform and advertising revenue. That purpose is what gives the allegation its weight: the state’s theory is that a safety control was tested for business effects rather than delivered as described.
The reset was also described as more lasting than it was
The lawsuit separately alleges that the reset was presented to users as more durable than it actually was. That is a distinct claim from the placebo tests, and it concerns how the feature was represented rather than whether a given user’s feed changed.

An internal objection, reported without a name
Reuters reports that a TikTok product manager for Digital Well Being objected internally that a placebo group conflicted with the feature’s stated purpose of algorithm transparency and control. The employee is not named in the accessible report, and the internal wording should be read only as Reuters paraphrases it.

TikTok’s response
A TikTok spokesperson, who is not named in Reuters’ report, responded with a general description of the company’s practices: “We continuously make improvements to our platform which means that, like most companies, we regularly test new products and features to validate the experience and understand how they work in the real world.” That statement addresses product testing in general. It does not, in the reported text, specifically confirm or deny the Algo Refresh placebo groups. Reuters also reports that the company broadly denied New York’s allegations in court filings.

The broader 2024 case
The original complaint is a separate, wider matter. The state’s 2024 filing alleges that TikTok made deceptive safety representations and built harmful or addictive features into its platform. It discusses TikTok tools such as screen-time management and Family Pairing, and alleges shortcomings in how effective those tools were, how easily users could find them, and how they were explained. The state seeks legal remedies, including financial penalties and damages. These are claims by the state, not established facts.

The Algo Refresh allegation is one specific example that New York has added to that case. It should not be read as the whole of the lawsuit, and the broader claims about youth safety should not be read as confirmation of the placebo-test details.
What remains unverified
