New Outlook for Windows has reached general availability in Microsoft’s GCC High and DoD government cloud environments. It is not a forced switch, though. The app stays off by default and opt-in, and users can move between New Outlook and classic Outlook. This applies only to those two clouds, not to every Microsoft 365 tenant. The details below come from a Neowin report of a Microsoft 365 Admin Center message, MC1338816, which we could not read directly. Treat the dates and wording as reported, and confirm them in your own Message Center.

What was announced

Neowin reports that Microsoft’s announcement says New Outlook for Windows is now available to GCC High and DoD customers. The reported summary reads: “New Outlook for Windows will be available in GCC High and DoD environments starting Public Preview July 30, 2026, has rolled out. It remains off by default and opt-in, allowing admins control via policies and registry keys. Migration from COM to web add-ins is recommended.” The report does not name a Microsoft author for the message.

Reported timeline

Milestone Reported date
Public preview begins July 30, 2026
General availability September 30, 2026
Rollout expected to complete End of 2026
Notice before any migration steps are initiated At least 12 months

All four items come from the same Neowin report. The 12-month commitment matters most for planning. According to the report, Microsoft will not start migration steps without at least a year’s warning. Nothing in the report suggests a forced cutover is imminent.

Will users be switched automatically?

No. The report says New Outlook remains off by default and opt-in, and that current classic Outlook users are not automatically affected. Users who try it can switch back to classic Outlook. For now, the choice stays with users and administrators.

How admins control availability

The report says administrators can manage New Outlook through policies and registry keys. It gives one registry location for both clouds, with a different value for each:

Cloud Registry path Value name DWORD data
GCC High HKEY_CURRENT_USERSoftwarePoliciesMicrosoftOffice16.0Outlook NewOutlookForWindowsCloudType 00000003
DoD HKEY_CURRENT_USERSoftwarePoliciesMicrosoftOffice16.0Outlook NewOutlookForWindowsCloudType 00000004

Because this comes from a secondary report, check the values against Message Center post MC1338816 and Microsoft Support’s guide “New Outlook for Windows: A Guide to Product Availability” before pushing them through Group Policy or another management tool. Pilot with a small group first. Registry-based settings can change between product builds.

Add-ins: the part to act on now

The announcement recommends migrating from COM add-ins to web add-ins. Web add-ins are the extension model New Outlook is built around. If your organization depends on COM add-ins, such as in-house tools or third-party plug-ins, inventory them now. Then ask each vendor or internal owner whether a web add-in version exists. The report does not say how existing COM add-ins behave in New Outlook, so test them rather than assume.

Suggested planning steps

  1. Confirm which cloud your tenant is on: GCC High or DoD. Other tenant types are outside this announcement.
  2. Read MC1338816 in the Microsoft 365 admin center and compare its dates with those above.
  3. List every COM add-in in use and mark which have web add-in replacements.
  4. Choose a pilot group, set the registry value for your cloud type, and let those users switch between New Outlook and classic Outlook.
  5. Decide whether to leave the choice with users or restrict it through policy, and record the decision before the end-of-2026 rollout completes.

The source does not cover feature parity with classic Outlook, licensing requirements, supported account types, or compatibility details for specific add-ins. Check those against Microsoft’s documentation before committing to a broad deployment.
