A new conceptual framework proposes connecting digital technologies, entrepreneurship, mineral processing and public-private collaboration to support inclusive economic growth in Africa. It describes pathways that could contribute to innovation and industrial upgrading; it does not report that the approach has been implemented or that it has created jobs or improved services.
What is the new framework linking digital technology and mineral processing?
Dinko Herman Boikanyo’s article, “Innovation for societal transformation in Africa: a strategic framework for inclusive growth,” proposes what it calls a societal innovation ecosystem framework. The four drivers are intended to work together rather than operate as separate initiatives.
- Digital technologies: A source of tools and capabilities for knowledge creation and technology diffusion.
- Entrepreneurship ecosystems: Networks and conditions intended to support entrepreneurial experimentation.
- Mineral beneficiation: Processing minerals to add value, rather than relying only on raw-material extraction.
- Public-private collaboration: Cooperation across sectors intended to connect capabilities and support innovation.
The article presents these as connected drivers: digital capabilities and collaboration could support experimentation; entrepreneurship could help develop and apply ideas; and mineral beneficiation could provide a route to industrial upgrading. This is the framework’s proposed logic, not a demonstrated sequence of effects.
How could mineral beneficiation support economic growth in Africa?
Beneficiation means adding value to minerals through processing. Inderscience’s publisher news coverage gives the domestic processing of critical minerals into higher-value products such as batteries as an illustration of this value-addition argument. It is an example, not a specific project or implementation plan announced by the paper.

In the framework, connecting processing with digital technology, entrepreneurship and public-private cooperation could help diffuse technology and encourage industrial upgrading. The proposal aims for those pathways to contribute to employment, broader access to services, inclusive growth and sustainable development. The abstract does not quantify these outcomes or establish that processing alone would produce them.
Does the framework show that local processing creates jobs?
No. The article is a conceptual proposal, and its abstract does not provide an impact evaluation, quantified job estimate or evidence that the framework has been applied. Employment creation and improved service access are intended outcomes, not reported results.

The available publisher material also does not specify a country-level rollout, financing arrangement or implementation timetable. The framework should therefore be read as a way of organizing potential connections among four drivers, not as a proven growth strategy for every African economy.

The abstract places the proposal against challenges that include unemployment, poverty, energy insecurity, water scarcity and gaps in education. It does not supply named statistics or quantified impact estimates for the framework. The publisher’s 2026 research-news coverage offers the battery example, but neither source identifies a tested country-level model or reports achieved outcomes.

The framework’s distinctive emphasis is on linking capabilities that can otherwise be pursued separately. When evaluating any future application, useful questions would include:
- Are digital capability, entrepreneurship networks, mineral processing and cross-sector coordination connected in practice?
- Is there evidence of implementation, rather than only a proposed pathway?
- Are outcomes such as jobs, service access or inclusive growth measured and attributed to the approach?
These are assessment questions, not findings that the framework has been tested against other approaches.
