NetApp announced Keystone Sovereign on September 29, 2026, as a storage-as-a-service option for qualified European Economic Area (EEA) customers. NetApp says initial pilots are planned for Germany and France; the announcement is not a general-availability notice, and the company says future plans and unreleased offerings may change.

The announcement reflects a wider shift in infrastructure decisions: data location is only one part of sovereignty. Organizations also need to examine who can access systems, where support and telemetry are handled, which laws and supply chains apply, and how easily they can switch providers.

What NetApp announced

NetApp describes Keystone Sovereign as a storage-as-a-service offering for qualified EEA customers. Its September 29, 2026 announcement lists controls intended to address several dimensions of sovereignty:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Data residency: European-based handling for relevant customer data, logs, backups, and telemetry where applicable.
  • Support: European-based support and escalation paths.
  • Operational access: European-controlled access and management processes.
  • Visibility: Documentation of telemetry, monitoring, and data flows.
  • Contractual structure: Legal and contractual arrangements intended to reinforce sovereignty expectations.

These are features NetApp says it intends to provide, not an independent certification or guarantee that the service satisfies every customer’s legal or regulatory obligations. NetApp says initial pilots are planned in Germany and France, with additional countries planned. The cited announcement does not establish pricing, final service terms, a full country rollout, or a general-availability date. NetApp’s announcement also cautions that future plans and unreleased offerings can change.

What does data sovereignty mean?

The European Commission defines technology sovereignty this way: “Tech sovereignty is Europe’s ability to act independently in the digital world by developing and controlling key technologies, data, and infrastructure, while reducing reliance on non-EU providers.” The definition covers control and dependence, not just the physical location of files. The Commission’s technology-sovereignty policy page also describes a policy package adopted on June 3, 2026, with proposals and strategies concerning areas including chips, cloud and AI development, open source, energy, and digital infrastructure.

NetApp likewise presents sovereignty as a spectrum and describes external key management and work with local sovereign cloud providers as parts of its approach. That is NetApp’s positioning, not a legal standard. As Adam Gale, Field CTO for AI & Cyber Security at NetApp, puts it: “Sovereignty isn’t static or a switch that can be toggled. Regulations change, cyber threats evolve, and business priorities shift. The future lies in understanding the spectrum and finding the balance point that’s just right for your organization.” NetApp’s explanation of its sovereignty approach provides that company perspective.

Does business data have to stay in the EU?

EU guidance says businesses and organizations can generally use data centres or cloud services anywhere in the EU for non-personal data. A member state may impose an exceptional restriction justified by public security. For mixed datasets containing personal and non-personal information, GDPR rules generally apply to the dataset. This does not mean EU law requires every organization to keep all business data in one country or even all data inside the EU; particular laws, contracts, sector rules, national exceptions, and risk decisions can impose additional requirements. The Your Europe guidance on non-personal data sets out these qualifications.

The same Your Europe page says switching and moving data out of cloud services will be completely free from January 2027. That statement concerns the page’s stated scope and is a future-dated rule; organizations should check the current guidance and applicable contract terms when planning a move.

How the EU evaluates sovereign cloud procurement

The European Commission’s April 2026 sovereign-cloud procurement illustrates why buyers should look beyond data-centre geography. Its framework used eight sovereignty objectives spanning strategic, legal, operational, and environmental considerations, as well as supply-chain transparency, technological openness, security, and compliance with EU law. The Commission awarded four provider groupings in parallel to diversify provision and improve resilience:

Provider grouping What the award establishes
Post Telecom with CleverCloud and OVHcloud Named as one of the four groupings awarded contracts in this Commission procurement
STACKIT Named as one of the four groupings awarded contracts in this Commission procurement
Scaleway Named as one of the four groupings awarded contracts in this Commission procurement
Proximus with S3NS, Clarence, and Mistral Named as one of the four groupings awarded contracts in this Commission procurement

The procurement has a maximum value of €180 million over six years and is available to EU institutions, bodies, offices, and agencies; it is not a general commercial offer for every buyer. The Commission’s award announcement describes the procurement and its four groupings.

The broader policy backdrop includes an estimate from CERRE, cited by the Commission, that over 80% of key digital products, services, infrastructure, and intellectual property are provided by non-EU companies. The estimate is CERRE’s, as relayed by the Commission, not a Commission-originated measurement. The Commission’s policy page gives that attribution.

What should buyers compare?

Use the same questions for every shortlisted provider, including NetApp. Answers should be tied to contract language and technical evidence rather than labels such as “sovereign” or “European.”

Synology 2-Bay DiskStation DS223j (Diskless)
  • Secure private cloud - Enjoy 100% data ownership and multi-platform access from anywhere
  • Easy sharing and syncing - Safely access and share files and media from anywhere, and keep clients, colleagues and collaborators on the same page

  • Home Security System - Record and monitor your property 24/7 with support for multiple IP cameras and remote viewing
  • 2-Year Warranty - Reliable hardware backed by Synology's expert customer support team and ongoing software updates
  • Data and backups: Where are primary data, backups, logs, and other customer records stored and processed? Are there exceptions?
  • Telemetry and metadata: What is collected, where does it flow, who can view it, and how is it documented?
  • Privileged access: Which personnel or organizations can administer the service, under what approval and audit controls, and from which jurisdictions?
  • Support and escalation: Where are support teams based, and can support workflows expose customer data or metadata outside the intended region?
  • Legal control: Which entities operate the service, what jurisdictions govern them, and how are conflicting legal demands handled?
  • Supply chain and openness: What dependencies are disclosed, and what options exist to inspect, replace, or reduce reliance on particular technologies?
  • Security and compliance evidence: Which controls, audits, certifications, and customer-specific obligations are actually covered?
  • Portability and exit: What export formats, migration assistance, timelines, and charges apply when switching?
  • Commercial commitments: What availability, service levels, pricing, and country-specific terms are written into the offer?

The Commission’s framework supports treating these as separate dimensions rather than assuming that a European storage location settles the question. Its procurement is a comparison framework, not an endorsement of NetApp or a determination that any one commercial service meets every organization’s requirements.

A separate NetApp example: Google Distributed Cloud

NetApp announced a four-year enterprise agreement in April 2026 with Google Cloud to expand deployment of NetApp storage solutions in Google Distributed Cloud air-gapped, delivered by World Wide Technology. The announcement names NetApp AFF, StorageGRID, and Trident, and describes local data storage, encryption-key management, private cloud, and air-gapped or disconnected environments. It is a separate deployment example; the announcement does not identify it as the same service as Keystone Sovereign. NetApp’s Google Distributed Cloud announcement provides the details.
