National says it would revisit private investment in Kiwibank if it wins the next election, but this is a political position—not a live share offer or a commitment to a particular deal. The earlier proposal to raise up to NZ$500 million from local investors was discontinued in December 2025 after Reserve Bank capital-setting changes improved Kiwibank’s medium-term capacity.

What National is proposing now

On 2 October 2026, National finance spokesperson Nicola Willis told 1News, republishing RNZ reporting by Corin Dann, that National remained keen to work with Kiwibank on future growth capital if re-elected. Willis said she would provide more detail during the campaign. Her comments do not set out an amount, investor eligibility, timetable or transaction structure, and do not amount to a current capital raise. 1News/RNZ’s report

Willis described the idea as beneficial to both the bank and local investors: “I think that that is actually a great path for Kiwibank, because that way it’s benefiting not only its banking customers, which increasingly are Kiwi businesses, but it’s also allowing New Zealand investors to get the upside of its growth.”

How the earlier $500 million proposal unfolded

Date What happened What it meant
30 July 2025 Cabinet approved Kiwi Group Capital (KGC) to proceed to a potential private raise of up to NZ$500 million, following market testing. The proposal still needed shareholding ministers’ final approval of its terms and conditions. It was expected to proceed before 30 June 2026. The eligible investor groups named were New Zealand KiwiSaver funds, New Zealand investment institutions and New Zealand professional investors. Government announcement · Treasury summary of the 2025 Cabinet paper
31 July 2025 KGC made a separate NZ$225 million common-equity subscription in Kiwibank, which Kiwibank described as funded from Kiwi Wealth sale proceeds. This was an injection from Kiwibank’s parent, not money raised from the proposed outside investors. Kiwibank’s announcement
December 2025 KGC discontinued the proposed private raise. Treasury later said updated Reserve Bank capital settings meant Kiwibank had enough capital for medium-term lending growth. KGC would consider options for longer-term growth capital. Treasury’s May 2026 update
2 October 2026 Willis said National would revisit local private investment if re-elected. The comments reopened the policy discussion, not the discontinued transaction. No new terms were announced. 1News/RNZ’s report

What the earlier raise was meant to fund

When announcing the 2025 proposal, Finance Minister Nicola Willis said government advice indicated that an additional NZ$500 million could support up to NZ$4 billion of business lending or NZ$10 billion of home lending. Those were estimates of potential lending capacity associated with a proposed raise, not lending already enabled by completed investment: the outside-investor raise was later discontinued. Willis called the earlier proposal “the first step towards giving Kiwibank access to the capital it needs to truly compete with the big four Aussie banks while retaining its intrinsic New Zealand identity.” That rationale remains separate from the present question of what, if anything, a future National-led government would put forward.

Who owns Kiwibank—and what “New Zealand-owned” means

Kiwibank sits within Kiwi Group Capital, a government-owned company that also includes New Zealand Home Loans. KGC is a Public Finance Act Schedule 4A company, and its board is accountable to the Finance and State-Owned Enterprises ministers. Kiwibank group structure

The 2025 proposal was presented as a private placement that could leave Kiwibank 100% New Zealand-owned. That phrase is not the same as 100% government-owned: local private investors could hold shares while the bank remained wholly New Zealand-owned. The government’s July 2025 announcement separately described safeguards including government ownership of at least 51% of KGC for the foreseeable future, a Crown-held Kiwi Share, a majority of KGC directors normally resident in New Zealand, and Kiwibank retaining its principal place of business in New Zealand. Willis said any future plan would require constitutional protections and referred to a Kiwi Share model: “It would require the New Zealand government to have specified things in the Kiwibank constitution that guarantee that it remains a Kiwi bank. And these are not unusual arrangements. Of course, we have a Kiwi share in Air New Zealand and other entities that requires particular things of that entity, to keep its New Zealand ownership and character clear.” This does not establish that a future National government would use exactly the 2025 safeguards or any particular ownership structure.

What remains unresolved

The 2025 proposal supplies a precedent, not a blueprint for a future deal. National has not yet specified:

  • how much capital it would seek or whether private investment would be the only funding route;
  • which investor groups would qualify—the 2025 list cannot be assumed to carry over;
  • what ownership, voting or governance rights investors would receive;
  • how an investor could sell or exit, or how a fair exit price would be determined; or
  • when a proposal might be developed or brought to market.

1News reported that some local institutions had concerns about how they could obtain a fair price if they wanted to exit an investment. That is a reported concern; the story did not provide an independent valuation or terms that resolve it. The report also said external investment would dilute government ownership and that Labour and New Zealand First had opposed partial-sale arrangements. 1News/RNZ’s report
