They are not three mutually exclusive levels of protection. A national park or national monument is a unit designation; a designated wilderness is a separate legal designation that can overlap either one. The rules that apply to a particular place depend on its establishing law or proclamation, managing agency, any wilderness designation, and current site regulations.
What each designation means
National park
A national park is a unit of the National Park System. Its name alone does not specify every activity that is allowed or prohibited. The National Park Service (NPS) explains that a unit’s name and purpose come from the law or proclamation that established it, and that units have equal legal standing within the system. NPS: National Park System designations
National monument
A monument can be established by Congress, or a President can proclaim one under the Antiquities Act. That act concerns objects of historic or scientific interest on federal lands owned or controlled by the United States. It says monuments are to be “confined to the smallest area compatible with proper care and management of the objects to be protected,” as quoted in NPS guidance; that phrase by itself does not settle the status or boundaries of every monument. Designated wilderness
Congress designates wilderness under the Wilderness Act as part of the National Wilderness Preservation System. The managing agency has a duty to preserve the area’s wilderness character. The Act’s definition, reproduced by the NPS, describes wilderness as a place “where the earth and its community of life are untrammeled by man, where man himself is a visitor who does not remain.” NPS: The Wilderness Act
How the protections compare
| Designation | How it is established | What the designation tells you |
|---|---|---|
| National park | By the law or proclamation establishing the National Park System unit | The unit’s purpose and rules derive from its establishing authority and applicable laws and policies; the label alone is not a full list of permitted uses. |
| National monument | By Congress, or by presidential proclamation under the Antiquities Act where applicable | The establishing authority, protected objects or purposes, managing agency, and applicable laws shape the site’s protections. |
| Designated wilderness | By Congress under the Wilderness Act | Adds a wilderness preservation framework and a management duty to preserve wilderness character; it can overlap a park or monument. |
These distinctions do not support a single ranking from “least” to “most” protected. Wilderness adds a particular preservation framework, while the park or monument’s own authority remains in force. The Wilderness Act says wilderness designation does not modify the statutory authority under which a National Park System unit was created. Other laws, including laws protecting cultural resources on federal lands, continue to matter too. NPS: The Wilderness Act

Can a national park or monument also be wilderness?
Yes. Wilderness is a separate designation, not an alternative name for a park or monument. A congressionally designated wilderness area can lie within a national park or monument, so a place may have both a unit designation and wilderness protections. To know whether a particular part of a site is designated wilderness, check the official map and agency information rather than inferring its status from the site’s name. NPS: Wilderness

Proposed wilderness is not designated wilderness
The NPS distinguishes designated wilderness from areas described as eligible, proposed, recommended, or potential wilderness. Those categories are not wilderness designated under the Wilderness Act. NPS-managed areas in those categories are managed under NPS policy to preserve wilderness character, but that does not make them legally equivalent to designated wilderness. Do not rely on the words “park,” “monument,” or “wilderness” alone to answer whether an activity is allowed. Designations can affect rules for activities such as sport hunting and snowmobiling, and rules vary by site and governing authority. Check the official agency page and regulations for the specific area and activity, including any permits or access restrictions. NPS: Laws and policies
