A national bank is federally chartered and regulated by the Office of the Comptroller of the Currency (OCC). A state-chartered bank is chartered under state law, supervised by its state banking regulator, and also has a federal supervisor: the FDIC if it is a state nonmember bank, or the Federal Reserve if it is a state member bank. Neither charter, by itself, tells you whether deposits are insured or which bank is the better choice for you.
How national and state bank charters differ
A charter is the legal authority under which a bank operates. National banks hold a federal charter under the National Bank Act; state banks hold a charter from a state banking authority. The charter helps determine the bank’s primary regulator, but it is separate from deposit insurance and does not rank the bank’s service or safety.

The OCC’s financial institution lists identify national banks and other institutions; the FDIC Institution Directory can help identify a bank’s primary supervisor. Check the current entry for the particular bank, since institutions and supervisory assignments can change.
Does a national bank offer safer deposits or better service?
There is no basis for treating “national” as a safety rating or a promise of better rates, lower fees, wider branch access, or stronger customer service. The charter tells you about the bank’s legal framework and supervision, not whether a particular account suits you.

FDIC insurance is a separate question. Do not assume that a bank is insured—or infer the amount or scope of coverage—from “national” or “state” in its name. Check the specific institution’s status and review the applicable coverage for your accounts.

How to find your bank’s regulator
- Look up the exact institution in the FDIC Institution Directory and check its listed primary supervisor. Do not rely only on the bank’s brand name; a brand may not be the legal institution holding your account.
- For a national bank, use the OCC’s Customer Assistance guidance. For a state-chartered bank, the appropriate route can involve the CFPB, the state banking department, the FDIC, or the Federal Reserve; follow the guidance for the institution and issue.
- If your concern is about a specific account term or activity, check the current rules that apply to that product and jurisdiction. Charter category alone does not resolve every state-law question.
What charter differences mean—and do not mean
Charter choice can affect which supervisors oversee a bank, the activities it may conduct, applicable regulations, and supervisory costs. An OCC working paper from 2010 said charter-related differences had generally narrowed; it is historical context, not evidence that one charter currently costs customers less or permits a particular product. A specific activity or state-law question requires current, activity-specific information.

An OCC rule effective April 1, 2026, concerns national banks limited to trust-company operations and related activities. It does not describe ordinary checking or savings accounts and should not be generalized to them. The OCC said the rule neither expands nor contracts its chartering authority.

In a 2002 OCC release, Comptroller John D. Hawke Jr. described a national charter as an advantage for multistate banking under one federal regulator. That was his statement at the time, not a complete account of current law or proof that national banks provide a present-day consumer advantage. Regulatory treatment depends on the activity and governing law.
