NASA’s next lunar spacesuit, the AxEMU, is not yet certified for flight, and the NASA Office of Inspector General (OIG) says its development schedule was overly optimistic. The suit’s delay matters because astronauts need it to walk on the Moon, and the Artemis plan has already been reshaped around it. Two things are easy to blur: NASA’s own progress update on the hardware, and the OIG’s audit of schedule and contract risk. They answer different questions, so this article keeps them apart.
What “rethinking” actually refers to
The headline’s word “rethinking” is a framing, not a quoted NASA decision. What the documents show is narrower and more concrete: the original demonstration dates for both next-generation suits have slipped, the commercial contract has shrunk to a single active provider, and NASA has changed the sequence of Artemis missions that depended on the suits. Each of those points is covered below with its source and date.
What xEVAS is and why it is structured as a service
NASA is developing its next spacesuits through a program called xEVAS. Rather than buying suits as ordinary equipment, NASA is buying spacewalking services. The provider builds, tests, and operates the suits, and NASA buys the service once initial demonstrations are complete. NASA’s earlier description of this commercial model says the agency retains authority over astronaut training, mission planning, and approval of the service systems.
The OIG describes the xEVAS contracts as firm-fixed-price, indefinite-delivery, indefinite-quantity, and milestone-based, with a combined maximum value of $3.1 billion (NASA Office of Inspector General, April 2026). That figure is a ceiling on what the contracts could pay, not a record of money spent. NASA selected two providers to encourage competition and keep a backup in place.

Two suits, two different jobs
The xEVAS effort covers two suit types with separate purposes:
- Lunar suit (AxEMU): Needed for astronauts working on the lunar surface. The OIG says it must connect with Artemis systems, including the Human Landing System, and support lunar surface operations.
- Microgravity suit: Used for spacewalks on the International Space Station (ISS). The OIG lists the station’s planned decommissioning date as 2030.
The two needs create pressure in different directions. The lunar suit has to be proven before Artemis landings. The microgravity suit has to be available to replace or supplement aging ISS suits before the station retires.
How the provider field narrowed
NASA made two awards in 2022:
- Axiom Space: A September 2022 task order valued at $228 million to develop and demonstrate the lunar suit.
- Collins Aerospace: A December 2022 task order valued at $97 million for development through critical design review of a microgravity suit.
In June 2024, NASA and Collins mutually agreed to remove Collins’s task orders. Collins had concluded that its timeline would not support the ISS demonstration schedule. Under xEVAS, Axiom is now the only active provider of both suit types, according to the OIG report. That changes the risk profile: a single provider means a single technical or schedule problem can stall both suits at once.

The OIG also judged two contract features as poorly matched to the work. It said a firm-fixed-price, service-based structure fits poorly with the developmental risk of a first-of-its-kind suit. It said requiring bidders to pursue both the lunar and microgravity suits narrowed an already small pool of potential applicants. These are the OIG’s audit judgments, and they reflect its view of acquisition design rather than an engineering finding.
The schedule slip
The original demonstration dates were 2025 for the lunar suit and 2026 for the microgravity suit. The OIG called those schedules overly optimistic and said both had slipped by at least 18 months. As of January 2026, Axiom was working toward late-2027 demonstrations, according to the OIG report. The OIG also stressed that substantial testing and qualification remain and that further technical challenges could arise.

The OIG’s comparison is the reason the period matters. The original plans gave roughly three to four years of development. Recent NASA spaceflight programs have averaged 8.7 years from award to test flight. Measured from the 2022 awards, that average points to about 2031.
What the 2031 figure does and does not mean
The 2031 date is a conditional scenario, not a forecast. The OIG says that if Axiom’s progress followed the historical pattern, demonstrations might not happen until 2031. The report explicitly states that it is not projecting a 2031 readiness date. Readers should treat 2031 as a comparison that shows how far the current plan sits from typical NASA timelines, not as a date NASA has announced or expects.
What NASA reports about the suit
NASA’s February 12, 2026 update describes the AxEMU’s design goals as improved flexibility and mobility for moonwalking, a wider range of sizing and adjustability, advanced life-support systems, and protection against the lunar environment. It reports the following development milestones:

- The suit passed a contractor-led technical review, led by Axiom.
- NASA will conduct its own required review and assess readiness, and that review was still underway at the time of the update.
- The suit has logged more than 850 hours of pressurized testing with a person inside, according to NASA.
- Underwater and simulated lunar-gravity tests were also underway.
NASA’s sentence on the milestone, attributed to Lara Kearney, manager of NASA’s Extravehicular Activity and Human Surface Mobility Program, reads: “This achievement reflects our shared commitment to deliver a safe, capable lunar spacesuit that will enable astronauts to explore the Moon’s surface.”
These are NASA’s reported test activities. None of the NASA material establishes final qualification, certification, or flight readiness.
How the Artemis plan has changed
The OIG report says NASA revised Artemis III in February 2026. The revised plan calls for a low-Earth-orbit test flight in 2027, including rendezvous and docking with one or both lunar landers and possible testing of next-generation suits. A lunar landing would then be expected on a later Artemis mission, which the OIG places in 2028. These are the plans as reported in the audit and may change.

GAO’s 2026 assessment of NASA’s major projects describes similar changes to the focus of Artemis III, IV, and V. It also notes acquisition-management challenges as projects are adjusted. Taken together, the two reports show that the suit schedule and the mission sequence are tied to each other, so a slip in one moves the other.

NASA and the OIG answer different questions, so their statements do not directly conflict:

- Any change to the Artemis III and Artemis IV mission sequence, since the suit schedule depends on it.
