Elon Musk accused unnamed Indian “oligarchs” of blocking Starlink’s entry into India, but he did not identify anyone—and the accusation is not independently substantiated by the reports. As of reporting in August 2026, Starlink had received important licences and authorisations but still lacked the government’s final green light for a formal commercial launch.
What Musk said—and whom he named
On October 7, 2026, Musk posted on X: “Unfortunately, we are being blocked by certain oligarchs in order to maintain their monopolistic chokehold on the Indian people. You can guess who they are …” He added: “This is a crime against the people of India!” India Today and The Economic Times reported the post.
Musk did not name a person, company or government official. The reports do not establish that Reliance Jio, Mukesh Ambani, Bharti Airtel or any official blocked Starlink. Those names may arise in speculation about the market, but the available reporting does not support presenting any of them as the target of a proven accusation.

Why Starlink had not launched commercially
India’s approval process involves more than a telecom operator licence. In August 2026, The Indian Express reported that Starlink had a Department of Telecommunications operator licence and IN-SPACe authorisation for its Gen 1 constellation, but had not received approval for a formal commercial launch. The distinction matters: receiving licences or authorisations does not mean consumers can buy and use the service.

The Indian Express described security concerns about foreign satellite operators potentially bypassing Indian gateways. These ground facilities connect satellite networks with domestic telecom networks; Indian-originating or Indian-terminating traffic is expected to pass through local ground infrastructure. That is reported context, not a definitive government explanation of the delay.
The delay has also been described in connection with other security questions. In June 2026, TechCrunch reported on a Bloomberg account that officials had paused progress over concerns about Starlink’s access in Iran. SpaceX Vice President Lauren Dreyer disputed reports that discussions had stopped, saying Starlink was in “active and productive discussions” with the Indian government. Her statement confirms the company’s position; it does not independently establish the government’s rationale.

How the approval timeline changed
An earlier Associated Press report from June 2025 said Starlink had received a key licence but still needed separate space-regulator approval, spectrum access and security testing. By August 2026, The Indian Express reported that the constellation authorisation had followed, while formal commercial clearance remained outstanding. The stages are separate, which is why “licensed” and “available to customers” are not interchangeable.
What the dispute says about India’s satellite-broadband market
The argument sits against a broader policy debate over how satellite spectrum should be assigned and what local requirements providers must meet. The Associated Press reported that Jio favoured auctioning satellite spectrum while Musk supported administrative allocation; the Indian government ultimately chose administrative assignment in the period covered by that report.

The same AP coverage reported agreements between Starlink and both Reliance Jio and Bharti Airtel to explore bringing the service to India. Those arrangements complicate the idea of a single, uniform incumbent effort to keep Starlink out. They do not prove that no one opposed Starlink, but they do not support naming either operator as the cause of the delay.

Satellite broadband could be useful in places where building fibre or extending mobile networks is difficult. India Today reported that, according to figures cited in the post Musk responded to, 11,256 listed villages lacked 4G coverage as of May 2026. The same cited figures put India at 1.093 billion internet subscriptions in March 2026, including 440.87 million rural subscriptions; rural subscription density was 48.31 per 100 people, compared with 126.80 in urban areas. These are figures attributed by India Today to data cited in the post, not independently verified here. India Today’s report provides the figures and context.

Satellite service is not automatically cheaper or better than terrestrial broadband. A practical comparison would need to weigh coverage at a specific location, latency, price, reliability, user-terminal requirements, regulatory availability and data or security arrangements. The Indian Express notes that satellite services can have higher latency than terrestrial connections.
