Munster Rugby’s 2023 United Rugby Championship title was a landmark achievement during Ian Flanagan’s seven years as chief executive. But as he prepares to leave at the end of October 2026, his tenure is also being judged against reported financial deficits and the fallout from an attempted appointment that prompted an independent governance review. The review’s findings are not included in the Irish Examiner’s October 2 report, so the controversy remains unresolved in the published account.
What happened to Ian Flanagan?
Flanagan, who succeeded the late Garrett Fitzgerald, was appointed Munster Rugby CEO seven years before the Irish Examiner reported his departure on October 2, 2026. He plans to step down at the end of October.
The report presents a mixed record: a major on-field success and a significant infrastructure project during his tenure, followed by financial pressure and a governance controversy. Those strands matter, but neither the title nor the criticism alone settles whether the organisation was well run.
What did Munster achieve during his tenure?
The 2023 URC title
Munster won the United Rugby Championship in 2023, its first trophy since 2011. The victory recalled a more successful period for the province and stands as the clearest sporting achievement associated with Flanagan’s time as CEO.

The Cork Centre of Excellence
The Irish Examiner reported that Flanagan played a pivotal role in delivering Munster’s new Cork Centre of Excellence, which cost €7.3 million and opened in 2025, a year before the report. The reported cost and account of his role are from the newspaper; the report does not provide independently inspected project records.
What financial pressures did Munster face?
At its June 30, 2026 AGM, Munster reportedly stated that it had a €1 million capital deficit for the 2024–25 financial year. It also forecast a similar deficit for 2025–26. That second figure is a forecast, not a final result; the accounts were expected the following June, according to the Irish Examiner.

The newspaper linked pressure on the club’s finances to a lack of home knockout matches and a run of away defeats. Munster lost quarter-finals to the Sharks in South Africa in 2025 and the Bulls on May 30, 2026, after failing to secure home knockout draws. The report also noted European exits at Exeter and Bordeaux-Bègles. It does not quantify how much any one result affected the accounts.

Munster attempted to appoint Roger Randle as attack coach, then cancelled the appointment by mutual consent. The episode prompted a board-commissioned independent governance and organisational review in May 2026.

The Irish Examiner reported that Dr Martin Kelleher led the review, which was undertaken by The Governance Company. The report said findings were expected by the end of September 2026 but did not include them. It therefore establishes that a review was commissioned, not what the review concluded or whether its findings were subsequently published.
The newspaper also referred to a 1997 rape allegation concerning Randle. It described it as an allegation; the reviewed report did not state a legal outcome. No conclusion about guilt or the legal status of the allegation can be drawn from that account.

How did the controversy affect Munster’s stakeholders?
According to the Irish Examiner, the hiring process led former players Billy Holland, Killian Keane and Mick O’Driscoll to resign from the Professional Games Committee. Public backlash also prompted departures from the voluntary Commercial Advisory Group.

I accept it. I acknowledge it.” He said he wanted Munster to “re-establish trust” and “strengthen our processes and our governance so that it doesn’t happen again.” These are his stated aims, not findings that the review had confirmed particular failures or remedies.

Former Munster captain Peter O’Mahony was more direct when asked whether the club was well run: “No, I don’t,” he said. “I think Munster needs to have a good look at the governance of the building, the governance of the whole organisation, and I think it needs change.” His remarks, quoted by Simon Lewis in the Irish Examiner, are a prominent stakeholder’s assessment rather than an independent audit.
How should Flanagan’s record be assessed?
A fair assessment has to keep separate the evidence of achievement and the questions still awaiting answers. Munster won a long-awaited URC title and opened a substantial Cork training facility during Flanagan’s tenure. At the same time, the club reported a capital deficit, forecast another, and faced public criticism over a coaching appointment process that led to resignations and a formal review.
The Irish Examiner’s October 2, 2026 report does not include the review’s findings or independently verify the AGM figures. Those missing pieces limit any firm conclusion about the causes of the financial position, the governance process, or what changes Munster may need. Until the review outcome and final 2025–26 accounts are available, Flanagan’s departure marks a transition amid unresolved questions rather than a complete verdict on his stewardship.
