Moving to eastern Germany is not automatically a move to cheaper housing or easier job hunting. Compare a specific city and neighborhood with the work you can realistically get, then test whether the full household budget works. Official 2025 figures provide useful evidence for Berlin, Brandenburg and Saxony, but they do not support a complete rent-and-cost ranking of Berlin, Leipzig, Dresden and Chemnitz.
Start with the city, job, and commute—not an east-versus-west label
“Eastern Germany” covers different housing markets and labor-market areas. Berlin is a city-state with a large commuter region in Brandenburg; Leipzig, Dresden and Chemnitz are cities in Saxony. A state-level figure cannot tell you what a particular apartment costs or what a particular employer will pay.
Compare the destination you could actually live in with the job you could actually do there. Include nearby towns only if the commute to your likely workplace is practical. Keep the evidence date and geography beside every figure: the official numbers below describe 2025 outcomes published in 2026, except where another year is specified.

How do housing costs compare?
Use asking rents only for the areas they cover
Investitionsbank Berlin’s 2025 housing-market report gives these median asking rents:
#1 Best Overall
| Area | 2025 median asking rent |
|---|---|
| Berlin | €15.78 per m² |
| Berlin commuter region in Brandenburg | €13.51 per m² |
| Potsdam | €14.04 per m² |
The commuter-region figure refers to the Brandenburg portion of the Berlin-Brandenburg urban-suburban area defined by the report. The same report says Berlin’s median asking rent rose from €9.00 per m² in 2016 to €15.78 per m² in 2025, with pressure extending into outer districts and the surrounding region. Asking rents describe advertised listings, not every tenant’s rent or the cost of a specific home.
These figures are not a direct rent comparison with Leipzig, Dresden or Chemnitz. Saxony’s published 2025 price index reports a change in rent prices, not comparable city asking rents. Do not infer a per-square-metre rent for a Saxon city from a state-level inflation rate.
Compare the whole rental offer
When reviewing listings in each location, record the same details so you do not mistake a lower cold rent for a lower monthly housing cost:

- Apartment size, condition and neighborhood
- Advertised cold rent and service charges
- Heating and energy arrangements, including what is included in the stated charges
- Distance and travel time to the likely workplace
- Availability and whether the listing reflects a new tenancy or an existing contract
Rent-burden figures answer a different question. Berlin-Brandenburg’s statistical profiles put the 2022 rent-burden ratio at 27.2% for Berlin and 25.3% for Brandenburg. These are dated household indicators, not current listing prices.
How should you compare jobs and pay?
Treat regional pay as context, not your expected salary
For 2025, gross wages and salaries per employee were €55,658 in Berlin, €45,632 in Brandenburg and €45,763 in Saxony, according to Amt für Statistik Berlin-Brandenburg’s 2026 earnings publication. The measure counts payments from main and secondary jobs relative to the number of employees with a main job. It is not a median salary, a take-home-pay figure or a forecast for a particular occupation.
For a move decision, compare actual offers for the same kind of role, accounting for employer, hours and work location. Estimate take-home pay separately; regional gross averages cannot substitute for an individual offer.
Rank #3
Include the wider labor market
Leipzig is closely connected to surrounding areas by commuting. Bundesagentur für Arbeit reported that, on June 30, 2025, 297,289 employees subject to social-insurance contributions worked in Leipzig. Of those, 107,654 commuted into the city from outside it, while 76,669 Leipzig residents commuted out. If you are considering Leipzig, compare housing beyond the city boundary only alongside the time, cost and schedule of reaching the actual workplace.
Saxony’s 2024 employment release reported employment growth for a second year only in Leipzig and Dresden among the state’s cities, while its table showed a decline in Chemnitz. This is a historical signal about employment totals, not a hiring forecast for a particular field or applicant.
The IAB’s March 2026 regional labor-market forecast covers labor-market districts including Leipzig and Dresden. Its projections describe aggregate regional conditions and are probabilistic; they do not estimate an individual applicant’s chance of getting hired.
Does inflation tell you which city is cheaper?
No. Inflation measures how prices changed over a period; it does not compare the absolute cost of a household’s monthly basket across cities. Official 2025 average consumer-price inflation was 2.2% in Berlin, 2.4% in Brandenburg and 2.2% in Saxony.
The same regional data reported changes in net cold rents, but these are price movements in statistical series rather than comparable current listing prices:
| Area and source | 2025 change in net cold rents |
|---|---|
| Berlin — Amt für Statistik Berlin-Brandenburg | +3.1% |
| Brandenburg — Amt für Statistik Berlin-Brandenburg | +1.1% |
| Saxony — preliminary annual index from Statistisches Landesamt des Freistaates Sachsen | +3.0% |
The Berlin and Brandenburg consumer-price figures were published by Amt für Statistik Berlin-Brandenburg in January 2026; Saxony’s are preliminary 2025 data. The different regional series do not establish which city has the lowest total household budget.

Build a like-for-like monthly budget
Use the same household size and assumptions for each destination. Start with expected take-home pay from realistic job options, then subtract housing and routine expenses. Where a cost depends on your circumstances, use your own likely amount rather than a state average.
- Warm rent and likely utilities, using the actual listing and its stated inclusions
- Local transport or car costs, including any commute to work
- Household-specific spending and recurring obligations
- Travel time and schedule constraints if the job and home are in different towns
A useful comparison sheet should keep city and neighborhood, listing date, apartment size, cold rent, service charges, heating, commute, job assumptions and expected take-home pay in separate fields. That makes it easier to spot when an apparent saving depends on a longer commute, a different apartment standard or an unconfirmed job offer.
