Fintech infrastructure scales safely when capacity grows alongside resilience, security, risk controls, and the ability to coordinate with banks, payment systems, and technology providers. Transaction speed matters, but a high-throughput test alone cannot show that a production service will remain dependable under failure, meet its obligations, or work across institutional boundaries.
How do fintech companies scale infrastructure beyond raw throughput?
Scaling is both a technical and an institutional problem. A platform may need to handle more transactions, but it also needs to keep operating securely as workloads, technology, standards, and threats change. The Bank for International Settlements (BIS) frames those qualities—security, resilience, and adaptability—as central to payment infrastructure.
That changes the question from “How many transactions can it process?” to “What happens as demand rises, a dependency fails, or a requirement changes?” A design that performs well under ordinary load may still be difficult to recover, secure, govern, or connect to the systems that move money.

A bounded proof of concept
In a report published on 29 January 2026, the BIS Innovation Hub described Project FuSSE, a proof of concept for a modular, microservices-based settlement engine. Under controlled test conditions, it reached 10,000 transactions per second (TPS); the project also reported that computing resources increased less than proportionally as throughput rose. Those are results from this specific experiment, not a general payment-network benchmark or a claim about production capacity.

Why the architecture is interesting
FuSSE explores whether services can be scaled independently rather than treating the settlement engine as one indivisible component. The report highlights cryptographic services as one area where independent scaling could help address bottlenecks. It also describes a possible route for integrating post-quantum cryptography as standards mature. These are architectural possibilities, not evidence that any commercial system will achieve the same performance or be simpler to operate.
What it does not establish
The BIS explicitly says the project does not provide production-ready components, assert compliance with the Principles for Financial Market Infrastructures, or serve as a performance benchmark or implementation reference. It does not define payment, governance, or cost models. A fintech team considering modularity would still need to validate how its own services behave under load, where bottlenecks appear, how components fail and recover, what cryptographic requirements apply, and what operational complexity and cost the design introduces.

What does it take to scale a fintech platform safely?
Capacity growth changes a firm’s risk profile as well as its technical workload. The Federal Reserve’s May 2022 Supervision and Regulation Report identifies operational, cybersecurity, liquidity, and reputational risks associated with fintech activity. It says banks should establish controls for new products and services and align risk-management practices with the pace of growth. This is a supervisory framing for banks, not a universal rule for every fintech or jurisdiction.

As a product, transaction flow, or dependency changes, teams need to establish which risks are affected and whether existing controls still address them. A system can be technically able to accept more activity while the organization around it is not prepared to monitor, secure, or support that activity.

How does cloud use help—and what dependencies does it add?
Cloud services can expand access to computing and data-processing capability, and the U.S. Treasury’s 8 February 2023 release summarizing its financial-sector cloud report notes potential resilience, security, reliability, and access benefits. Deputy Secretary of the Treasury Wally Adeyemo said, “There is no question that providing consumers with secure and reliable financial services means greater demand for cloud-based technologies.” That is his policy statement, not an independent empirical finding.
The same Treasury release points to challenges: financial firms need better visibility into cloud services, adequate staff support, and stronger engagement with providers on cybersecurity incident response. It also calls for further evaluation of financial risks associated with reliance on a limited number of providers. The report does not impose requirements and does not endorse or discourage any particular cloud provider or service.
Rank #4
Cloud adoption therefore shifts some infrastructure responsibilities into a provider relationship; it does not remove the need to understand how the service behaves or how an incident will be handled. The Treasury’s concerns make visibility, provider incident-response engagement, and concentration risk relevant parts of a scaling assessment—not just the capacity available from a cloud platform.

Why do banks, payment rails, and legacy systems shape fintech scale?
Many fintech services operate through shared infrastructure rather than in isolation. The World Bank’s Fintech and the Digital Transformation of Financial Services: Implications for Market Structure and Public Policy describes fintech and big-tech firms relying on banks to hold customer funds, access payment systems, or provide core banking functions. Banks, in turn, procure cloud computing and data processing from technology firms.
These relationships can make growth possible, but they also create dependencies and coordination work. A fintech may be able to expand a service only in coordination with a bank or payment system it depends on. Incumbent institutions bring experience managing large balance sheets and evolving compliance obligations, while legacy infrastructure can carry fixed costs that are difficult to scale back. This means a platform’s own capacity is only one part of the path to serving more customers or moving more payments.

The UK’s National Payments Vision, updated on 2 July 2026, describes resilient infrastructure as a prerequisite for trust and innovation. It says upgrades to the UK’s eight retail payment infrastructures have been slow and challenging, and identifies clearer requirements, funding, and governance as issues to address. The UK established a Payments Vision Delivery Committee to clarify upgrades required to Faster Payments, assess longer-term infrastructure needs, and consider funding and governance, including possible Pay.UK reform.
The Vision also gives UK scale context: it cites almost 50 billion payments in the UK in the previous year, or around 1,500 transactions per second. That is a UK-wide contextual figure in a policy paper, not a performance target, peak-load measure, or fintech-wide benchmark. The governance example is specific to the UK; it does not establish a timetable or policy rule for other countries.

There is no evidence here for a single best commercial architecture or provider, and no like-for-like data to rank them. A useful assessment instead makes the assumptions and dependencies visible:
- Throughput and resource behavior: What workload is being tested, and how do computing needs change as load rises? A proof-of-concept result should not be treated as a production capacity estimate.
- Resilience and security: How do components behave during failure, recovery, or a security incident? Can the firm and its providers coordinate an effective response?
- Provider concentration and visibility: Which critical services rely on a small number of providers, and what can the firm see about those services and their incidents?
- Institutional integration: Which banks, payment systems, or legacy services must participate for the product to work, and how will changes be coordinated?
- Governance and funding: Who decides what must change, who pays for shared upgrades, and which regulatory or policy context applies?
These questions connect the performance evidence to the conditions that determine whether a larger system can be operated and trusted. The World Bank’s Fintech and the Future of Finance project page provides broader context on the project’s coverage of fintech, market outcomes, regulation, supervision, payments, and consumer protection.
