Some lenders manually underwrite certain mortgage files, but there is no established nationwide list of lenders that guarantee a human appeal after an automated decision. A manual review may be possible only for specific loan programs and findings. Ask the lender to explain the decision, check the application data, and confirm whether manual underwriting is available for your loan type and state.

What “human review” means in mortgage underwriting

It can refer to different steps, and they are not interchangeable:

  • Manual underwriting: A lender assesses the application using the applicable program’s manual rules rather than relying solely on an automated recommendation. Fannie Mae recognizes both automated Desktop Underwriter (DU) and manual underwriting as methods of comprehensive risk assessment. The lender remains responsible for assessing the information and collateral, deciding whether the loan meets its requirements, and documenting that assessment. Fannie Mae’s comprehensive risk assessment guide.
  • Checking and correcting data: A recommendation can be affected by inaccurate, incomplete, or omitted information. For a Fannie Mae DU Approve/Ineligible finding, the lender should verify submitted data, consider relevant information not included, and update and resubmit when appropriate. Manual underwriting may be an option for qualifying transactions if the finding persists; it is not available for every loan. Fannie Mae’s Approve/Ineligible guidance.
  • An adverse-action explanation: If a creditor takes adverse action, CFPB guidance says the stated reasons must accurately identify the principal factors actually considered, including when a complex algorithm was used. An explanation is not, by itself, an appeal or a promise to reconsider the application. CFPB Circular 2022-03.

An automated system’s Refer, Caution, or Ineligible finding should not automatically be treated as a final denial. Ask the lender what status applies to your file and whether it has made an adverse-action decision.

Which lenders offer manual review?

The available evidence does not establish a comprehensive directory of lenders that promise a human reconsideration after an automated result. A lender’s ability to manually underwrite some loans is also different from a written policy guaranteeing an appeal.

One publicly described FHA example

Saxton Retail Mortgage says it offers manual underwriting for certain FHA situations, including TOTAL Scorecard Refer files, files involving nontraditional tradelines or no credit score, and some files downgraded by an underwriter. This is the lender’s own public description, not independent confirmation of current availability, coverage in every state, or acceptance of any particular borrower. Saxton Retail Mortgage’s manual-underwriting page.

Before relying on that option—or one described by another lender—ask whether it applies to your program and state, what conditions or lender overlays apply, and whether the lender will consider your specific finding. Manual underwriting does not override loan-program requirements.

What to ask your lender after an automated finding

  1. Clarify the result. Ask whether the file was declined or received a Refer, Caution, or Ineligible finding, and which system or loan program generated it.
  2. Request the specific reasons. If the creditor took adverse action, ask for the notice identifying the actual principal reasons. CFPB guidance says the explanation must be specific and accurate even when the decision used a complex algorithm. Read the CFPB guidance.
  3. Ask about errors or missing information. Ask which submitted figures or documents affected the finding, whether additional information can be considered, and whether the lender will correct and resubmit the file. Fannie Mae’s guidance for DU Approve/Ineligible files describes checking data and considering an update or resubmission when appropriate. See Fannie Mae’s guidance.
  4. Confirm manual-underwriting eligibility. Ask whether the program permits manual underwriting for your finding and whether the lender offers it in your state. Fannie Mae’s guidance allows it only when the product or transaction permits it; it does not require every lender to offer it for every finding. Fannie Mae’s Approve/Ineligible guidance.
  5. Ask what the review requires. Find out which documents a manual underwriter would need and whether lender overlays apply. Extra documentation may help clarify a file, but it does not guarantee a different result.
  6. Raise credit-report errors directly. Identify the item you believe is wrong and ask what supporting documents are needed and how the lender will coordinate with the reporting company. Fannie Mae says lenders should carefully review significant alleged inaccuracies with the borrower and request confirmation from the reporting company in the circumstances covered by its guide. Fannie Mae’s credit-information accuracy guide.

How the available routes differ

Route What it does What to verify
Correct and resubmit Checks whether submitted inputs, credit information, or missing details affected the automated finding. Which information is at issue, what evidence the lender accepts, and whether it will run the file again.
Manual underwriting Assesses the loan under applicable manual requirements when the program and lender allow it. Program eligibility, state availability, required documents, lender overlays, and any time or fees.
Adverse-action explanation Provides the borrower with the specific reasons for a credit decision. Whether the notice reflects the actual reasons and how to dispute inaccurate underlying information. It is not itself a reconsideration process.

What federal rules do—and do not—promise

CFPB guidance says creditors must provide accurate reasons for adverse action; it does not require a second human decision or guarantee that a lender will reverse a result. The CFPB’s Regulation Z interpretation generally requires creditors to make a reasonable, good-faith determination that a consumer can repay a covered dwelling-secured loan, while allowing underwriting standards within the rule’s requirements. It does not prescribe a universal appeal process for automated mortgage decisions. CFPB Regulation Z, 12 CFR § 1026.43.
