Montana’s Department of Public Health and Human Services (DPHHS) reported a server intrusion in May 2014 and planned to notify about 1.3 million people whose information or records could have been on it. Officials said at the time they had no evidence that individuals’ information had been accessed or misused. That was not proof that no records were viewed: the server intrusion was confirmed, while access to particular information remained uncertain.
What happened in the Montana DPHHS breach?
Contemporaneous reports said DPHHS noticed suspicious activity on a server on May 15, 2014, and ordered a forensic investigation. The investigation reportedly confirmed unauthorized access by May 22. Reports also said the intrusion may have begun in July 2013; that earlier start date was reported, not independently established by a primary forensic report available here. SecurityWeek’s account and Daily Inter Lake’s reporting covered the incident.
The state planned to notify approximately 1.3 million people whose information or records were on the server, according to contemporary reporting. That figure included current and former Montana residents and, in some cases, estates of deceased people, so it exceeded the state’s resident population. Reports also included DPHHS employees and contractors among those affected by the notice. The Associated Press account, reproduced in an archived report, put the number of employees and contractors at about 3,100.
What information could have been on the server?
Reported information categories included names, addresses, dates of birth and Social Security numbers. Depending on the person, records could also be connected to DPHHS services and include health assessments, diagnoses, treatment, health conditions, prescriptions or insurance information. For some current and former department employees and contractors, reported categories could include bank-account details.

The information varied by individual. The report does not mean every person had every category of information on the server, or that all listed information was accessed.
Was my information accessed or misused?
Officials said at the time that they had no evidence individuals’ information had been accessed or misused. This statement followed confirmation of unauthorized server access, but did not establish that no personal records were viewed or used. The available reporting does not settle whether any specific records were ultimately accessed or misused.

DPHHS director Richard Opper explained the broad notification decision: “Out of an abundance of caution, we are notifying those whose personal information could have been on the server.” The Associated Press report quoted Opper.

Contemporaneous reporting said Montana offered affected people one year of free credit monitoring and identity-protection coverage. That was a historical offer made in connection with the 2014 incident. The available sources do not establish a current enrollment period, continuing service or present-day offer.

How does current Montana law describe breach notification?
Montana’s 2025 statute for state agencies says agencies must make reasonable efforts to notify people when unencrypted personal information was or is reasonably believed to have been acquired by an unauthorized person. Notice must be made without unreasonable delay, subject to law-enforcement needs and measures needed to determine the breach’s scope or restore system integrity. See the Montana Code Annotated, section 2-6-1503.
This current statutory language provides context for agency breach notices; it does not show what legal analysis Montana applied to the 2014 incident.
