Prime Minister Narendra Modi called for global standards for emerging technologies, technology-led responses to cyber fraud and ways to help users identify AI-generated and deepfake content, according to a Prime Minister’s Office account of his October 6, 2026, meeting with GSMA Board members. These were proposals and discussion themes—not announced rules, a signed agreement or an operational system.

What Modi said at the GSMA meeting

Modi met members of the Global System for Mobile Communications Association (GSMA) Board at Seva Teerth on October 6, ahead of the India Mobile Congress (IMC). The Prime Minister’s Office account, published by the Press Information Bureau, describes the discussion but does not report a binding decision or implementation plan. Read the official meeting account.

The PMO reported that Modi said, “Technology must become a tool for inclusive and sustainable development.” He emphasized affordable, accessible digital services that reach the last mile, particularly in the Global South. He also presented Digital Public Infrastructure (DPI) as something that could serve as a springboard for developing countries. The account describes his remarks; it does not document a review of DPI outcomes or announce new deployments.

What he proposed on fraud, AI and global rules

Technology and awareness to address cyber fraud

The PMO said Modi called for technology-driven solutions to digital and cyber fraud, alongside sustained messages warning people about possible fraud calls. The official account states that “the problem requires technology-driven solutions,” referring to fraud. It gives no specific tool, named delivery agency, timetable or enforcement plan, and supplies no estimate of the scale or trend of fraud.

Ways to identify AI-generated and deepfake content

Modi suggested exploring mechanisms that would let users identify the origin of deepfakes and other AI-generated content. That is a proposal to investigate, not a report that an identification system is operating or that a technical method has been selected.

Common standards for emerging technologies

He called for global standards and common rules for emerging technologies. The meeting account does not specify which standards should apply, who would create them, or how they would be enforced. It therefore does not amount to an announcement that global rules have been adopted.

What the GSMA Board members reportedly discussed

According to the same PMO account, GSMA Board members cited India’s 4G and 5G expansion, digital public infrastructure, and telecom and mobile-manufacturing ecosystem. They also discussed possible international cooperation in 5G, 6G, AI, cybersecurity, digital inclusion and satellite connectivity. These are statements attributed to participants in the meeting account, not independently verified measurements presented by that release.

When and where is India Mobile Congress 2026?

The 10th India Mobile Congress is scheduled for October 7–10, 2026, at Yashobhoomi (India International Convention & Expo Centre) in New Delhi. The Ministry of Communications says the Department of Telecommunications and the Cellular Operators Association of India organize the event. Its announced scope includes 5G, 6G, AI, IoT, cloud and edge computing, satellite communications, electronics manufacturing, quantum technologies and green technologies. See the Ministry’s event announcement.

The Ministry describes IMC’s four pillars as Srishti (innovation and emerging technologies), Suraksha (secure and trusted digital ecosystems), Sashakt (opportunity and inclusive access), and Samvardhan (growth and investment). Its announcement says the congress brings together technology companies, telecom operators, policymakers, startups, investors, researchers and innovators. IMC’s program overview also lists cybersecurity, digital trust, responsible AI and AI governance, spam and fraud, and consumer protection among its tracks. Those topics provide context for the meeting’s themes, but the official accounts do not say the GSMA meeting was an IMC session. View the IMC program overview.

For context about earlier editions only, the Ministry’s July 29, 2026 announcement says previous IMC editions had more than 1.4 lakh visitors, 860 exhibitors, representatives from 101 countries, 1,500 use cases and 465 startups. These are Ministry-reported figures about prior editions, not forecasts or impact estimates for the 2026 event or the Modi-GSMA meeting.
